TERMS OF REFERENCE
For the recruitment of a consultant-trainer responsible for developing a guide for the implementation of community dialogues in order to provide support to
CSOs during community consultations as part of the CG7 process.

Impact Santé Afrique (ISA ) coordinates the Civil Society Organizations (CSOs) Platform for Malaria Elimination (CS4ME).
Since January 2023, CS4ME has been implementing a Technical Assistance project, aimed at supporting the significant commitment of people affected by malaria in 09 African countries: Benin, Cameroon, Congo, Côte d’Ivoire, Madagascar, Niger, Nigeria, DRC, Senegal.
As part of this project, ISA intends to strengthen the capacities of CSOs in the design and implementation of community dialogues, in order to improve the contribution of civil society to community consultations within the framework of the Grant Cycle 7 (GC7) process. ), formerly NFM4. It is with this in mind that we are looking for a Consultant-Trainer.
Goals
The main objective of this service is to design a tool to support CSOs in the development of GC7 Global Fund malaria concept notes. This tool will focus on the implementation of malaria control programs in Africa over the period 2023-2026 and will specify what civil society needs to know.
Specifically, it will be about:
▪ propose a methodology for developing the tool,
▪ propose the themes to be addressed in the tool in the light of current events in the fight approved by the WHO,
▪ take into account the tools already developed by CS4ME,
▪ integrate the NFM3 review carried out by the CS4ME secretariat,
▪ take into account the content of the necessary “Technical Briefs” from the Global Fund and other tools (WHO; RBM; Initiative; CS4ME; …) on malaria,
▪ make key recommendations for community malaria activities/interventions for Global Fund programs in countries,
▪ develop the detailed content of the tool, the design of which will be carried out by ISA,
▪ develop a PowerPoint presentation of the tool,
▪ participate as a trainer in the webinar organized by ISA on the tool.
- Functions and responsibilities of the consultant-trainer
Placed under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Civil Society Engagement Officer, the consultant will carry out the following tasks:
- Participation in working meetings with the ISA team, CS4ME secretariat;
- Development of the training tool for capacity building of CSOs;
- Review and validation of the training tool;
- Online training of CSOs on the newly developed tool;
- Drafting and presentation of the results and the overall report of the training (procedure, inventory, assessment of CSOs, recommendations).
Main expected deliverables :
- A tool for the implementation of community dialogues is developed, reviewed and validated;
- CS4ME member CSOs are trained in the implementation of community dialogues;
- An end of mission report is drafted and submitted to the NGO ISA.
- Period of the expert mission
This consultation mission will take place from Monday January 30 to Wednesday February 08, 2023.
2. Candidate profile
The desired expertise will relate to the recruitment of a consultant-trainer whose qualifications and skills are presented as follows:
o Diploma in one or more of the following fields: Master’s degree in Project Management, Public Health/Community Health, Social Sciences, Development Sciences or equivalent specialization;
o Extensive experience in monitoring and evaluation of community interventions, advocacy, community engagement and capacity building;
o Experience in facilitating workshops and coordinating multi-sectoral partners in the field of health, leadership qualities and skills in facilitating consensus;
o Good writing, analysis and synthesis skills; o Familiarity with remotemeeting and conferencing applications
3. Application file
– A dated and signed CV, including 3 professional references;
– A technical sheet presenting the methodology used and the chronogram of the activities (2 pages maximum);
– A financial offer (1 page maximum).
4. Evaluation of offers
The evaluation of the offers received will be based in particular on the following criteria:
(i) The candidate’s experience in carrying out assignments similar to those specified in these terms of reference;
(ii) Understanding the expectations of the mission and the proposed intervention methodology;
(iii) The proposed financial offer.
