DESCRIPTION OF THE INTERNAL POSITION FOR THE RECRUITMENT OF A  JUNIOR FINANCE AND CASH EXPERT  FOR THE DECENTRALIZATION AND FINANCIAL GOVERNANCE SUPPORT PROGRAM (PADGOF) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH, POSITION BASED IN YAOUNDE .

The Decentralization and Financial Governance Support Program is implemented by GIZ within the framework of German-Cameroonian bilateral cooperation, with the Ministry of Decentralization and Local Development (MINDDEVEL) and the Ministry of Finance as partners. policies.

 




 

The objective of this program is now that “The actors of decentralization effectively assume their role in local governance oriented towards citizens and the climate with a focus on the particular needs of women and girls and on gender equality. of gender”. Achieving this objective will be based on four components: (1) Communes more effectively assume their role in local governance; (2) The skills of local decentralization actors in terms of citizen participation, with particular emphasis on women and gender equality, are reinforced; (3) The elements selected for the mobilization of financial resources at the level of decentralized territorial communities are improved; (4) The efficiency and transparency of the management of taxes and expenditures of the tax administration and sector ministries are improved.

 

 

 

As part of the implementation of its activities, PADGOF is looking for a Financial Assistant and Cashier for its Yaoundé office.

 

  1. Area of ​​responsibility

The incumbent is responsible for the following activities:

  • Processing and verification of all the supporting documents of the coordination and the branches (invoices, statements of travel expenses / payment statements for the workshops, consultation contracts, purchases, etc.) as well as their correct allocation and coding before certification of payment by the Manager finances ;
  • Support to colleagues on questions relating to accounts and per diem for workshops
  • Management of the banking cash of the Good Governance Cluster
  • Ensure the maintenance and management of the project fund at the Coordination level
  • Prepare supplies;
  • Withdraw cash from the bank for the Coordination fund
  • Manage supply requests from the cash desks of the North, Littoral, East and West Branches;
  • Prepare coordination transfer orders and all related documents and put them online;
  • Ensure the payment by bank of the invoices of the 4 branches (Garoua, Douala, Batouri and Bafoussam)
  • Prepare the transfer of cost advances for activities in the Antennas (Garoua, Douala, Batouri and Bafoussam)
  • Support for the cash payment of per diems for the workshops, in the event of overload of administrators;
  • Verify and ensure timely transaction entries in the cash and bank books
  • Support in budget planning and monitoring; Monitor revenue, expenses
  • Ensure bi-monthly cash and bank closings and develop related protocols, ensure monthly filing according to the GIZ filing system (electronic and paper);
  • Ensure the security of cash, checkbooks, documents entrusted to him.
  • Prepare advances and payments for workshops with partners
  • In consultation with the financial manager, ensure the transmission of the accounts within the agreed deadlines;
  • Support the preparation of annual internal controls, external audits and reports;
  • Report immediately to the Administrative and Financial Manager on all problems arising in the context of financial administration and those concerning compliance with the rules;
  • Participate in counting committees
  • Ensure the interim of the event manager and the Logistics Assistant in case of absence
  • Ensure data confidentiality in accordance with GIZ rules;
  • Perform other duties as instructed by superiors.

 

 

 

REQUIRED PROFILE

  1. Qualifications, skills and experience required
  • Bac +3 or Bachelor’s degree in Accounting, Management, Economics or similar qualifications;
  • 3 to 5 years of professional experience in a similar position;
  • Good knowledge of Winpaccs
  • Good working knowledge of the use of information and communication technologies (related software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office);
  • Very good command of French and English; knowledge of German a plus
  • Ability to work under pressure and in a multicultural team;
  • Good interpersonal skills;
  • Good sense of work organization and respect of deadlines.

 

Availability date  :  September  1 ,  2023

Duration of the contract  :  September 1, 2023 to August 31, 2025

Duty station: Yaoundé

Internal classification of the position: Band 3A, under the hierarchical supervision of the Finance  Manager of the Good Governance Cluster
