DESCRIPTION OF THE INTERNAL/EXTERNAL POSITION FOR THE RECRUITMENT OF A TECHNICAL ADVISOR IN CHARGE OF COMMUNICATION AND PUBLIC RELATIONS FOR THE DECENTRALIZATION AND FINANCIAL GOVERNANCE SUPPORT PROGRAM OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH, YAOUNDE BASE
The Decentralization and Financial Governance Support Program is implemented by GIZ
within the framework of German-Cameroonian bilateral cooperation, with the Ministry of Decentralization and Local Development (MINDDEVEL) and the Ministry of Finance as political partners. The objective of this program is now that “The actors of decentralization effectively assume their role in local governance oriented towards citizens and the climate with a focus on the particular needs of women and girls and on gender equality. of gender”. Achieving this objective will be based on four components: (1) Communes more effectively assume their role in local governance; (2) The skills of local decentralization actors in terms of citizen participation, with particular emphasis on women and gender equality, are reinforced; (3) The elements selected for the mobilization of financial resources at the level of decentralized territorial communities are improved; (4) The efficiency and transparency of the management of taxes and expenditures of the tax administration and sector ministries are improved.
As part of the implementation of its activities, PADGOF is looking for a Technical Advisor or an Advisor in charge of Communication and Public Relations based in Yaoundé
- Area of responsibility
The post holder is responsible for:
- Organizing and coordinating the program’s communication and knowledge management activities in accordance with GIZ standards;
- Support the capitalization process and the sharing of program experiences;
- The preparation of the interventions and contributions of the program in the various network forums and platforms including digital platforms;
- The management of the various communication tools of the program in accordance with the objectives of the program and the standards of GIZ.
In this context, the incumbent has the following responsibilities :
- Allocations
- Management and Coordination
- Contribute to the planning of program activities;
- Develop, implement and monitor PADGOF’s internal and external communication strategy in line with the strategic objectives;
- Ensure a coherent and effective approach to communication;
- Produce appropriate communication materials/tools in line with program strategic directions and GIZ standards with required approval (factsheet, roll up, brochures, banners, newsletters, factsheets, articles, notepads , pens, shirts, etc.);
- Ensure within the program the implementation of GIZ standards in terms of corporate design;
- Regularly produce articles on the relevant activities of the various components of the program and work units as well as ensure their dissemination;
- Provide assistance in the development and implementation of the strategy for capitalizing on program achievements, in collaboration with those responsible for monitoring and evaluation and those responsible for the components;
- Advise the program team on knowledge management and communication: clarification of needs, provision of technical inputs;
- Ensure the design, preparation and realization of workshops, seminars and other events on themes related to the fields of action of the program.
- Networking and cooperation
- Initiate and animate an internal communication network with the technical managers of the program;
- Ensure a synergy of PADGOF communication and public relations actions with the other programs of the Governance, Decentralization, Peace and Social Cohesion Cluster;
- Work in close collaboration with the technical team of the program in the capitalization of achievements and the design of the various publications on the initiatives carried out;
- Ensure relations with the press in collaboration with the other projects / programs of the Cluster Governance, Decentralization Peace and Social Cohesion and the communication manager of the GIZ Cameroon office;
- Actively participate in networks and forums for sharing program experiences as needed;
- Actively participate in events organized by the program and the GIZ Cameroon office to improve the visibility of GIZ by ensuring an effective presence of PADGOF initiatives in GIZ communication channels and others as needed (Newsletter , GIZ websites, GIZ Facebook page, intranet, IDA Cameroon, etc.).
- Knowledge management
- Organize the various digital communication and exchange platforms within the program;
- Periodically centralize information, images on the activities carried out by the various work units of the program in conjunction with those responsible for monitoring and evaluation and the components;
- Contribute to the visibility of the Program’s program with its partners in conjunction with those responsible for monitoring and evaluation;
- Ensure media monitoring and make relevant information available to the Director and all technical managers of PADGOF;
- Follow up on the update of the program file in the GIZ Document Management System and other GIZ platforms dedicated to knowledge management and information sharing;
- Monitor the publication of information about the program in the national media and the communication channels of the program partners;
- Regularly share information and cooperate closely with the GIZ Cameroon office communication officer, the GIZ office digital group (dIT.com)
- Other powers
- Provide assistance in steering the program in conjunction with those responsible for monitoring and evaluation;
- Ensure that gender issues are taken into account in the various activities carried out
- Assume other activities and tasks as instructed by his superior.
REQUIRED PROFILE
- Qualifications, skills and experience required
Qualifications
- Bac+5 in a specialty related to journalism, communication, public relations, sociology or similar qualification.
Professional experience
- Have at least 5 years of professional experience in a similar position;
- Experience in GIZ and in development organizations is desirable.
Other knowledge/skills
- Have excellent writing, design and graphic skills;
- Knowledge in the rural/agricultural sector is an asset;
- Have excellent management and organizational skills;
- Have excellent communication skills;
- Have a very good practical knowledge of the use of information and communication technologies;
- Willingness to develop innovative products for different target groups;
- Have a constructive attitude in the event of difficulties or conflicts;
- Respond positively to criticism and differing points of view;
- High level of personal initiative;
- Ability to work under high pressure;
- Great flexibility and adaptability;
- Meticulousness and precision;
- Have a sense of aesthetics;
- Interest in rural contexts and issues;
- Have very good knowledge of French and English, both written and spoken;
- Knowledge of German is an advantage.
