ROLE PURPOSE

Faced with the current humanitarian crisis in the Far North region of Cameroon, Plan International is commits to providing adequate humanitarian assistance in education, entrepreneurship, livelihood, youth engagement, child protection, health, sexual and reproductive rights and quality psychosocial support. Its operations are implemented in the key sectors of Education, Protection (child protection and GBV), Nutrition, Health, Wash, Livelihoods, etc. in coordination with other humanitarian organizations and government supervisory structures. Thanks to new funding, obtained from ECHO, Plan International Cameroon, through its Maroua PIIA, will implement, in consortium with NRC, from August 2021 until July 2023, the Project: “Education in emergencies for children in crisis affected in the Far North” funded by ECHO.
Under the supervision of the Emergency Response Director “ERM”, the Project Coordinator is responsible for the planning, coordination and overall operationalization of the implementation of project activities. The incumbent will play the role of project manager and coordinator in accordance with the strategic, programmatic and administrative standards of the donor and Plan International Cameroon. He is also responsible for the supervision of the personnel under his authority and for the quality of the intervention both at the level of the beneficiaries and at the level of the partners.
ROLE DIMENSIONS
The Project Coordinator reports to the Maroua PIIA Emergency Response Director. He/she supervises all project personnel under his/her responsibility and works closely with these personnel to prepare comprehensive project plans, including project resources and schedules. He/she performs various management and coordination tasks, such as: time, activity, budget and risk management, as well as administrative tasks, such as maintaining project documentation and preparing project reports. With the support of the M&E coordinator, he/she will ensure the establishment of a robust monitoring and evaluation system for the project. The incumbent will interface with members of the project team and will support them, as well as the coordination and implementation of the project. He/she will ensure that the project is implemented according to the action plan and the budget in accordance with the timetable.
To be successful in this role, he/she must have excellent skills in project and time management, communication, emergency education and coordination. The position also requires strong project management skills, particularly in terms of facilitation and organization, as well as the ability to analyze, write reports and communicate complex information to all stakeholders. He/She will collaborate with stakeholders and internal teams to deliver timely results and share required information.
RESPONSIBILITIES
Manage, Coordinate, support, plan and implement the project:
Provide guidance and support to the implementing project team, in all phases of the project cycle;
Develop a detailed activity implementation plan with the project team;
Lead/organize regular monitoring visits and, if necessary, reviews and modifications of project action plans;
Ensure the development of all narrative and financial reports (with support from the Grants and Finance Department and technical review by the EIA Specialist) in accordance with donor “ECHO” and Plan International requirements.
Ensure compliance with ECHO requirements (rules, procedures):
Track and manage project budget, including resource procurement and distribution, time management, action plans and records;
Ensure the quality of the intervention in accordance with INEE standards and donor requirements, but also strict compliance with deadlines in the execution of tasks;
Control the budget and ensure an adequate absorption rate with the support of the Emergency Response Manager and the EIA Specialist.
Ensure that Plan International guidelines, INEE Minimum Standards and Accelerated Education Program Curricula are adhered to in project implementation.
Contribute to the development of situation reports for internal and external use. Work with project Protection and Education Officers and stakeholders to identify and define project requirements, scope and objectives;
Coordinate activities, Manage project resources and information in accordance with defined timelines.
Identify project risks and opportunities and implement risk mitigation and prevention measures.
Act as a point of contact and communicate the status of the project to all participants and work with them to ensure their alignment and ownership of the project’s achievements.
Work with the Emergency Response Manager, Education in Emergencies Specialist, Sector Lead Education and PIM at country level to escalate and resolve issues.
Undertake other project support administrative tasks as required by the team and the project, which may include support for training development/delivery, support for forums and key stakeholder meetings/calls.
Ensure that Plan International’s global policies on safeguarding children and young people, gender equality and inclusion are fully integrated into project activities in accordance with the principles and requirements of the policy, including implementation standards and guidelines applicable to their area of responsibility. This is not limited to ensuring that staff and associates know and understand their responsibilities under these policies and the Plan International Code of Conduct, but also their relevance to their area of work, and that concerns are reported and managed in accordance with appropriate procedures;
Ensure that all education in emergencies operations have a clear focus on meeting the basic needs of IDP girls and boys and other vulnerable people in the community;
Support education officers in the development of orientation and training materials for monitors, animators, relays and community structures;
Contribute to the identification of best practices and lessons learned to strengthen implementation and ensure adherence to quality standards in the Education and Child Protection integrated program response.
Monitoring, evaluation, accountability and learning
Support the design and development of appropriate surveillance, monitoring, evaluation and learning systems for project implementation;
Carry out regular monitoring of project activities in the field, especially respect for deadlines;
Contribute to the monitoring of compliance with the child and youth safeguarding policy and provide feedback on the concerns of stakeholders;
Contribute to ensuring timely and rigorous implementation of quality assurance and accountability mechanisms, particularly in project implementation;
Provide support to ensure timely documentation of learning environment protection incidents and timely submission of all weekly, monthly, quarterly and annual reports required in the project.
Ensure the organization of capitalization activities that include all stakeholders;
In collaboration with the M&E Coordinator, ensure adequate data entry of project beneficiaries and quality of implementation.
Information and Coordination
Liaise and provide updates on project information and reports on the basis agreed in the ADF;
Set up a clear system of communication within the project team and ensure that it is functional:
Organize and attend regular meetings with project stakeholders (consortium meeting with NRC, meeting with donor ECHO, consultation framework meeting, and coordination) deemed necessary for the organization;
In coordination with the Director of Emergency Response, represent Plan International Cameroon in coordination meetings, with local external stakeholders (local government, traditional authorities, counterpart agencies and target communities) and non-governmental as required (group of educational work; MINEDUB, etc.);
Contribute to monitoring the security situation in the project areas and share with management as appropriate;
Human Resources Development
Work with the EIA Specialist to support the orientation, development/continuous training and capacity building of project staff, partners and communities (community relays and social workers, focal points, etc.
Coach and supervise the team of the project, including performance evaluation of all project staff under their supervision, regular team meetings, coordination and support to team members;
Support the integration of exploitation prevention activities and sexual abuse;
Hold team building sessions and offer capacity building activities.
Ensure that each member of the project team has the materials, equipment, and tools they need to complete the project.
Accompany the project staff to develop the necessary flexibility to adapt when the contexts change.
Resource Mobilization
Support resource mobilization efforts in proposal writing and related engagement;
In collaboration with the M&E Coordinator, Grant Coordinator and Education in Emergencies Specialist, develop project summaries, lessons learned and best practice documents that could be used for new projects.
In collaboration with the Monitoring and Evaluation Officers, Education in Emergencies Specialist and Emergency Response Manager, lead evaluations and other project documentation, which may eventually feed into proposal development projects.
With the technical support of the EiE Specialist, participate in the development of concept notes for the project implementation areas.
Ability to deal with problems and adapt

UN Agencies, Lead and Co-lead from different sectors, working groups responding to the emergency, in particular those working in the Education in Emergencies working group.
TECHNICAL EXPERTISE,
Master’s degree or equivalent in social sciences, education, management or similar disciplines and at least 05 years of professional experience in the design and implementation of integrated projects and programs for education and child protection; Professional experience in emergency situations (Internally Displaced Population) would be an asset.
Approved experience/qualification in project management and administration.
Experience in management, strategic planning, monitoring/evaluation. Professional experience in emergency situations (Internally Displaced Population) would be an asset.
A perfect mastery of policies, procedures and key rules, management of field teams, central and decentralized administration, community development.
Excellent computer skills in MS Office (Word, Excel, Powerpoint, internet, Outlook), as well as the ability to plan, prioritize and respond flexibly to changing demands are essential.
Ability to multi-task and meet various deadlines in a fast-paced environment.
Experience in coordination and administration
Experience and knowledge of Accelerated Education Program in humanitarian settings;
Energy, commitment and ability to work in a complex and busy team.
Self-motivated, able to take initiative and work independently.
