l. Context and justification
AZIMA is a project funded by AIDS and Rights for Southern Africa (ARASA) and whose main objective is to fill the gaps in the Global Fund project and to strengthen the knowledge and involvement of the most vulnerable and affected populations. by HIV/AIDS, tuberculosis and malaria in the Global Fund financing processes. For the implementation of the activities of the said project, Affirmation Action (ACT) under recipient of the Global Fund for the targets MSM (Men who have sex with other Men), TG (Transgender), UD (Drug Users) and IDU (Injecting drug users) was selected.

In a results-based management approach, the AZIMA project provides in its specifications an evaluation of the various activities that were carried out throughout the year. Through this evaluation, ACT intends to measure the impact of the various activities carried out within the framework of the AZIMA project with regard to the beneficiaries of the project.
To this end, Affirmative Action following the recruitment process in accordance with its procedures manual, intends to recruit a consultant for the evaluation of the effectiveness of the implementation of activities and the level of achievement of the objectives that have been set. The objective is to have an overall view of the achievements. weak points and possible improvements.

He. Objective
The objective of this call is to recruit a consultant with a view to measuring both the level of achievement of the project activities and the impact of said activities over the three (03) years of the AZIMA project
.
Specifically, the consultant’s mission will be to collect sufficient and relevant information to enable him or her to carry out an evaluation
 

    Ill. Profile of the consultant
Given the nature of the mission, the consultant should meet the following profile
Hold a higher education diploma, minimum BAC+3 in project evaluation, social sciences. sociology of development, planning of development programs or any other equivalent or relevant diploma
Have relevant experience of at least two (02) years in evaluation and/or project management;
Have excellent analysis, synthesis and report writing skills;
Have experience in conducting investigations; Master French and/or English.
