Recruitment Notice: Gender Technical Advisor
OFFER DESCRIPTION
CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A (01) GENDER AND SOCIAL INCLUSION TECHNICAL ADVISOR FOR THE FOREST ENVIRONMENT AND CLIMATE PROJECT OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/ProFEC) IN YAOUNDE .
Context
From 2023, the Forest, Environment and Climate Project (ProFEC) will start, and will follow on from the Forest & Environment Project (ProFE – 2020 to 2022). In order to accentuate the impact at the territorial level, the objective of the ProFEC project will now be that “The environment, including forest resources, of Cameroon, are managed in an inclusive, sustainable and climate-sensitive way by actors premises in selected municipalities”.
The intervention areas of the program will be the Far North, North, East and Center regions. The project intends to deploy further based on an approach to achieve four (04) Outputs:
- Output 1: At the local level, the technical and institutional conditions for sustainable and inclusive management of forest resources, including biodiversity, are in place.
- Output 2: The conditions for profitable, sustainable and inclusive exploitation of non-timber forest products (NTFPs) are improved.
- Output 3: The framework conditions for efficient, environmentally and climate-friendly recycling of sawmill scrap produced in large sawmills are improved.
- Output 4: The instruments of qualified actors for environmental education, environmental awareness and environmental monitoring are strengthened at the local level.
To this end, the Forest, Environment and Climate Project (GIZ/ProFEC) is currently looking for one (01) Gender & Social Inclusion Technical Advisor to support the implementation of these activities in Yaoundé.
A-Responsibilities and Powers
- Integrate and promote the equality of social strata in the management of natural resources and the climate on the one hand and within the Project teams on the other.
- Collaborate and work actively in a network with the technicians of the Project, the Project team in the northern part, and the satellite projects, in order to propose innovative approaches concerning the consideration (inclusion and active participation) of women, young people, Indigenous Peoples in the various Project activities.
- Support the promotion of the leadership of women, young people and indigenous peoples in decision-making bodies for the management of natural resources in the priority municipalities of the Project
- Collaborate with the BRY gender manager in the implementation of the GIZ gender strategy within the Project.
- Improve the capacity of Project partners, in particular municipalities, to implement inclusive approaches promoting social cohesion in the management of natural resources and the climate
- Support the promotion of vulnerable groups and indigenous peoples in the promotion of the Value Chains identified by the Project
- Monitor and ensure that measures are taken to enhance the potential of women, young people and indigenous peoples who hold specific knowledge on the management, enhancement and protection of natural resources
- Facilitate/support the process of designating gender focal points within the Project and support them in their roles
- Facilitate the implementation and use of GIZ approaches and instruments in the field of gender and social inclusion within the Project
- Train trainers and external key actors in charge of the implementation of certain Project activities in the theme
- Collect and analyze the results of the theme’s activities in order to inform the monitoring and evaluation system, the knowledge management of the Project, the reports and other relevant deliverables of the theme (eg gender analysis report).
- Depending on his skills, implement any other activity that may be entrusted to him by the hierarchy.
REQUIRED PROFILE
B- Qualifications, experience and skills required
Qualification
- Bac +4/5 in studies in a relevant field such as Social Sciences
Professional experience
- minimum of five (5) years of professional experience in the development of gender-sensitive approaches and social inclusion in the rural sector, forests-environment, climate would be an asset
Other knowledge/ skills
- Skills in supporting governments and local authorities in the areas of environmental protection, climate change and sustainable management of natural resources based on “Gender” approaches
- Knowledge in the design of participatory processes and community development processes, in particular to promote the involvement of women, girls, and disadvantaged populations
- Skills in conflict management, negotiation and decision making
- Experience in advocacy, multi-stakeholder dialogue
- Good practical knowledge of the use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (especially MS Excel, Word, Power Point, or other basic data)
- Written and oral communication skills in French
- Ability to work in a team, and motivation, high degree of self-organization, structured way of working and intercultural skills.
Contract start date: 15.03.2023
Contract period: Until 31.12.2024
Duty station: Yaoundé
Internal job classification: Band 4T under the hierarchical supervision of the Senior Technical Advisor
