The World Wide Fund for Nature (WWF) Cameroon is recruiting a Consultant for the
development and implementation of a capacity building plan for a
cooperative of palm oil producers in the district of Ngwei

capacity building plan for a palm oil producer cooperative in

1. Introduction
1.1. Context
Thanks to its location, Cameroon has many biophysical assets favorable to
agriculture, which makes it the breadbasket of Central Africa. The forests, which cover a

Agriculture is the mainstay of the Cameroonian economy. It is based both on so-called food crops
and on cash crops, including oil palm, which

 

 

is also one of the priority sectors according to the SDSR 2020-2030. The country currently produces
450,000 tons of palm oil and ranks 3rd in Africa and 12th in the world.
On the basis of the objectives defined in the said strategy, Cameroon aims to increase its
production to 800,000 tonnes in 2030 and thus be able to cope with the palm oil deficit.
which affects its trade balance every year. To achieve this ambition, the
government is betting on both agro-industries and non-industrial operators.
The government’s strategy places special emphasis on the last category of actors because
of the potential of the palm oil sector to create jobs and fight against poverty
, as well as the forest areas they occupy. The ambition to increase
production mentioned above will certainly lead to an increase in the number of small
producers and/or an extension of the areas exploited, and thereby induce an
amplification of the environmental and social problems that their activities carry with them:
deforestation, degradation, child labour, gender inequality, pollution of rivers
etc. These problems are likely to compromise the achievement of the
government’s socio-economic objectives as well as its international commitments in terms of climate,
biodiversity, child protection, etc. (Paris Agreement, CBD,
ILO Conventions 138 and 182 etc.).
The above-mentioned situation applies to all the palm oil production areas
in general and to the department of Sanaga-Maritime, the first palm oil production basin
in particular. This department extends over 9,311 km² of the domain of humid forests with
monomodal rainfall whose average annual rainfall is between 2,500 and
4000mm. In this basin, palm oil is the main source of income for the
population, both for small producers and for those involved in the
industrial activities of this sector. Indeed, there are 05 industrial plantations equipped
with modern oil mills that employ 10,303 people. To reverse this situation, on March 02,
2023 in the Commune of Ngwei, Department of Sanaga Maritime, Littoral Region, WWF
launched the project “Strengthening the capacities of small producers and supporting sustainability
in the palm oil in Cameroon”.
1.2. Problem
The analysis of the constraints in the palm oil sector shows difficulties of order
technical, economic, institutional, regulatory, social and environmental.
Among the technical and economic constraints: difficulties of access to factors of
production (land, capital and labour), lack of mastery of technical itineraries, difficulties
of access to markets and market infrastructures, difficulties of access to equipment and
production infrastructure. For the small producers, it is noted difficulties
of organization of the actors. Producers organized in cooperatives could pool
efforts, energies and resources in order to minimize transaction costs, increase
bargaining power and income. Mutualization would also make it possible to constitute
minimum stocks to mobilize buyers and also to provide guarantees that
would allow access to credits and other financial services.
WWF wants to facilitate the creation of palm oil value chain cooperatives
and empower these organizations to act as businessmen and women in
the sustainable palm oil supply chain. This involves strengthening the
technical, organizational and managerial capacities of members of these cooperatives. WWF
also wishes to strengthen relations between small producers organized in
cooperatives and agro-industries. The relationship between the cooperative and agro-industries
would enable factories to operate at full capacity and increase their margins, and
small producers to add value to their products by benefiting from
multifaceted support, advantageous purchase prices for fresh bunches and the performance of
modern agro- oil mills. industries.
2. Objectives of the service
2.1. Overall objective
The overall objective of this service is to strengthen the technical,
organizational and managerial capacities of members of these cooperatives in order to achieve the objectives
of the project.
2.2. Specific objectives
Specifically it is a question of:
– On the basis of the diagnosis of the cooperative already carried out, to draw up a plan of
capacity building of the cooperative;
– Develop training modules in accordance with the
proposed capacity building plan and capacity building indicators;
– Implement the capacity building plan;
– Develop a plan for monitoring and evaluating the capacities of the cooperative.
3. Expected results
– The capacity building plan is drawn up: it should include the
general skills to be developed, the knowledge required, the
technical or methodological tools, the possible pedagogical activities to be implemented
, the time required for learning, the educational support material, the
means of verifying the effective acquisition of the capacity.
– The interactive training modules are developed: They will take into account
the priority skills to be developed taking into account the diagnosis carried out and the
objectives of the project.
– Interactive training is implemented: The training should be implemented
interactively not only with discussion sessions but with
appropriate tools that facilitate ownership by the farmers.
– The monitoring and evaluation plan: the service provider will first formulate the
organizational strengthening indicators in order to ensure that the various elements related to the
diagnosis are well addressed and that the people diagnosed have a good understanding.

4. Methodological approach
After the publication of the offer, the candidates will submit a technical and
financial proposal. Applicants will be assessed on the basis of their proposals. The selected candidate
will hold a methodological framing meeting to clarify the objectives and the
course of the service. Subsequently, he will submit a start-up report and the
detailed methodology for carrying out the service. Finally, he will submit the other deliverables
gradually to the performance of the service. In its technical proposal, the service provider
will propose the maximum time necessary (in HJ) for the achievement of each objective of the
service. In his financial proposal he will submit a payment plan for the performance
of the service. But he will be paid on the basis of the days actually consumed. A timesheet will be submitted for this purpose in advance and appended to each stage of implementation.

6. Bid Evaluation Criteria
Responsive proposals will be evaluated on the basis of full and open competition,
strictly adhering to the combined score method. The technical proposal counts for
100 points is weighted at 40%, and combined with the price offer which also counts for
100 points and is weighted at 30%. Finally, the interview will count for 100 points and will be weighted
at 30%.

The technical proposal includes: The composition and the profile of the team members (40
points), the methodological approach (40 points) and the timetable for carrying out the service
(20 points). The financial proposal includes the time required (in HJ) corresponding
to the maximum times for the achievement of each objective of the service

7. Budget
Based on the service performance plan, each service provider will propose the
maximum amount corresponding to the maximum time (in HJ) that will be necessary for the realization of
the service. This budget will only be paid on the basis of the days actually consumed
for the performance of the service.
8. Profile of the service provider:
– Natural or legal person / team of consultants with sufficient skills
to carry out the service
– At least 10 years of experience in the diagnosis of farmers’ organizations
– At least 10 years of experience in the support for farmers’ organizations
or groups of producers
– At least 10 years of experience in the organization of interactive training with
farmers
– Good knowledge of the OHADA uniform act relating to the law of cooperative societies
– Proven experience in the development of interactive training modules
– Experience in the palm oil sector6
– Experience in the project implementation area
– Good knowledge of the RSPO criteria principles and their interpretation at the
national level
– Good communication skills
– Good command of French and/or local language at NGWEI, Sanaga Maritime
– Fluency in English would be an asset.
