RECRUITMENT NOTICE: FFA FIELD SUPERVISOR

Main objective
and tasks
Under the supervision of the Project Manager, the FFA Supervisor will have the task of
coordinating the organization and implementation of all activities related to the
implementation of subsistence activities via the “Food for Asset” modality in its assigned
department. He/she will ensure that the training and capacity building needs of field staff
are addressed in a timely manner and ensures that activities meet the quality standards in
the sector.
1. Coordination and external representation
Ensure good acceptance of the various INTERSOS activities and builds
good relationships with all project stakeholders in the intervention areas
under the supervision of the Project manager.
Under the supervision of the Project Manager, is regular and actively
present at technical and general meetings at the local level (in all localities
where the project is being implemented).
Ensures that quality information is collected and shared under the control
of the Project manager.
Under the supervision of the Project Manager and following the
communication chart, ensure effective and timely communication with
WFP staff on field operations.
2. Supervision and monitoring
Contributes to the development of activity work plans and program
updates/reports.
Plans and monitors the implementation of FFA interventions including
cash transfers.
In conjunction with the Project Manager, participates in developing the
operational strategy for all field work, including community mobilization.

 

Coordinates payment procedures for community workers, including
documentation and reporting to ensure accountability to the donor and the
organization.
With the support of the Project Manager, ensures administrative
compliance of activities to authorities at the operational level and organizes
appropriate follow-up of any outstanding or ongoing issues.
With the support of the Project Manager, ensures compliance of activities
with the various departments (finance, security, logistics and MEAL) and
monitors any ongoing processes in this regard.
Ensures the proper use of validated technical tools and, if the context
requires it, proposes their modification or the implementation of new tools.
3. Implementation of Community Asset Activities (FFA)
Proposes distribution planning and related activities and organizes
awareness raising among the various stakeholders in the operation
(committees, authorities and beneficiaries);
Guarantees the availability and compliance with the standards set by WFP
of distribution equipment and reports what is lacking for possible action.
Provides technical support to populations and, if necessary, trains
beneficiaries on the themes of agricultural production, formalization of
farmer groups and other areas developed by the project.
Design technical tools for monitoring construction work, specifications,
tender documents, etc.
Carry out technical studies and sizing of the works to be carried out.
Produces technical plans, quotes, and specifications for all construction
works planned in its coverage area.
Monitors construction work carried out by third parties on behalf of
INTERSOS.
Maintains the status of inventories of materials used for activities.
Certifies the end of the work and produces reports of final handover of the
works.
Provide technical monitoring to beneficiary populations on the themes of
4. Human Resource Management
Monitors, empowers, and evaluates the performance of the entire project team
under his direct supervision.
With the support of the project manager, defines the terms of reference for
community mobilizers, supervises their monitoring by field Monitors.
Clarifies roles, assigns clear tasks/responsibilities and establishes work plans and
roadmaps for each team member under his direct supervision.
Ensures clear delegation of responsibilities and empowers team members under
his supervision.
Relays HR questions raised by the teams to the Project Manager.

 

 




 

5. Data management
In collaboration with the M&E team, facilitate the collection and compilation of
data for the various indicators.
Ensure that the quality of the data collected is correctly treated before submission
to the Project Manager.
Ensure that the archiving system is respected. That it respects internal regulations
and those of donors and that the ranking is regularly maintained.
6. Reporting
Contributes to the establishment of effective program reporting, monitoring and
evaluation systems, for internal and external use, in coordination with other
program staff.
Provides information on all activities as requested by the project manager or M&E
team.
Provides daily and weekly reports from the field, reporting on the progress of
activities, lessons learned and program successes following the WFP format.
Verifies the consistency and quality of the information provided by the teams and
ensures its compilation and validation by the deputy project manager.
Participates in donor reporting and preparation of new proposals.
6. Analysis and strategy
Analyses the weak points and strong points of the project through impact surveys
and monitoring surveys.
Analyses the operational context, identifies financing opportunities and the
various risks for the project and the organization.
Participates in the development of new proposals.
7. Accountability
In collaboration with the accountability focal point, ensures that all accountability
tools are implemented at all stages of the project and ensures their optimal
functioning.
Engages teams and actively reports cases of fraud or abuse, including cases of SEA
noted by teams or partners, in liaison with the PSEA focal point.
By keeping a register, ensures that the opinions and suggestions of beneficiaries on
project activities are taken into account.
Educational and
professional
experience
required
Qualification: Agronomist with engineering degree (Bac+5) in agronomy and/or rural
development or any other related scientific field.
Language and communication
• Mastery of formal written and oral English
• Strong writing skills
• Mastery of Pidgin English, a mastery of local lingua franca would be an asset
Professional experience:

 

 




 

• Minimum of 2 years of experience in a humanitarian context, in an association,
an NGO or an INGO, with at least 2 years of experience working in the field
in a humanitarian crisis context.
• Professional experience consistent with WFP food assistance modalities in a
similar context.
• Team management experience of at least 1 year; any relevant experience at a
similar level of responsibility would be an asset.
• Work experience in a Livelihood project (with component), for agronomist
profiles would be an asset.

competencies
required
IT: : Advanced knowledge of
• Microsoft Office suite (Word, Excel, Outlook),
• Basic humanitarian GIS tools (Open Street Maps, Google Earth, and Google
Custom maps)
• Common web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox)
• Web-based consumer chat and conferencing tools/platforms (Skype, Teams,
Zoom, and WebEx)
• Web 2.0 tools (cloud storage, Webmail and others)
Languages Fluency in both written and oral formal English
Fluency in Pidgin English
