- CONTEXT
CARE is one of the world’s largest humanitarian aid networks, apolitical and non-denominational, which supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices. Supporting women’s empowerment and acting for their rights are essential actions to fight poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.
In Cameroon since 1978, ongoing interventions are structured around 3 action programs (broken down into several projects):
The Health program aims to improve access to Sexual and Reproductive Health services and strengthen the public health system. Community HIV prevention actions are extended throughout the country as a Principal Recipient of the Global Fund.
The economic and climate justice program aims to strengthen the socio-economic integration of women and young people as well as improve the resilience of communities and local governance. It also aims to reduce the impact of climate change on vulnerable communities and localities as well as to promote the economy and ecological value chains.
The gender justice program is transversal and promotes protection activities against GBV and all forms of exclusion of women in all projects. As well as activities to empower and strengthen women’s leadership.
Operations are coordinated in Yaoundé and implemented from 6 offices including 3 specifically for the global fund program (Garoua, Douala and Yaoundé) and 3 for the other programs (Maroua, Bafoussam and Batouri).
- GENERAL PURPOSE OF THE POSITION
Under the direct responsibility of the Deputy National Director in charge of Support Services (DNA-S), the Finance Coordinator has primary responsibility for the management, control and monitoring of the finance and accounting services of the CARE Cameroon Mission.
The coordinator directly supervises the national accounting manager and the national financial manager of the Mission. He/She supervises, in functional connection with the support of service managers at the national level, the finance and accounting staff of the various field bases and the Global Fund Project Management Unit based at the Coordination office in Yaoundé.
He/She is a member of the Senior Management Team (SMT), and as such contributes to achieving the overall objectives of the CARE Cameroon Mission, in interaction and synergy with his counterparts in charge of Logistics & Security, Human Resources, Programs/Quality and cross-functional managers.
- SPECIFIC OBJECTIVES AND TASKS
4.1 Ensure financial, accounting and Mission management and planning
- In line with the operational objectives of the mission, and in conjunction with the Deputy Support Director, contribute to the financial planning of CARE Cameroon by ensuring a good match between plans and the availability of resources at all times
- Oversee the activities of the Accounting and Finance/Grants departments ensuring that CARE policies and procedures and best practices are followed at all times
- Contribute to the implementation of appropriate financial risk management mechanisms, including risk identification, assessment, intervention and reporting
- Supervise accounting in the PeopleSoft management software and the accounting closing process
- Guarantee the production of accounting on time and in accordance with regulations
- Manage the interface of the PeopleSoft management software with the Shared Services Center based in Manila
- Supervise cash flow monitoring for the entire Mission and alert management of possible difficulties
- Ensure payment of suppliers and partners on time and in compliance with management rules
- Guarantee the application of the CARE International policy for sharing office structural costs (SPC)
- Manage the production of budget monitoring and project financial reports on time and ensure control of the progress of budget consumption
- Ensure compliance of accounting keeping according to generally established standards
- Ensure the production of financial statements (balance sheet, income statement, etc.)
4.2 Actively contribute to the development and ensure the implementation of financial policies and procedures
- Maintain up-to-date knowledge of CARE International’s Budget and SPC policies by staying abreast of any changes and ensuring they are applied in the local context
- Monitor the application of existing policies, procedures and systems to determine areas for improvement; take corrective action, if necessary, referring to responsible managers or CARE International if necessary
- Ensure that the daily financial operations of CARE Cameroon run smoothly and are properly and accurately recorded, documented, controlled, monitored and reported
- Control the financial management of the office through monitoring the efficient and compliant use of the PeopleSoft management tool
- Collaborate with auditors (external and internal) and actively contribute to the implementation of recommendations
4.3 Contribute to the development and implementation of Mission budgets
- In conjunction with the Deputy Director in charge of support services, he/she ensures the application of CARE International’s budgetary policy and the development of the Mission’s SPC and UNR budgets.
- In coordination with the other departments of the support center and the departments/technical services of the program center of the Mission, facilitate the construction of budgets for project proposals in compliance with donor guidelines and formats
- Ensure that mechanisms for monitoring, control and review of budget execution are in place
- Establish forecasts aimed at confirming the availability of financial resources and anticipating shortages; carry out a strategic risk assessment and analyze trends in order to identify and manage risks likely to have an impact on the financial balances of CARE Cameroon
4.4 Contribute to capacity building of CARE staff and implementing partners
- Support the development and implementation of strategies to address partner capacity gaps that are identified during partner assessments
- Deploy the team of financial and grants analysts within multidisciplinary project management teams; ensure that they provide all necessary support and carry out follow-up visits in accordance with the project plan
- Participate in the partner selection process (due diligence, recommendations to the SMT)
4.5 Cash flow forecasting
- Supervise the maintenance of efficient, optimal and secure cash management (Cashiers and Banks)
- Check and validate the monthly cash flow forecast and make transfer requests to headquarters as needed and in agreement with management
4.6 Ensure compliance of the country office with national tax regulations
- Keep up to date with tax regulations and their developments in the country in particular with the competent administration, specialized organizations or humanitarian coordination frameworks
- Ensure that tax obligations are correctly provisioned and paid within legal deadlines
- Ensure that internal procedures are constantly in line with tax regulations in the country and that all relevant staff within the finance department have a good practical understanding of them
- REQUIRED PROFILE
Training and experience
- Holder of a Master’s degree (Bac+5) in Finance and Accounting or major business school
- Experience of at least 5 years in similar positions
- Experiences in NGOs and complex multi-site environments
- Experience working in a context of strong local operational partnership
- Management of annual portfolios > €5M under all types of financing
- Good knowledge of the main donors (EU, AFD, USAID, etc.); knowledge of the Global Fund is an asset
Required Skills
- Mastery of general accounting, analytical and financial analysis
- Develop financial control and management systems
- Configure and deploy financial information systems (if possible under PeopleSoft architecture )
- Supervise a team, support change in professional practices
- Mastery of the pack Office

- CONDITIONS AND TERMS OF APPLICATION
Type of contract: Fixed Duration Contract of Use (CDDU), under French law
Contract duration: 1 year, renewable
Start date: as soon as possible (please indicate your availability)
Remuneration: between €3,611.50 and €3,828.20 gross per month, according to CARE France salary scale
Benefits: 25 days of paid leave per year + 16 days RTT. Medical insurance, welfare and repatriation assistance 100% covered by CARE France. Housing allowance. Coverage of tuition fees.
In the event of hiring a person of Cameroonian nationality, the contractual and salary conditions of CARE Cameroon will be applied.
