CARE – INNOVATE – TOGETHER :Since its creation in 2009, ALIMA has treated more than 7 million patients, and today deploys its operations in 12 African countries. In 2019, we developed 41 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics and extreme poverty. All of these projects are carried out in support of the national health authorities through nearly 330 health structures (including 28 hospitals and 300 health centers). We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from the expertise where it is, whether in their country or the rest of the world. In addition, to improve the humanitarian response,
ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero-tolerance approach towards people guilty of acts of gender-based and sexual violence as well as towards inaction in the face of alleged or proven acts of violence. The protection of those benefiting from and impacted by our intervention is our top priority in everything we do. Anyone collaborating with ALIMA agrees to:
- Respect the charter, the code of conduct, the institutional policies including the policy of protection against abuse of power and sexist and sexual violence, the policy of prevention of corruption and fraud;
- Report any violation of the policies, framework documents and procedures to a superior, to a referent.
THE ALIMA TEAM :More than 2000 people currently work for ALIMA. The field teams, closest to the patients, receive their support from the coordination teams generally based in the capitals of the countries of intervention. These receive support from the 4 desk teams and the emergency and opening service team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising as well as representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams who work on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, the research organizations PACCI, INSERM, the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

PURPOSE OF THE POSITION
ALIMA’s funding depends mainly on the confidence of its institutional donors as well as the transparency of its logistical, administrative and financial management procedures.
Context :
ALIMA has a protection policy against abuse of power, gender-based and sexual violence and a code of conduct. These documents present the commitments made by ALIMA to guarantee the protection of beneficiaries, members of the community and all persons collaborating with ALIMA and the application of effective sanctions in the event of proven abuse. As part of ALIMA’s protection strategy aimed at reducing the risk of abuse of power, gender-based and sexual violence, reference persons (focal points) in the prevention of abuse at the national level are appointed in ALIMA’s missions. .
- Objective of the role
The focal point at the national level will support the Head of Mission in coordinating the development and implementation of the protection against abuse of power, gender-based and sexual violence policy and procedures.
- Main responsibilities
The main responsibilities of prevention focal points at the national level are as follows:
– Have an in-depth knowledge of the protection policy against abuse of power, gender-based and sexual violence and the internal investigation procedure;
– Help the head of mission to implement the protection policy and ensure follow-up, and in particular:
- Distribute the protection policy and the code of conduct as well as the appropriate elements to all persons collaborating with ALIMA;
- Participate in the development of the action plan for the implementation of the protection policy at the national and local levels.
- Monitor the action plan for the implementation of the protection policy and report regularly to the head of mission;
- Support the operational teams at the national level in the implementation of the protection policy and the code of conduct (eg: support the project coordinators in their risk assessment activities; propose risk reduction measures, etc.) ;
- Organize in-depth and adapted awareness sessions on abuse of power, gender-based and sexual violence for all staff, management, and partners;
- Provide training for abuse prevention focal points at the local level on good practices for dealing with rumours, suspicions and complaints;
- Set up a monitoring system for focal points in the prevention of abuse at the local level;
- Develop and update a list of Abuse Protection/Prevention contacts, including internal contacts (any relevant staff within the program or at HQ) and external contacts (Abuse Prevention/PSEA staff in other other INGOs, support structures for victims/survivors, heads of the protection cluster and GBV and child protection working groups, etc.);
- Communicate on the professional alert mechanism to ALIMA employees. Support focal points at the local level in setting up feedback and complaints mechanisms within communities so that they are inclusive and functional.
- Participate in meetings on sexual exploitation and abuse (SEA) at the national level and in the various working groups.
Participate in the analysis of cases of abuse of power, gender-based and sexual violence and establish regular contact with the HR referent at headquarters for reports, information sharing and feedback on management issues. abuse of power, gender-based and sexual violence.

Upon appointment, the person who will become the prevention focal point at the national level will undergo specific training on protection, as soon as possible. She may be accompanied by the specialist in protection/prevention of abuse at headquarters to develop her skills on specific subjects such as GBV, the survivor-centered approach, active listening, self-care, non- violent etc
She will also benefit from staff care measures if necessary.

Experiences
– Experience of at least 2 years, preferably with NGOs and/or community structures in the fields of Gender and Protection
– Demonstrated experience in team management, motivation and capacity development
– Experience in developing/adapting capacity building tools
– Demonstrated experience working directly with local communities with participatory approaches
– Experience in caring for victims/survivors of violence and/or a very good knowledge of the principles of working with survivors of GBV is recommended.
