Job Description
Duration: 03 Months Non-renewable – Maternity leave replacement
PURPOSE OF THE JOB: Under the dual supervision of the Field Coordinator and the HR Manager, the Human Resources Officer supports matters related to the daily operation of the Maroua office. He is the go-to person who provides essential support to all human resources and administration functions. The Human Resources and Administration Officer will participate in human resources related activities including recruitment and orientation, personnel records, management of employee benefits and health insurance, payroll management, development and staff evaluation.
SPECIFIC TASKS AND RESPONSIBILITIES
Recruitment management and integration:
· Assist the programs and departments of its base in the implementation of their recruitment operations in accordance with IRC deadlines and procedures;
· Prepare HR contributions and participate in kick-off meetings and/or project follow-up;
· Participate in the definition of the profile and validate the recruitment requests.
· Write vacation notices and ensure their distribution in the channels referenced by IRC;
· Pre-selection of candidates
· Coordinate interviews or take charge of them depending on the level of the position and carry out the required checks and controls;
· Prepare recruitment reports and ensure their validation on time;
· Update personnel data in the platforms referenced by IRC;
· Prepare the induction plan for new recruits and ensure its implementation on time;
· Periodically update the recruitment tracker and ensure its accuracy
· Organize the administrative monitoring of recruitment operations: archiving and filing of recruitment files
Management of employment contracts
· Prepare employment contracts and amendments to the employment contract and follow up;
· Follow up on trial periods and fixed-term contracts;
· Ensuring the approval of contracts in accordance with labor regulations.
· Administrative management of personnel: Ensure that the personnel files of all national employees are complete and up-to-date;
· Maintain and update tracking sheets for all staff-related benefits, leave, performance review and annual increments, orientation, employment contracts, etc. and produce monthly reports for the HR and Administration Coordinator.
Maintain the leave tracking tool (Leave Tracker) and share it regularly with Managers (Field Coordinator and other supervisors)
· Examine the attendance sheets of national staff before submitting them monthly to the Manager of Human Resources and Administration;
Follow up on all insurance matters for staff, including adding and removing staff from/to employer’s liability and medical insurance plans, as well as tracking payments and complaints, etc.
· Prepare payroll variables, ensure the completeness of supporting documents and their timely transmission for payroll processing.
· Make sure to communicate any information relating to the personnel of his base.
Management of social relations
· Participate in the management of relations with social organizations, labor inspection, occupational physician;
· Work in collaboration with staff representatives;
· Participate in the selection of private health insurance service;
· Be the focal point for private health insurance;
· Follow-up of incorporations and withdrawals of health insurance;
· Guide and share with staff information on the benefits of insurance.
Development and performance management
Participate in staff orientation on the performance management process
· Ensure the implementation of the process of setting objectives, the mid-term review and the annual evaluation of the performance of the staff of its base within the required deadlines;
· Collect and monitor the execution of the objective sheets and staff development plan of its database
KEY RELATIONSHIPS
External: Ministry of Labor and Social Security, NGOs, advertisers social partners, hotel owners, CNPS, etc
Internal: HR, Finance, Logistics and Programs Manager, Staff
Representatives Qualifications
Education:
Minimum University degree (Bac+3 or more), or certification in management, Human Resources or similar professional qualification
Experience:
· Minimum 2 years of relevant professional experience in Administration and Human Resources in a similar function preferably acquired in an international NGO
· Experience in team supervision desired
Skills and aptitudes:
· Good knowledge of Cameroonian labor law .
· Common office pack practice: Word, Excel, Access and Microsoft Outlook
· Attention to detail and ability to work independently with minimal supervision.
· Excellent organizational, time management skills
· Ability to organize tasks concurrently, prioritize work and ensure tasks are completed on time
· Honest, reliable and trustworthy
· Fluent in spoken and written English
· Ability to work under pressure.
· Ability to maintain the highest degree of discretion and confidentiality
· Willingness to respect and enforce IRC rules.
· Good team management skills: be able to coach and support others
· Excellent oral and written communication skills
· Great interpersonal skills and ability to communicate effectively with various interlocutors in a multicultural environment.
· Good resilience: able to cope with the living conditions of the bases during the missions
· Regular visits to the bases to provide face-to-face human resources support, as required.
