A Deputy Coordinator for Human Resources

Place of employment: Yaoundé with travel in the field
Type of contract: CDD 6 months
I. Presentation of the organization
Solidarités International (SI) is a French NGO created in 1980 and present today in 22 countries, with a strong expertise in the fields of WASH (Water, Hygiene and Sanitation), SAME (Food Security and Livelihoods) and Shelter/SAME (Essential Household Items).

 

 

The mission of Solidarités International (SI) in Chad and Cameroon — merged in June 2020 for the sake of relevance and complementarity of the interventions carried out — today includes interventions in the Far North of Cameroon (where it has been present for 2017) as well as in Lac, eastern and southern Chad where SI has been working since 2008. Drawing on its knowledge of the context, SI carries out food assistance projects -especially through cash transfers-, economic recovery and access to water. It integrates into all its activities a strong dimension of empowerment and strengthening of civil society organizations.

 

 

 

II. Responsibilities and job description
The Deputy Coordinator for HR supports the Administrative Coordinator in the definition and implementation of national Human Resources policy.
He/she is one of the guarantors of the correct application of the Human Resources policy of Solidarités International on the mission.
He/she provides legal and administrative support to the Directors regarding any question related to Human Resources.
He/she actively participates in the implementation of national staff training and development plans
Implementation of the national Human Resources policy in Chad and Cameroon Participate in the development of the national HR policy
Participate in the definition and monitor the application of the HR and social protection policy on the mission Assess the risks linked to changes in social policy Be a source of
proposals for the improvement of the working conditions of employees
Guarantee the adequacy and coherence between the job profiles of the mission and the reference job profiles of Solidarités International
Guarantee the application of the job grid of Solidarités International on the mission and ensure that the recruitment process is respected
Participate in the overhaul of the salary grid if necessary (benchmark, monitoring of the household basket, etc.) Continuously ensure the consistency of the Solidarités International HR policy and national laws Ensure
compliance HR procedures at mission level
Stay informed of all texts and all developments related to labor law, employment in general, staff training
Administrative management of national human resources
Ensure that the declarations and payments of taxes and contributions are made to the organizations concerned
Supervise the updating of personnel follow-up files ensure compliance with deadlines (EAP, endorsement, etc.)
Check monthly salaries and payroll OD (Balzac XX)
Check that the databases update personnel-related information in the Homère software Take the necessary steps with the authorities if necessary (staff declarations, filing of documents … )
Team management
Participate in the training of administrative teams on HR aspects
Ensure the minimum replacement of members of the administrative department in the event of absence (holidays, illness, etc.)
Supervise the holding of annual evaluation interviews
Participate in setting up an annual training plan, supervising its implementation, and measuring its impact
Participate in the implementation of staff promotion
Participate in the implementation of career plans and management of staff mobility
Identify schools and training courses in the country
Improve recruitment procedures
Participate in the recruitment of national executives
Ensure relations with staff representatives, particularly in attending their meetings.
Administrative management of the mission
Supervise the physical and computer archiving, as well as the securing of HR administrative documents at the coordination level
Control the updating of individual personnel files
Consolidate and update the organization chart of the mission
Carry out an assessment monthly statistics via Homer for headquarters
Ensure that the physical archives of the bases are sent to the coordination
Send the HR administrative archives quarterly to headquarters after validation of the internal control
Reporting / Communication
Assist the Administrative Coordinator when creating proposals for operations
(national HR sections) and during the preparation of financial reports (HR annexes)
Assist the Administrative Coordinator in negotiations as well as communication in general with the Staff Representatives
Establish and maintain relations with the authorities administrative at national level
III. Required profile
KEY SKILLS
• Level Bac + 3 minimum, diploma in HR, administration or other relevant field
• Desired professional experience: 1 year minimum in a similar position mandatory and RI–I/Admin experience in the base, desired
• Mandatory experience in the humanitarian sector within an international organization;
• Good writing skills and capacity for synthesis;
• Good command of basic software (Word, Excel, Outlook, Power point etc.) mandatory
• Knowledge of HOMERE software for HR management strongly desired.
• Knowledge of Chad and the Far North of Cameroon is an asset
