Description

International Rescue Committee (IRC) began operations in Cameroon in 2016 in response to Boko Haram-related violence in the far north of the country. IRC’s assistance to displaced persons and populations affected by the conflict focuses on the departments of Mayo Sava, Mayo Tsanaga, and Logone & Chari in the Far North. In these localities, the IRC offers humanitarian survival services aimed at increasing the capacity for access to water, the improvement of hygiene practices, the capacity of households to meet their basic needs and to ensuring food security for poor families through cash distribution.

 

 



Following the crises and insecurity manifested in the North-West and South-West regions of Cameroon, the IRC expanded its operations in the South-West region in August 2018 and in the North-West in 2019. The he IRC provides lifesaving humanitarian assistance to internally displaced populations, with field bases in Buea and Bamenda.

Job Overview
Under the supervision of the Deputy Director of Programs, the Education and Child Protection Coordinator will be responsible for the vision, strategy, design, monitoring and quality of delivery of the child protection and education program in Cameroon. The Child Protection and Education Coordinator will be based in Maroua with frequent visits to all field sites (in the Far North and South West regions) and the capital Yaoundé.

The Education and Child Protection Coordinator will support the education and child protection program of IRC Cameroon (through ECHO, Sida and PRM), lead the design and development of new projects focused on education and child protection, and will ensure capacity building of national staff and partners engaged in the implementation of education and child protection activities. In line with IRC Cameroon’s emphasis on integrated programming, the Education and Child Protection Coordinator will work closely with national coordinators covering other sectors such as Recovery and Economic Development (ERD), Environmental Health (EH/WASH), Women’s Protection and Empowerment (WPE), and Protection and Rule of Law (PRoL). The Education and Child Protection Coordinator will be supported by Technical Advisors (TAs) based at IRC Headquarters to ensure effective and quality implementation of education components and child protection.
 




Main responsibilities

Technical monitoring and quality of the program
• Provide technical supervision and technical support for IRC Cameroon’s programming activities in education and child protection.
• Lead and lead monthly project work plan review meetings for all education and child protection projects, coordinate closely with the Technical Advisor to implement technical support plans.
• Conduct observation visits and spot checks in safe healing and learning spaces, accelerated learning classes, as well as capacity building sessions with key EDU and CP stakeholders conducted by the IRC team.
• Support child protection program managers to conduct regular audits of child protection cases and organize monthly case review meetings, ensure that program managers and staff protection program have enough time to hold weekly meetings of the child protection program management committee.
• Monitor children’s learning outcomes in non-formal education through pre-tests and post-tests pre-established in the project work plan.
• Participate in weekly technical meetings with the Education CP and TAs to review program technical priorities, including regular meetings.
• Closely monitor project budget implementation plans with program, finance and grants managers on a weekly or bi-weekly basis.
• Oversee, manage and maintain overall accountability for project-related budgets on a monthly basis with weekly monitoring of budget implementation plans, conduct budget vs. actual review meetings with managers and ensure the best use of resources throughout the oversight of budgets.
• Discuss budget review progress with DDP, Grants Coordinator and Technical Advisors when decisions need to be made.
• Ensure that education and child protection programs use standardized protocols such as Healing Classrooms, SHLS guidelines, Child Protection case management minimum standards, Child Safeguarding among other policies and guidelines, as recommended by Ministries of Education, Security, Civil/Social Protection, etc.
• Ensure that all education and child protection activities comply with established national and international best practices, such as the minimum child protection standards, in close collaboration with the technical assistants of the headquarters responsible for education and child protection.
• Ensure continuous follow-up of the predetermined actions with the EDU/CP managers, the M&E manager and those responsible for research and learning activities in the field of education and child protection. Coordinate with TAs on progress and relevant support.
• Track data related to participation and learning outcomes of various project activities and make programmatic decisions based on the data relevant to IRC’s education and child protection programs
• S ensure that requests from key stakeholders are addressed in a timely manner in close coordination with the DDP, Grants Coordinator and EDU/CP TAs,
• Ensure relevant M&E processes and systems are maintained to a high standard through audits, ongoing structured observation of classes and sessions, and data tracking to assess program results. program.
• Coordinate closely with Grants to establish a timeline for the team regarding all internal and external reporting requirements and deadlines.
• Take full responsibility for timely reporting and donor communications, as well as guiding managers and officers on required data and reviewing data shared by teams to maintain a high level of quality.
• Any other task assigned by the supervisor to enable and develop IRC programs.

Strategic Planning
• Provide strategic direction, leadership and overall technical and managerial support to education and child protection programming, ensuring that it is needs-based, context-specific , empowering, coherent, collaborative and operationally feasible.
• Monitor the changing needs of target communities and adjust programmatic priorities as necessary.
• In collaboration with HQ Technical Advisors and the Country Leadership Team, lead the overall development of IRC’s Education and Child Protection program strategies, in line with the IRC’s Strategic Action Plan. in Cameroon and the IRC Results and Evidence Framework;
• Provide technical input to IRC Cameroon’s emergency preparedness plans and protocols for child protection.

Program Development, Communication and Advocacy
• Identify program development opportunities and discuss with DDP, Program Managers, Grants and TAs as appropriate.
• Design and conduct technical assessments that inform the development of education and child protection programs.
• Coordinate and initiate project proposals and develop program proposals (development of logistic frameworks, program design and implementation plans, appropriate, realistic and measurable indicators, budget) for the education and protection program of IRC Cameroon, under the supervision of the Deputy Director of Programs and in consultation and collaboration with the technical and management staff in the field and the education and child protection TAs at headquarters ;
• In collaboration with regional and headquarters teams, identify communication opportunities for internal and external audiences by highlighting humanitarian needs related to education and child protection and by raising awareness of projects and recommendations. research in progress.
• In collaboration with the CD, DDP and relevant coordination mechanisms, identify opportunities for advocacy on issues related to education and child protection.

Coordination and Representation
• In coordination with supervisor, represent IRC to UN, CP/EDU sector working groups, national and international NGOs, Ministries of Education, MINAS and donors to child protection and
• As focal point for education and child protection at country level, actively participate in external coordination and Cluster forums;
• Participate in internal coordination and management meetings to promote effective and efficient information sharing, problem solving and decision making across teams and sectors
• Meet with M&E on a monthly basis to obtain and review client feedback on program activities and conduct field visits to ensure accountability to beneficiaries
• Reflect and take corrective action to ensure activities are gender sensitive and inclusive for education programs and protective
• With the support of the programs team, ensure that accountability to beneficiaries, gender sensitivity and inclusion are adequately considered in education and protection programs. IRC childhood.

Team Management and Development
• Review individual team performance goals set by the Coordinator and support, coach and guide team members to achieve their goals through weekly meetings where they can share their challenges and successes and gain support from the interim coordinator.

• Supervise and mentor staff, including communicating expectations and, in partnership with the line manager, setting performance targets, providing regular and timely feedback on performance, and contributing to annual and semi-annual performance reviews.
• Provide constructive feedback and guidance on appropriate career paths and professional development.
• Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage
• Provide leadership support to ensure staff adherence to IRC’s global HR policies and operational procedures
• Adhere and act in compliance with IRC’s global HR policies and procedures and communicate by word and example a high level of compliance with all applicable policies and regulations.

Job Requirements Work Experience: • A minimum of 3-5 years of professional experience leading and managing education and child protection projects in humanitarian contexts.
 

• Demonstrated experience in the management and/or technical support of education programs, case management and psychosocial support activities for children.

Skills and Competencies Required
• Excellent professional approach, strong construction skills and proven ability to build staff capacity.
• Prior experience and excellent understanding of working in emergency situations or in insecure environments.
• Strong leadership, management, project planning, monitoring and evaluation, interpersonal analysis and communication skills.
• Strong budget management and reporting skills, and ability to oversee multiple grants from various donors.

Academic profile:
• Master’s degree in social sciences, education or a related field.
Language skills:
• Fluency in French and English required

Experience and skills desired:

• Proven problem solving ability and results orientation
• Strong written and oral communication skills, comfortable in a multicultural environment and able to represent and liaise.

• Work experience in West Africa or in Cameroon is an asset.

Work environment:  
The Education and Child Protection Coordinator will be based in Maroua with frequent trips to the field and occasional trips to Yaoundé. Accommodation is shared with other international staff in a guest house with a private bedroom, electricity, internet and cable TV.

Security: Maroua is at security level Red and the IRC has implemented a curfew. The situation is calm, but there is still a risk of terrorist attack and kidnapping.
