SUMMARY OF POSITIONS
UNESCO’s Multisectoral Regional Office for Central Africa, based in Yaoundé, in collaboration with the government of the Central African Republic (CAR), is developing a proposal entitled “Building resilience to climate change through a ecologically sustainable system for monitoring droughts and floods in the CAR”. These include improving the dissemination of climate risk information among communities as well as flood and drought management practices. It is also about supporting civil society and government stakeholders through an early warning system, capturing and disseminating lessons learned through project activities, and influencing policy of floods and droughts through advocacy. As part of this approach, the project has the following specific objectives:
Develop a flood and drought forecasting and early warning system that identifies climate-related vulnerabilities and effective adaptation options.
Reduce climate-induced risks by supporting innovative actions to adapt to floods and droughts.
Develop a database and mapping of water and soil quality as a tool for monitoring climate-related vulnerabilities and the effects of measures.
Develop knowledge and information support mechanisms.
Tasks of the mission:
The consultant is responsible for carrying out the following tasks:
Develop a full project proposal to be funded by the Adaptation Fund according to the Adaptation Fund writing requirements. The link to the required documents for the project proposal can be found at this link https://www.adaptation-fund.org/apply-funding/project-funding/project-proposal-materials/.
Develop all annexes required for submission of the proposal to the Adaptation Fund.
Adjust the full project proposal based on country and UNESCO comments and suggestions.

REQUIRED QUALIFICATIONS Education Advanced university degree (Masters or equivalent) in science, engineering or other related fields such as climate extremes and disaster risk management. Work experience A minimum of 10 years of relevant professional experience at the local, national or international level in the field of disaster risk reduction, climate change mitigation, flood and drought management in the perspective of ECCAS.
Experience in developing project proposals in disaster risk reduction and climate change adaptation.
Solid experience working in the area of climate change and disaster risk reduction with multiple partners.
Experience in developing a work plan (experience in ECCAS is desirable).
Languages
Excellent knowledge of English or French (written and spoken) and good knowledge of another UN language is desirable.
Knowledge of a local language will be an asset.
