ROLE PROFILE

Title: Management Information System (MIS) Coordinator

ROLE PURPOSE
Working in 50 developing countries across Africa, Asia and the Americas, Plan International aims to reach as many children as possible, especially those who are excluded or marginalized with high quality programs that deliver lasting benefits. increasing its income, working in partnership with others and operating effectively.
Plan International Country Office (CO) program departments in West Africa have MERL units whose aim is to improve program quality and accountability by supporting and implementing high quality MERL in programs and projects, and to provide evidence for program design, planning and effectiveness.
The MIS agent is a member of the MERL unit. The purpose of the position is to ensure the conformity of data produced by projects and by PIIAs (Programme Implementation and Influencing Areas) for the best routine monitoring of projects and programs in the country Dimensions of the Role Responsible for the management of the

of Organization (SAP, SAP BI Online, Evaluation and Research Tracking, Program Library) and data quality control in MERL databases 1.
Supports high quality MERL through provision of information and learning about the Organization’s systems.

Accountabilities
1. Availability of high quality data from corporate systems and databases for planning and monitoring

Activities

1. Support Country Strategy (CS) and project planning and monitoring through information generated at from the Organization’s systems and databases
2. Manage the SAP-Program module to ensure data consistency and integrity for reporting;
3. Provide training and technical support on organizational systems
4. Develop and manage geographic information system(s) (GIS) for program data
5. Ensure database quality from SAP, E&R Tracker, Program Library, Bi-Online, PoiMapper, SPSS;
6. Review projects entered into SAP for quality compliance
7. Ensure quality of SAP databases, produce and share reports of all active projects to facilitate proper tracking;
8. Track project results through SAP and prepare report on projects at risk;
9. Manage the central SAP database and coordinate with all business units to ensure data consistency and integrity for reporting purposes;
10. Manage the CLT Field Visit Tracker (Country Leader Team) central database and produce monthly reports for management;
11. Manage the central database and produce monthly reports for the SEA Unit and for management;
12. Feed the database of the Monthly Project Monitoring & Review Tool (Excel Workbook) and make monthly updates;
13. Lead the development of databases for monitoring indicators of all projects (sponsorship and grants);
2. Improved planning and data quality control in Evaluation and Research (E&R) projects
1. Upload annual Evaluation and Research (E&R) plan in E&R Tracker after management approval 2.
Control the confidentiality, security, storage and destruction of data collected during E&R initiatives in accordance with global E&R standards
3. Update the annual E&R plan on a quarterly basis
4. Provide regular reports on E&R monitoring and program library status
3. Improved data quality control and planning in Evaluation and Research (E&R) projects:
1. Upload annual E&R plan to the E&R Tracker after approval by program management
2. Control the confidentiality, security, storage and destruction of data collected during E&R initiatives in accordance with global E&R standards 3. Update
the annual E&R plan
4. Provide regular status reports on E&R Tracker, Bi-Online, PoiMapper and Program Library
4. Problem Management:
Strong management of the institutional system is a sine qua none condition for project planning and monitoring. Obstacles that the MIS agent will encounter include:
1. SAP is a purely output-oriented corporate system with clear limits on data analysis capabilities;
2. There is no system for data storage and data quality control.

The MIS agent must:
1. Have a well-structured approach to data quality control and storage, and,
2. Handle SAP-related challenges with pragmatism and flexibility.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully integrated in line with policy principles and requirements, including standards of implementation and relevant guidelines applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring staff and associates know and understand their responsibilities under these policies and the Plan International Code of Conduct (CoC), their relevance to their area of ​​work , and that concerns are reported and managed in accordance with appropriate procedures.

High-level contact: Internal: the Country Office (CO) and the program team at PIIA level, in particular the other members of the MERL unit;
Mid-level contact: Country Office operations team.
Low level contact: Regional Hub (HR) SAP and MERL team. Expertise, skills and technical knowledge.

Technical expertise, skills and knowledge

Essential
Knowledge of theories of child rights and child protection programming (programmatic and safeguarding)

1. Extensive experience in Information and Communication Technology in systems organisation
2. Demonstrated experience as a development professional in tracking data in the Organization’s systems.
3. Knowledge of Organizational systems: (SAP, program library, E&R monitoring)
4. Knowledge of Geographic Information System (GIS) management

Desirable
1. Bachelor’s degree in demography, measurement, planning, monitoring and evaluation, development studies, social sciences or other relevant field;
2. At least 2 years of experience in managing the Organization’s systems and databases
3. Degree or equivalent in computer science with 2 years of professional experience or Diploma in computer science with 3 years of professional experience
4. Demonstrated ability and experience in setting up LANs and telecommunications networks
5. Experience in supporting LANs, SQL Server and mail server administration
6. Experience in administering Microsoft Server
7. Experience in managing and implementing information systems and supporting technologies

1. Skills in designing, typing, analyzing Excel spreadsheets, accessing as well as Microsoft Word and PowerPoint
