NOTICE OF CALL FOR APPLICATIONS FOR THE RECRUITMENT OF A FINANCIAL MANAGER FOR THE USAID/PMI CAMEROON MALARIA BILATERAL -FOLLOW-UP PROJECT AT ACMS
Who are we ?
The Cameroonian Association for Social Marketing (ACMS), member of the PSI network is a non-governmental organization under Cameroonian law whose main mission is to improve in a sustainable and measurable way the social situation of the Cameroonian population and to promote health and family prosperity. Thus, ACMS works in cooperation with the government and its public and private sector partners to deliver high quality health programs, reaching all populations in need. For more than twenty-five years, ACMS has provided the people of Cameroon with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention among others.

Lhe USAID-funded Impact Malaria recruiting project aims to build the capacity of the Cameroonian government and local stakeholders to implement interventions to reduce malaria-related morbidity and maternal and child mortality. Thus, this project aims to improve access to timely malaria testing and treatment by providing community health workers with the training and supervision needed to provide effective, quality care.
Your contribution:
Provide assistance and strategic leadership to the organization’s finances, grants and contracts to ensure operational processes effectively support program teams and align with project priorities;
Design and maintain internal systems that ensure accurate and timely reporting of the organization’s financial performance.
Lead the annual operating budget process.
Support the preparation and successful conclusion of internal and external audit activities for COP, ACMS, and annual donor audit reports.
Where applicable, ensure timely preparation and submission of statutory declarations, donor reports and tax compliance.
Lead the development and negotiation of subcontracting agreements, work plans and budgets, as required.
Coordinate the monthly sub-recipient reporting process and joint reviews of programmatic and financial reports, ensuring costs are aligned with delivery and implementation progress and explanations of budget variances are provided.
Conduct regular visits/assessments of sub-recipients to verify compliance with contract terms and assess internal control systems to gain confidence in submitted reports.
Design and implement a proactive, rigorous, risk-based and effective sub-recipient monitoring system and approach.
Manage the start-up and close-out of projects and support annual work planning and budgeting processes.
Perform any other task assigned by the supervisor.

The basics :
Qualification required: Masters/Masters in Finance or Chartered Accountancy or a relevant accounting degree from a recognized university or equivalent.
Have a minimum of 5 years of experience in managing and increasing roles of responsibility in finance, contract management, for international development activities of similar scope and size.
In substitution of the required diploma : Have fifteen (15) years of professional experience in the field of finance and NGOs.
Demonstrated knowledge and understanding of USAID policies and procedures, including administrative, reporting, and management policies.
Have strong oral and written communication skills in French and English.
Have in-depth computer knowledge of Microsoft Office and accounting software.
Have experience in team management;
Have strong problem-solving skills;
Have a good ability to plan and foresee potential and emerging obstacles;
Have the ability to establish strong public relations and be comfortable communicating in a team;
Have a high level of autonomy at work, but with a deep team spirit;
Ability to work under pressure, with minimal supervision within a multicultural team;
Demonstrate adaptability, patience, ingenuity, resilience and flexibility.
Have results-based management skills;
Be available to carry out regular field missions.
What would interest us?
Familiarity with social marketing and/or NGOs;
Fluent in French and/or English and have a sufficient command of the other language;
Good knowledge of computers and software (Word, PowerPoint, Excel)
Passion for public health;
Management knowledge;
Excellent capacity for synthesis, precision and conciseness;
