Health : As the pioneer department of the organization, the health department strives to ensure that communities adopt positive and health-seeking behaviors for improved quality of life. It also seeks to increase access to essential needs (medical, nutritional, and psychosocial support) for women, children, vulnerable persons, and remote communities.
Human Rights and Governance: The Human Rights and Governance Department’s key focus is on rights advocacy for women and children, peacebuilding and mediation, activism against gender-based violence using conflict-sensitive and survivor-centered approaches, protection, and the rule of law. It The department also emphasizes organizational capacity strengthening and support for local governance and regional and local authorities. Youth empowerment and engagement in civic responsibility while promoting positive masculinities and human rights monitoring
Wealth Creation: The Wealth Creation Department of Reach Out Cameroon has the main goal of improving household incomes of vulnerable women through the establishment of micro-projects, sustainable agriculture, and micro-credit operations so that beneficiaries are self-reliant in their communities. Generally, beneficiaries include school dropouts, single mothers, internally displaced women, persons living with HIV, and persons living with disabilities.

Job Purpose
Reach Out seeks a Health System Strengthening specialist for an upcoming USAID-funded malaria project in Cameroon. This project will support the National Malaria Control Program (NMCP) and the Ministry of Health (MOH) in implementing activities to reduce malaria morbidity and maternal and child mortality. The project will operate over a 5-year period.
This position is contingent upon an award from USAID. Cameroonian nationals are strongly encouraged to apply.
Roles and Responsibilities
Lead malaria health system strengthening activities to address gaps at the national,
regional, and facility levels.
– Ensure effective and timely implementation of HSS activities in the project work plan.
– Work with NMCP to ensure front-line health workers (government and non-government)
receive adequate training and mentoring to provide high-quality malaria services.
– Strengthen NMCP leadership and governance at the national, regional, and district levels
to effectively manage the malaria response.
– Contribute to the NMCP HSS efforts through technical working groups and other forums.
– Develop a sustainability plan and ensure an effective transition of activities to the NMCP
and local actors.
– Ensure strong collaboration between in-country malaria partners.
– Document and disseminate lessons learned from HSS efforts.
– Participate in annual project work planning and preparation of donor progress reports.

Required Qualifications:
– A minimum of a bachelor’s degree or higher in public health, international public policy,
health economics, or a related field
– At least five (5) years of senior-level experience developing and promoting collaboration
with national authorities, as well as providing technical and operational support on
health-care-systems-related issues.
– Demonstrated experience interacting and maintaining relationships with high-level
stakeholders and host country government officials.
– demonstrated experience leading health systems strengthening activities focused on
capacity building of non-government local actors and technical assistance initiatives to
strengthen planning, coordination, and implementation of malaria activities;
– Experience working with USAID/PMI and knowledge of USAID rules and regulations are
preferred.

– Proficient in the use of the standard Microsoft Office package with particular experience
using Word, Excel, PowerPoint, and Internet Explorer.
