Job Description

Background:

Since 2016, the IRC has provided support to Mora and Meme/Igawa communities in Mayo Sava Division in collaboration with the government (namely MINPROFF, CPFF, health district, among other actors), and has extended to the localities of Mora and Igawa/Mémé in 2021. The IRC’s support focused on meeting the needs of GBV survivors and on initiating actions to prevent violence against women and girls. In particular, the IRC works closely with men and women through community educational activities and monthly meetings with community leaders.

 

 

To strengthen its prevention actions, IRC will implement a new EMAP[1] project in 2023, more specifically in the localities of Mora, Igawa-Mémé, Kourgui, Makoulahe.

Given the context of conflict in which women and girls live and which exposes them to greater risk of gender-based violence, the EMAP approach offers an innovative model to engage men in thinking constructively about the gendered impact of conflict. and how they were socialized. This is an essential step in helping to create a world where women and girls are valued, equal and free from violence. Changing the world for women and girls requires the leadership of women and girls and the full engagement of men and boys as allies. The IRC has been a pioneer in this field,

Specifically, IRC has been implementing the EMAP approach in Mayo Sava since 2020. With the current project, IRC intends to collect and analyze cohort data from previous years (2020 and 2021) to develop strategies for adapt and better respond to the needs of community members.

 

The IRC would like to recruit a consultant to conduct this study and propose an adaptation/contextualization document for the approach

Objectives:

General objective:

To carry out a study on previous EMAP cohorts in order to measure changes in men’s behavior through practices accountable to women and girls, in order to develop a contextualized implementation manual in the Far North of Cameroon.

Specific objectives :

Specifically, the consultant will be responsible for:

1- Measuring lasting change in men’s behaviors, attitudes and beliefs regarding harmful social norms that can contribute to violence against women and girls and the promotion of positive masculinity at the community level.

2- Propose points of contextualization and adaptation of the approach in a document, on the basis of the adaptations made in the current curriculum and the results of the study on the former EMAP cohorts in the area.

Expected results of the activity

1- Lessons learned and promising good practices in the field of combating violence against women are identified.

2- The successes of previous EMAP programs are known and make it possible to propose models to follow for the men of these communities.

3- The points of resistance to change are identified and recommendations are proposed for the development of the current curriculum.

4- The contextualizations and adaptations of the EMAP curriculum are documented and capitalized in order to facilitate the implementation of the EMAP approach, especially in the Far North of Cameroon.

Methodology

IRC Cameroon aims to obtain a detailed understanding of the change in behavior of men who took part in previous EMAP cohorts in the intervention areas, particularly in existing Mora and Igawa/Mémé, within host communities and displaced persons. .

The assessor must provide an answer to each of these questions in the final assessment report.

The research questions will be the following:

– What are the long-term effects of EMAP?

– How do respondents understand the principle of accountability to women and girls, and what does good gender relations look like?

– What have been the greatest successes in establishing and monitoring quality EMAP programming?

– What were the biggest challenges in setting up and monitoring quality EMAP programming?

The sources of information will be as follows:

– Pre-survey (demographic data + eligibility)

– Focus Group Discussions (FGD) and Key Informant Interviews (KII) with:

o EMAP participants

o Spouses of male EMAP participants

o Community leaders

o Neighbors

o EMAP facilitators

– Participant satisfaction survey

IRC will provide providing the consultant with a toolbox that he/she will be responsible for adapting to the specific context of the EMAP program in Mayo Sava and to the needs of the study, in collaboration with the EMAP IRC team and Sr. MEAL Officer.

To be able to obtain the necessary information for the study, the consultant will carry out the following:

Phase 1: Documentary review

Background reading to acquire an understanding of the context of the Cameroon program, the humanitarian situations in which IRC intervenes, as well as the norms, roles, relations, and gender stereotypes in the different contexts of intervention of IRC.
Reading EMAP resources for better understanding
Examining existing data from the IRC program through the EMAP project.
Review of existing research and gender information on IDPs and host community populations who have benefited from EMAP sessions.
Phase 2: Framing with the project team

· Organization of a scoping meeting with the team in charge of the project (technical coordinator, Project Manager Snr Officer EMAP, EMAP Assistant, M&E Assistant) in order to present the inventory made on the basis of the documentary review.

· Validation of the proposed collection tools.

· Validation of the schedule of visits and key players to meet.

Phase 3: Data collection

Key informants with IRC/EMAP beneficiaries and/or community members, and local decision makers including duty bearers such as health workers or protection staff, and local authorities on field :
Key informants with IRC program staff in all program areas and at all levels (facilitators, assistants, managers, coordinators, sector technical groups) of the project.
FGDs and key informant interviews with IRC/EMAP beneficiaries and/or community members and local decision-makers and local authorities in locations identified by the IRC team in Mayo-Sava (Mora and Igawa/Meme).
Phase 4: Workshop for comparative analysis on the change in men’s behavior through accountable practices

This workshop will be held in Maroua and will also make it possible to collect the contextualizations and adaptations made in the implementation of the current curriculum.

Phase 5: Workshop to present the main conclusions of the gender analysis through the accountable practices of men in Yaoundé and remotely

This workshop should be led by the consultant. It should be participatory and comparative in order to initiate debate with IRC’s strategic staff and to make substantive decisions regarding the recommendations and priorities identified.

Phase 6: Sensitization of implementing staff

Staff awareness workshop on the contextualization and adaptation document, in particular managers and senior officers of the EMAP program on i) the key concepts of gender analysis, transformational change and learning for the staff who will be involved in the EMAP, ii) the main conclusions of the analysis and the recommendations, iii) (and this is the most important point), the operational transcription of the recommendations: what the staff will have to adapt, modify, look at a new angle to promote gender equality in current and future interventions.

Deliverables:

The consultant will be responsible for the following deliverables:

1. Inception report covering consultant’s understanding of assignment, detailed work plan, tools, final report structure prior to field work.

2. Training workshop report and modules for gender equality data collectors and data collection tools 3. Clean

database on clean Excel with all raw data and translated data

4. Report and modules of the day’s analysis and recommendation workshop with the following people: Program coordinators and managers, Technical advisors, Field coordinator / manager, Senior field staff, Data collectors, M&E Staff, Grants Staff, DDP

5. Draft report for review in French and summary in English.

6. Final report including summary, results and interpretation of results, conclusions, recommendations and illustrative photos.

7. Final report in PowerPoint format.

8. Contextualized implementation document of the EMAP approach for the Far North

Role of the IRC:

The IRC will have the following responsibilities:

Provide detailed guidance during a start-up meeting in dialogue with the consultant .e
Provide the complete toolkit and technical guidance on its use
Provide an overview of the programs and activities implemented by the IRC in Cameroon in general.
Organize and attend the analysis and design workshop
Identification of IRC people and investigators who will be involved in this analysis
Provide timely document review on interim and final reports.
Information and Data Management

All data and information received during this assignment will be treated confidentially and will only be used for assignment activities. All intellectual property rights arising from the performance of this assignment are assigned to IRC. The contents of the written materials obtained and used herein may not be disclosed to third parties without the prior express written permission of IRC.

Calendar :

A detailed work plan will be developed in consultation with the consultant. Phases 1-6 are expected to be completed by September 30, 2023, including the finalized report.

Profile

PROFESSIONAL SKILLS REQUIRED:

· Relevant undergraduate degree in social sciences, human rights, anthropology, gender studies or development. Other types of degree may be accepted if they match with substantial experience in gender research and analysis.

· 5 years of relevant experience in qualitative research and gender sensitive and ethical qualitative analysis (essential).

· Demonstrated experience in conducting in-depth gender and human rights training.

· Proven experience in humanitarian projects, preferably in West Africa.

· Fluency in French, written and spoken, and good knowledge of English.

· Considerable experience conducting focus groups and key informant interviews on sensitive topics specifically related to gender roles, norms, relations and stereotypes with diverse populations.

Experience with qualitative data analysis and coding (using Dedoose, ATLAS.ti or other software)

· Excellent writing skills and ability to articulate the link between program findings, analysis and recommendations.

· Strong communication and presentation skills.

· Flexible attitude towards receiving feedback.
