Chemonics is seeking a Director of Finance and Operations (DFO) for the USAID President’s Malaria Initiative (PMI) planned activity in Cameroon. This activity aims to advance the goals of the PMI and the National Malaria Control Program of Cameroon, which are to reduce deaths, reduce illnesses and reduce transmission to accelerate the elimination of malaria in Cameroon. The DFO will be responsible for all financial, administrative and operational functions necessary for the implementation of project activities in Cameroon. In addition, he will be responsible for assisting the Chief of Party in developing and implementing management systems and overseeing project operations and personnel.
Responsibilities include:
• Supporting the achievement of overall project objectives as required to ensure project performance
• Managing program accounting and financial reporting at country level, including drafting of all budgets. Manage bank accounts, including bank reconciliations. Provide financial analysis to project management and USAID. Prepare and submit monthly accounting reports to HQ and respond to queries from HQ Accounting Unit and Project Management Unit.
• Manage operational and financial staff
• Assist the Office Manager as required with recruitment, hiring, development of project policies and benefits, as well as management of leave, performance reviews and terminations.
• Ensure compliance with organizational policies and client regulations (e.g., Field Office Accounting and Compliance Guide, Field Office Procurement Manual, Personnel Policy Manual, FAR, AIDAR, etc.) and Make recommendations on process strengthening
• Assist Chemonics HQ teams with data requests and new requirements. Identify operational weaknesses of the project and seek help if needed
• Manage project office purchases and ensure compliance
• Act as Acting Party Manager for all operational tasks during the Party Manager’s absence
• Oversee the issuance of payment checks for processed transactions, registration of payments and distribution and/or dispatch of checks to the appropriate vendor
• Oversee accountant’s entry of expenses into ABACUS (Chemonics accounting system) and provide supporting documentation for entered expenses
• Collect and review reports of employee expenses to verify accuracy
• Oversee the establishment and maintenance of transparent and audit-proof record-keeping systems in accordance with Chemonics policies
• Analyze and streamline processes in the project office, provide training and capacity building to staff of the project on an ongoing basis in terms of administration and implementation of the project
• Serve as the project office coordination center for all security matters, including ownership and updates to the Field Security Manual, liaise with the Security Management Unit, ensure that that security protocols are followed, reviewed and implemented in the project office. and practical exercises to ensure staff are familiar with evacuation procedures and other emergency procedures
• Other tasks assigned by the Chief of Party

Qualifications:
• BAC+3 in finance, project management, in economic development, health or a related discipline required; desired graduate degree
• At least five years of professional experience, with experience in managing large-scale, complex contracts preferred
• Proven experience in managing international teams and supervising administrative, financial and/or operational staff
• In-depth understanding of donor requirements and how to apply them to contract and project management, emphasizing USAID experience
• Demonstrated skills in financial management and operational procedures and policies, procurement, subcontracting and Contracting, Customer Relations, Compliance and Human Resources
• Demonstrates resourcefulness in problem solving and initiative in learning new skills
• Knowledge of Chemonics systems and processes desirable
• Fluent in English and French required
Assignment Location:
This is a long-term position for the duration of the contract based in Yaoundé, Cameroon with local and international travel intermittent as needed.
