SUMMARY OF POSITION FUNCTIONS
Since the adoption of the global SDG Agenda and the SDG4-Education-2030 Agenda in 2015 by the international community, Cameroon has engaged in a major initiative to revise its education and social sector strategy. training (SSEF) to align it with the targets of SDG4 and the African Union Continental Education Strategy (CESA 16-25). Achieving this objective, the implementation and monitoring-evaluation of said strategy rely heavily on the existence of an appropriate information system equipped with the capacities required to provide all decision-makers, partners and stakeholders in the education system reliable data in order to effectively support decision-making.
To meet such a challenge, the Government, through the 2013-2020 sectoral strategy, is committed to the establishment of an integrated, decentralized Sectoral EMIS, linked to ICT and the National Statistical System (NSS) by bringing together a holistic national platform providing statistics for all education and training sub-sectors. This initiative, which benefits from the support of all its technical and financial partners, aims overall to improve the process of production, dissemination and use of statistics for better management of the education system.
The first phase of this important initiative started in April 2018 with funding from the Global Partnership for Education (SME/GPE) through the PAEQUE/World Bank Project. It mainly focused on the implementation of the ISU STATEDUC IT platform for the management of school databases and the automated production of statistical directories within the various ministries (MINEDUB, MINESEC, MINEFOP, MINESUP and MINJEC) in charge of the education and training sector. It also made it possible to strengthen the capacities of national executives on the EMIS, the STATEDUC application and the school map.
Continuing its efforts, and with the implementation of the National Development Strategy (SND30), in April 2020, the Government of Cameroon in collaboration with its Technical and Financial Partners in the Education Sector, adopted and validated its Strategic Plan National Development and Sustainability of the EMIS and the School Map for the period 2021-2030, as well as its budgeted action plan for the period 2021-2025. The process which resulted in the development of this important planning tool was carried out under the leadership of UNESCO with the financial support of the World Bank through the Support Program for Education Reform in Cameroon. (PAREC).
The implementation of this Plan benefits from financial support from the World Bank through Pillar 6 of PAREC relating to support for EMIS and the School Map. In the operationalization of this support, a Budgeted Action Plan (PTAB) was developed jointly between MINEDUB, MINESEC, MINEFOP, MINJEC, MINESUP, MINEPAT, PAREC and INS with technical support from UNESCO . The main objectives of this PTAB are aligned with the achievement of the DLI of PAREC for the 2nd and 3rd years of implementation, aiming among other things: (i) the operationalization of an integrated sectoral platform of the EMIS of the ministries in charge of Education and Training hosted at the INS, subject of DLI-2 of PAREC and; (ii) carrying out preparatory activities for the development of a sectoral directory of the education and training sector, the subject of DLI-3 of PAREC.
Considering the importance of technical support from UNESCO in the establishment and operationalization of a STATEDUC sectoral platform housed at the INS, accessible online and bringing together the statistics of all sub-sectors of education and training, the Cameroonian Government represented by MINEDUB through PAREC requested technical assistance from UNESCO to achieve these results which resulted in the signing of an agreement between the two parts in September 2022.
The activities implemented since the signing of the agreement have made it possible to set up the sectoral EMIS platform bringing together all the data from the ministerial departments in charge of the education and training sector. The platform is hosted online at the INS and operational but in French version only. In order to make this platform accessible and understandable to all users (French-speaking and English-speaking) and to comply with the fundamental law on Bilingualism in Cameroon, it is essential that the platform thus developed is bilingual (French and English). These TORs are in line with this and will make the platform bilingual.
For effective support, the UNESCO Regional Office for Central Africa is recruiting a consultant to support the government in the development and implementation of a bilingual web portal (French, English) for the platform.
OBJECTIVES:
The main objective of the mission is to make Cameroon’s sectoral EMIS platform visible and accessible to French-speaking and English-speaking Internet users throughout the country and the world.
Specifically, this will involve:
Automatically detecting the language of the browser and displaying the sectoral EMIS platform of Cameroon in the same language
Giving the choice to Internet users who wish to select the language (French or English) of the EMIS platform sectoral of Cameroon;
Translate all titles, labels of forms and reports;
Translate the nomenclatures recorded in the Sectoral EMIS database from French to English;
Train administrators on translation techniques for pages of Cameroon’s sectoral EMIS platform.
EXPECTED RESULTS:
At the end of this mission the following results must be achieved:
Automatic detection of the browser language and display of the Cameroon sectoral EMIS platform in the same language;
The possibility for Internet users to select the French or English language on the Cameroon sectoral EMIS platform;
All pages, reports, titles, labels of forms and reports are available in French and English;
The nomenclatures of the Sectoral EMIS database are translated from French to English
DELIVERABLE
A bilingual web portal (French and English) functional and meeting the objectives of the mission;
Training manuals for web portal administrators.
REPORT
The Consultant will provide the following documents:
A methodological framework note and a timetable for implementing the tasks;
A technical report of the implementation;
An end-of-mission report at the end of the mission;

REQUIRED QUALIFICATIONS
Hold a computer engineering degree or equivalent;
Have at least 5 years of professional experience in the design and supply of web portals with an integrated database;
Have a good command of computer development tools and internet technologies (PHP, MySQL, XHTML, JavaScript, SQL);
Have good knowledge of report design with SQL Server Reporting Services (SSRS);
Proven experience (at least 3 different websites) in website development and excellent command of web language and web development software.
