JOB MISSIONS:
Under the supervision of the Human Resources Manager, the HR Development Officer
is responsible for:
To support the professional development and employability of each employee. To do this, he/she collects from the departments their vision and their expectations in terms of HR projects, the means to be used, contacts the appropriate service providers and establishes the intervention schedule to implement everything. He/she is also able to anticipate needs, whether quantitatively (staff) or qualitatively (required skills), thus positioning himself as a major player in the social transformation of the company.
MAIN ACTIVITIES:
RECRUITMENT AND INTEGRATION
Implement the talent acquisition and retention policy according to the needs of the company (sourcing tools, onboarding, employee loyalty through the Employer Brand, internal mobility, etc.), Be the guarantor of diversity at
the within the company: disability, gender equality, access to employment for seniors, etc.,
Participate in the implementation and monitoring of the development of procedures for the recruitment and integration of employees;
Participate in the drafting and updating of job descriptions and competency frameworks;
Serve as a relay with the Grandes Ecoles with the aim of building up a pool of talent;
Coordinate the activity of academic and professional trainees.
TRAINING
Analyze and manage the training plan and actions as a tool for employee loyalty and skills management: budget, identification of employees and proposal of training courses adapted to their development wishes, Determine and monitor the budget necessary for
the implementation of the company’s management and skills development policy.
CAREER MANAGEMENT AND DEVELOPMENT
Implement the Human Resources Development policy (development plan, management of the annual budget, etc.),
Participate in the development of internal skills and the development of the company’s employment policy ( mapping of jobs, weighing of positions, etc.).
Monitor career management by setting up a GPEC: work closely with operational staff to identify and support the development of talents, detect high potentials, manage the talent review, succession plans, develop career and retirement assessments, etc.
Intervene in the mobility of employees: identify and support employees in the context of mobility at group level
Keep informed of current events and carry out regular monitoring in order to ensure that the strategies of the company comply with the changes.
COMPENSATION AND SOCIAL BENEFITS
Monitor compensation and social benefits: market benchmark on similar sectors;
Design, implement, evaluate systems, processes and tools for the development and management of human resources;
Carry out a regulatory watch;
Advise and provide support in the management of social relations;
Advise on remuneration policy;
Process payroll.
PERFORMANCE MANAGEMENT
Advise and support employees and line managers in matters of development and HR management;
Inform, monitor and animate the process of individual and/or collective interviews.
INTERNAL COMMUNICATION
Monitor internal HR communication (corporate);
Promote the employer brand;
Carry out the reporting of its activity and share its observations with its hierarchy;
Carry out any other task assigned by the hierarchy.
PROFILE:
Training and Experience: Academic level: Bac+3 in Human Resources Management, Labor Law, Social Sciences;
Professional experience: Minimum 02 years of seniority as HR Development Officer or in a similar position;
Have a perfect command of Microsoft Office;
SKILLS REQUIRED FOR THE POSITION
We are looking for a Human Resources Development Officer who is a major player in the social transformation of the company and works in close cooperation with the other functions and departments of the company, as a Business Partner. Able to manage several projects together, he/she must demonstrate a great sense of organization and anticipation to support the company’s potential. He must also adapt to changes in the company and can often intervene in the context of change management.
This must be possible as follows:
In terms of organization: Keep a watch on your internal/external environment, act responsively, work in a network;
In terms of relationships: practicing cross-functional cooperation, being a source of proposals, an educator, having a very good knowledge of the company and its culture;
QUALITIES REQUIRED FOR THE POSITION:
Have advanced knowledge of Human Resources management; Have good project management skills;
Mastering labor law and taxation;
Master the techniques of conducting a recruitment (from the expression of the need to
the integration of the agent within the structure);
Have a great capacity for analysis and synthesis;
Be force of proposal and initiative;
Be pragmatic in order to find concrete solutions to the problems posed and in
all circumstances; results-oriented;
Have interpersonal skills and a good sense of service;
Be autonomous with a strong sense of data protection and respect for professional secrecy.
