JOB DESCRIPTION
The Finance Coordinator (Budget & Reporting) is responsible for coordinating financial activities in terms of Budget management and Reporting for all of the mission’s financing contracts.
RESPONSIBILITIES
General Responsibilities

Facilitate the Implementation of NRC systems and procedures and Ensure adherence to SOPs, NRC policies, manuals, guidelines and donor requirements.
Ensure that efficient and effective management is maintained in terms of analysis and budgetary monitoring of all funding contracts on the mission, in accordance with the rules of donors, NRC and the principle of eligibility of costs.
Ensure that project budgets are developed, updated and submitted to the FM on time.
Provide technical support to the programs and to the finance and term management/budget monitoring and also reporting team.
 

 

 

Specific responsibilities

Prepare support cost budgets for the National Coordination (Z2) according to needs and based on coverage analysis and keep the Master Budget up to date.
Ensure that the Fair Share model is used for all donors accepting this model when developing project budgets.
Coordinate the preparation and consolidation of project budgets for program and support costs and ensure the preparation of donor financial reports for projects and submission to the FM for validation before sending to RO.
Prepare and submit monthly financial reports on time (BVA Analysis) to the FM for approval and sharing before sharing with everyone for better management and budget monitoring with, of course, related technical advice.
Prepare and submit quarterly and annual donor financial reports to the FM for validation on time.
Provide support to the program and support team in the preparation of budgets and donor financial reports and capacity building on budget monitoring and management.

 

 

 

 

Strengthen the capacities of the Mission’s Finance Officers and Assistants in terms of efficient and effective budget management and act as the interim of the 2nd Finance Coordinator in the event of absence and of the Finance Manager also if necessary.
Support in the preparation of documents and in the conduct of project and mission audits.
Make sure to communicate monthly on the budgets of fixed operational costs to colleagues from other support departments (UNHAS, MAISON, VOYAGE …)
Any other task assigned by his supervisor.
QUALIFICATIONS
1. General professional skills:

Have at least one year’s professional experience as an officer in an accounting and financial function in a humanitarian context.
Have a Bac + 4 level in accounting and business management.
Professional experience in budget management and reporting of USAID, ECHO, UNICEF, SIDA and EU grants.
Have mastery of the Agresso accounting software (Unit 4 and others).
Have mastery of the budgeting tool (Donor budget…)
Previous professional experience in complex and unstable contexts.
Demonstrated results on the responsibilities of the position.
Knowledge of one’s leadership style/profile.
Good knowledge of English is an asset
Good knowledge of computer tools (Excel/word), Internet and other software.
Context-specific skills, knowledge and experience:

Knowledge of Agresso
Knowledge of donor procedures (UNICEF, OFDA, ECHO, DEVCO, EU, SIDA etc)
Experience in team management

We are offering a 12 month fixed term contract based at the Yaoundé Management office, with 25% field travel. This position is placed at grade 7 of the NRC salary grid in Cameroon.
