Faced with a growing humanitarian crisis, the IRC is launching emergency programs in the Far North region of Cameroon. Planned programs include environmental health, food security, women’s empowerment, protection and rule of law, education and child protection.
PURPOSE OF THE ROLE
Under the supervision of the Human Resources Officer, the HR Assistant is responsible for supporting all HR processes and functions, in the office where he/she will be based ). He will ensure to provide quality assistance in the implementation of IRC Cameroon’s Human Resources policies and procedures in accordance with the requirements of donors and local labor laws.
Dimension of Role
Key Responsibilities:
Human Resources Management:
– Ensures the proper conduct of administrative support for personnel, in liaison with colleagues from the Human Resources department of the bases.
– Assists in the preparation of HR contributions and presentations at kick-off meetings and/or project follow-up.
– Ensure the collection and archiving of staff Timesheets.
– Assists in the preparation and monthly transmission of payroll variables.
– Provides assistance in the preparation of contracts, amendments/amendments to the contract, follow-up of trial periods and renewal requests creation and deletion of email addresses
– Performs regular updating of database personnel data on the Employee Directory platform.
– Assists in the execution of procedures for the registration of staff at the CNPS, declaration of hiring and termination, declaration and management of accidents at work and occupational diseases, maternity leave;
– Ensures the proper maintenance of national and international personnel files
– Assists in the recruitment process within the database: publication of positions, organization of tests and interviews, preparation of minutes and final reports, reception of new recruits, maintenance and archiving of recruitment records.
– Assist in the preparation and monitoring of the execution of the induction plan for new staff and visitors
– Assists the officer in monitoring staff training.
– Ensures the transmission to the Operations Department of relevant information relating to the management of the telephone fleet
– Assists in the production of monthly reports:
– Workforce management (staff list, monthly statement of hirings and terminations, step advancements , procedures and benefits related to retirement, retirement benefits, etc.)
– Reports on departures
– Report and control of absences of national and international staff (holidays, Home leave, R&R).
– Executes any other mission entrusted by the supervisor or by the Management.
General

Commit to ensuring the implementation of these policies in its work environment
Qualifications
Qualification
· Proven professional experience in Human Resources, in a similar role and in a humanitarian context.
· University degree in Human Resources, Legal Sciences, Administration, Sociology or in an equivalent field
Professional experience
· At least 2 years of experience in a similar field
· Previous work experience in complex and unstable contexts or with international NGOs would be an asset.
Desirable
Good oral communication skills, excellent writing skills, excellent level of French – written and oral; English is a plus;
· Good knowledge of MS Office, especially Word and Excel;
· Great ability to organize and be precise;
· Analytical, objective and sense of integrity.
· Willingness to learn at a faster pace
· Good self-control
