ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.

 

PROJECT SUMMARY CoSMO
The COSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is a 5-year, approximately US$33 million project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (CRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country with high HIV burden. The program consists of HIV prevention and case-finding activities for OVC, as well as

 

 

TERMS OF REFERENCE
Summary of the Position
Under the direct supervision of the Human Resources Manager and by extension, the Operations Manager of the CoSMO project, the Human Resources Assistant will be responsible for matters relating to the human resources of the CoSMO project.

Recruitment, integration, training and evaluation of staff
• Participate in the preparation of recruitment notices.
• Publish recruitment notices
• Save applications and share them with technical teams
• Invite candidates for selection tests.
• Prepare and monitor the validation of recruitment reports.
• Carry out pre-employment checks on candidates (verification of professional references, anti-terrorism check, etc.)
• Contact candidates and propose the job offer.
• Develop and monitor the integration schedule for new recruits.
• Transmit documentation useful for the integration of the new recruit
• Follow the different stages of recruitment and document them Keep recruitment files up to date
• Prepare documentation relating to staff evaluation and staff training
• Participate in the recruitment process staff evaluation
• Participate in the staff training process
Administrative management of staff,conflicts and social relations
• Prepare employment contracts and register them with MINEFOP.
• Complete the hiring formalities for new recruits.
• Process leave and absence requests.
• Register new recruits with the CNPS (pre-registration, registration).
• Develop documentation relating to staff maternity leave. Prepare all correspondence relating to staff during the term of their contract

• Carry out the termination of the staff’s activity with the CNPS.
• Make requests for incorporation, withdrawal in the health insurance policy.
• Assist staff with health insurance concerns.
• Monitor files relating to staff health insurance.
• Send the HR documents of the staffs in the zones and follow the files sent until their return.
• Collect files from staff for physical and electronic archiving.
Maintain personnel files.
• Prepare staff mission orders.
• Assist staff with human resources issues.
Participate in conflict management.
• Be the focal point of the project for the management of social relations with MINEFOP, the CNPS, the Labor Inspectorate and any other partner institution.
Payroll management and declarations
• Ensure the monthly production of timesheets by staff and analyze them.

• Prepare payroll items.
• Process the payroll and monitor its validation.

Print the payroll file for each month (status, slips and payroll…). Make payslips available to staff.
Proceed to the declaration of social security contributions. Maintain payroll records.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Human Resource Management or any other related discipline. A master’s degree would be a plus.
Minimum of 03 years of professional experience in human resources, preferably within an NGO.
Experience in USAID / PEPFAR projects.
Mastery of Excel and experience with Word
Good knowledge of the Cameroonian legal system in terms of labor law.

SUMMARY OF THE CoSMO PROJECT

The OVC program addresses the challenges of sustainable care and support to OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to provide quality care and support to HIV-infected and affected children in Cameroon. Under the leadership of NECC, subrecipients’ partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.

Job Summary
Under the direct supervision of the Human Resources Officer and, by extension, the Operations Manager of the CoSMO project, the Human Resources Assistant will be responsible for all human resources matters of the CoSMO project.
