RECRUITMENT OF CONSULTANTS FOR THE MAPPING OF CMPJs (Multifunctional Youth Promotion Center), USRA (ADOLESCENT REPRODUCTION HEALTH UNITS), CPFF, COMMUNITY STRUCTURES FOR YOUTH SUPERVISION IN THE PROJECT INTERVENTION AREAS PETVISIDAME

Purpose of consultancy:

The 8th program of UNFPA Cameroon devotes specific products to strengthening national capacities to increase knowledge and skills, leadership and participation of adolescents and young people in reproductive health adapted to their age, voluntary family planning, family life education, prevention of HIV and gender-based violence, and their resilience to social, economic and environmental shocks.

 




 

In Cameroon, the HIV epidemic remains very widespread despite a national prevalence which fell by 1.6 points between 2011 and 2018, going from 4.3% in 2011 to 2.7% in 2018 among 15-49 year olds. The prevalence of HIV among young females aged 15-24 is 5.1% compared to 3% among young males in the same age group. HIV seroprevalence among adolescents and young people (10-19 years old) is 1.2% and 2.2% among 20-24 year olds. Only 63.8% of adolescent girls aged 15-19 use condoms to protect themselves against HIV infection; The main mode of transmission of HIV is sexual. Around 90% of new infections in Cameroon are due to sexual relations. Multiple partnerships and non-use of condoms during casual sex increase the risks of HIV transmission. This worrying picture is completed by harmful cultural practices, drug addiction, gender-based violence, etc.

 

 

The National Strategic Plan to combat HIV, AIDS and STIs 2018-2022 aimed to: reduce new infections among adults, adolescents and children; elimination of mother-to-child transmission of HIV; reducing HIV-related mortality; support for improving the quality of life of people infected and affected by HIV; respect for human rights; the fight against all forms of discrimination as well as the effectiveness of governance through an efficient response. The National strategic plan to combat HIV, AIDS and STIs 2021-2023 was anticipated to take into account the orientations of the “global strategy to combat AIDS 2021-2026, end inequalities, end AIDS », as well as the new priorities of the new financing from the Global Fund. Thanks to this strategic vision, Cameroon aims to participate in the global effort to effectively contribute to ending the HIV epidemic by 2030.

For this, one of the major challenges is the provision of quality HIV prevention and care services to the entire population and more particularly to adolescents and young people, in order to accelerate the reduction of their morbidity and mortality. . Indeed, difficulties in accessing information, screening, advice and care constitute an obstacle to the exercise of adolescents’ rights in matters of sexual and reproductive health. Having such services requires the availability of health infrastructure, biomedical equipment, but also qualified health personnel to offer services adapted to the needs of adolescents. The WHO guidelines suggest ways for health services to improve the quality of care and social support offered to adolescents and also emphasize the wisdom of involving adolescents in the creation of services for them.

 

 

As part of the project to support the elimination of mother-to-child transmission of HIV and treatment of HIV/AIDS implemented in six regions of project intervention (the Far North, the North, the East, West, South and Adamawa), thanks to funding from the Islamic Development Bank, UNFPA complements UNICEF for the implementation of the three components of the project and specifically that relating developing innovative community models of PMTCT delivery for demand creation and retention of patients on ARVs.

UNFPA’s support will focus on strengthening the provision of comprehensive sexual and reproductive health services to women and adolescents living with HIV, with emphasis on the integration of family planning. The establishment of RH services and their coordination in the municipal space will make it possible to amplify their effects. In this perspective, it is envisaged to strengthen the capacities of Multifunctional Youth Promotion Centers, Adolescent Reproduction Health Units, management structures, including those in schools (secondary) and universities and structures community support for the health of adolescents and young people.

The goal here is to network these structures with the aim of promoting demand generation and improving access for adolescents, particularly young girls, to SRH/HIV-PMTCT and GBV services.

To do this, it is necessary to have a map of existing and functional structures in the municipalities covered by the project with a view to facilitating this process.

 Tasks

(Description of services, activities or results)

General objective

The general objective is to draw up a map of CMPJ, USRA, CPFF and community structures offering health services to adolescents.

Specifically, the work aims to:

Identify CMPJs, Reproductive Health Units and other structures providing services to adolescents in the project intervention areas;
Evaluate the functionality of these structures;
Assess the needs of these structures in terms of equipment and human resources for the provision of SRH/HIV-PMTCT and GBV services;
Identify the gaps and propose a plan to strengthen the capacities of these structures;
Identify CSOs, OBCs and other community structures working in the promotion and provision of SRH/HIV-PMTCT and GBV services to adolescents.
At the end of this consultation, the consultants will have to produce the following deliverables:

An inception and mapping design report;
A gap report from adolescent reproductive health units, CMPJ, CPFF based on reference standards;
A plan for strengthening the structures identified and listed according to the standard and category;
An action plan to support CMPJs and SRA Units to ensure a range of services adapted to the needs of adolescents;
A preliminary and final mapping report taking into account contributions from key stakeholders.
Consultancy terms:

The work will be carried out over a period of 30 working days.

Place of execution of tasks:

The consultants will be based in Yaoundé, and will have to travel to 06 Regions (Adamaoua, East, Far North, North, West, South) and the 55 implementation communes. implementation of the project if applicable.

Supervision arrangements:

The consultants will be under the direct supervision of the Reproductive Health Specialist, the Adolescents and Youth Analyst and under the general supervision of the Deputy UNFPA Travel

Representative :

The Consultant’s travel plan will be validated in agreement with supervisors and support from UNFPA for the logistical preparation of travel.

Profile sought:

Have a BAC + 5 in public health, social sciences, health systems management,
Have proven and in-depth experience in the planning and management of health programs and health services, specifically those intended for adolescents;
Have professional experience of at least five (05) years in the field of reproductive health, sexual and reproductive health of adolescents, in planning and monitoring/evaluation in RMNCAH;
Have a good knowledge of the national health context and the health system of Cameroon;
Have a good knowledge of adolescent sexual and reproductive health priorities including HIV guidelines;
Fluent in French and English;
Knowledge of the UN environment would be an asset

Workspace for Consultants:

Consultants will work remotely and face-to-face at the UNFPA Cameroon office upon request from supervisors.
