Overall purpose of the role
The Economic Recovery Program Manager will be responsible for day-to-day management of the Economic Recovery team in Buea, Southwest Region of Cameroon, facilitating the implementation of Economic recovery and shelter/NFIs interventions according to the organization’s and donors’ standards. The Economic Recovery Program Manager will be responsible for ensuring food security, livelihoods (Economic Recovery) and Shelter/NFIs team leadership, project management, quality implementation and coordination with relevant sector groups/clusters in Southwest.
S/He will facilitate the conduction of multi-sectoral needs assessment, lead the identification and registration of vulnerable beneficiaries for different Program component mainly food vouchers, income generation activities including vocational training, entrepreneurship, employment and financial literacy, business development skills training, Village Saving Loan Associations (VSLA), manage the the distribution of shelter/NFIs and resilience building in the areas of operation. The Program Manager will ensure the quality of the planning, implementation and follow up of all technical aspects of economic recovery activities being implemented by DRC teams.
The Program Manager will work with both internal and external stakeholders including DRC other sectoral counterparts to ensure safe, coordinated, and integrated programming approach. This position will consist of 60% of the time traveling to remote and insecure areas to lead and monitor the quality of the project activities. The Program Manager being supported by the Area Manager will implement and monitor the project implementation of USAID/BHA food voucher project, IGA interventions, Multi-Purpose Cash Assistance, VSLA, and Shelter/NFIs component funded by ECHO and SDC in different divisions in Southwest . For these activities and projects, the Program Manager provides a timeline and planning of activities, ensures the quality of this planning, follow-up on the budget and all other technical aspects of the activities and projects. S/He will develop and maintain good relations with the targeted communities, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities. S/he will ensure confidentiality and strict adherence to the DRC Code of Conduct throughout his/her work.
Main responsibilities
Program development and strategy.
Take a leading role in the design of activities and development of Concept Notes and Proposals with the supervision of the AM and the technical guidance of the Head of Program and Economic Recovery Coordinator Undertake regular and ongoing assessment of needs and context evolutions to drive
the DRC ECREC/shelter/NFIs programming and strategy for the Southwest/Northwest regions
Act as DRC’s focal person for all relevant coordination fora in order to further DRC’s programming and advocacy agenda and support clusters’ strategy development for the Southwest/Northwest regions Provide
inputs into the country-wide strategy revision of DRC’s programming on an annual basis
· In cooperation with the Economic Recovery Coordinator, ensure the highest quality of ECREC and shelter/NFIinterventions, strive for continuity and the coherence between all projects, according to the overall Program and ECREC strategies.
Delivery and technical support program.
Lead the implementation of Economic Recovery (and shelter/NFIs) programming in the field ensuring a high level of quality in line with DRC’s quality standards and donor’s standards and regulations.
· Ensure the timely and quality achievements of all planned activities, which includes planning the activities and sharing tasks among the team, implementing, and monitoring the work of the team and the achievement, visiting the activities.
· Closely coordinate with DRC’s other sectoral managers especially protection for all relevant activities to ensure the implementation of DRC’s integrated approach and to make sure Protection is mainstreamed in all project activities.
· Lead on the development and undertaking of MEAL exercises to monitor and evaluation projects and use recommendations to improve programming, in close collaboration with the MEAL team.
· Lead on the monthly update of the project monitoring tool (PMT) to review progress on achievements of indicators and continuously update all project tools (workplan, HR plan, procurement plan etc) · Develop or update Standard Operating Procedures
when needed, with the support of the Economic Recovery Coordinator and Head of Program
· Design training modules and tools relevant to the Economic Recovery (Food Security and Livelihoods) and shelter/NFIs interventions.
· Prepare project procurement plans and raise materials/services requisitions and follow up with the respective support service departments
· Collaborate closely with the safety and access team to develop weekly and monthly workplans and plan for access negotiations accordingly.
Grant implementation and reporting
Draft ECREC-related sections of narrative reports to donors and provide inputs upon request from the Yaounde coordination teams for donor communications.
· Ensure that all needed beneficiary information is accurately collected and reported through established mechanisms.
· Manage the Kobo databases for ECREC activities and work closely with the MEAL team to ensure appropriate data collection and management
· Verify data entered in the internal reporting system including Excel, Word, PowerPoint, or Information Management database.
· Ensure compliance with internal and external reporting requirements including procurement.
Support Services:
Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups and forecasts
Plan and proactively coordinate logistics and movements of staff from and to different operational areas
Initiate procurements and ensure their execution
Ensure distribution plans are prepared and shared with all relevant stakeholders
Ensure accurate financial and stock reconciliations after IGA kits and Shelter/NFIs in-kind distributions
Coordination and representation
Represent DRC at Food Security, Cash Working Group and Shelter/NFI Cluster and other fora as required in Southwest/Northwest Cameroon
Liaise with other NGOs and stakeholders at regional level to assess needs and collaborate on the design of programs
People Management
Lead and manage a team of approximately 15 staff, including coaching, ensuring coordination, recruitment, and capacity development
· Provide on the job training as required and adapt trainings/coaching to specific staff needs
· Provide technical and managerial training for staff as relevant, conduct performance evaluations, and design capacity building plans to support their development
Safety and Security
· Responsible for ensuring the team’s compliance to DRC safety procedures and guidelines as established by DRC Safety team and Area Manager, following the SWNW Access Strategy and all related Country SoPs.
Perform any other relevant tasks as requested by the Line Manager
Experience and technical competencies:
· Diploma degree/University degree (Master) in International Development, Economics, Political Science/ Public Affairs, Business Administration or Management, or another relevant field is required;
Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
· Minimum 2 years of experience in and very good understanding of Economic Recovery, food security Livelihoods sectors, especially market systems and business development support · Experience
in implementing shelter/NFIs project and very good understanding of issues related to shelter/NFIs
· Excellent understanding of cash interventions and proven experience implementing projects through the cash or voucher modality
· Experience in organizing large scale field distributions
· Experience in working closely with a security and access team and implementing projects in volatile and at time insecure environments
· Solid competencies in budget management including following up on expenditure levels and forecasting
Experience in proposal and budget development
Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents etc.);
· Experience leading the development and implementation of monitoring and evaluation systems and conducting M&E exercises such as baseline/endline, PDM, evaluations etc
· Understanding of and experience in engaging the cluster system in humanitarian settings
· Proven management and leadership skills and a competence in people management
· Commitment to learning and implementing organizational policies and procedures
· Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required
Full professional proficiency in English, French language skills is an advantage
