ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, subsidiarity and solidarity of all humans. The development work of the CENC in Cameroon is accomplished through, access to quality education, health, promotion of the commitment of the faithful for the reduction of inequalities and the empowerment of vulnerable groups.

 

 

 

PROJECT SUMMARY
The National Episcopal Conference of Cameroon (CENC), in partnership with Catholic Relief Services (CRS), is strengthening its operational systems to produce an improved and solid structure that can meet donor requirements in the context of development. The ‘Advancing Local Leadership in the Right Way’ (ALLRight) approach is an important means of achieving CRS’s Vision 2030 strategy. CRS places particular emphasis on supporting local institutions in achieving their ambitions to be effective, dynamic and sustainable catalysts for change for the people and communities they serve.
CENC currently has more than 6 projects sponsored by several international donors. For the past three years, CENC has worked as a transition partner for a project funded by the U.S. government. The CENC is therefore looking for qualified candidates for the projects unit, whose major role is to coordinate and harmonize the different projects within the CENC.
TERMS OF REFERENCE
Position Summary
Under the supervision of the Operations Manager of the ‘Projects’ unit, the human resources manager participates in the development of human resources management policies and procedures. He/she is responsible for the administrative management of personnel, management salaries and contributes to the conduct of staff recruitment, evaluation and training processes.
Duties and responsibilities
Participate in the definition of human resources policies and procedures.
Prepare and monitor the implementation of staffing plans Prepare
all documentation relating to recruitment, training, processing of requests, performance evaluation and departures of staff (resignation, dismissal,retirement).

 

 

Assess training needs and develop quality improvement plans for human resources. —
Participate in the management of staff promotions
Calculate and prepare payroll elements (monthly pay statements, pay slips, DIPE, remote declarations).
Ensure accuracy of work hour reporting.
Classify personnel files in physical and digital form
Participate in the preparation of calls for tenders for personnel-related insurance
Monitor personnel-related insurance files and be the focal point
Participate in the evaluation of insurance services
Support partners on HR issues
Develop a database of candidates by type of position
Maintain a database of temporary and interim staff.
Handle any other task entrusted to him by the hierarchy
MINIMUM QUALIFICATIONS
Training and Experience
• Master’s degree in human resources management at least. At least 03 years of experience in human resources management Experience in USAID/PEPFAR projects would be an asset
Skills
Good knowledge of the Cameroonian legal system in terms of work
Good knowledge of Microsoft (Excel – Word)
Good knowledge of payroll elements
Good ability to work independently with minimal supervision
Mastery of the timesheet tracking system
Mastery of cost allocation systems for staff assigned to multiple projects or departments
Personal qualities
Proactive, results-oriented and service-oriented.
• Good communication and interpersonal skills.
Good planning and organizational skills.
• Good ability to transmit knowledge.

and contributes to the conduct Of the recruitment, evaluation and training processes Of the staff.
Duties and Responsibilities

Prepares all documentation related to recruitment, training, processing Of requests, performance evaluation and staff departures (resignation, dismissal, retirement) Evaluates training needs and develops quality improvement plans for human resources.
Participates in the management Of staff promotions

Ensures accurate reporting of working hours by cost center
Filing Of personnel files in physical and digital form
Participates in the preparation of calls for tender for staff-related insurance

Follows up insurance files related to staff
Participate in the evaluation Of insurance benefits
Support partners on HRM issues
Develops a database of candidates by type of position
Maintains an up-to-date database of temporary and interim staff
Having worked in a structure of the Catholic Church (Episcopal Conference, Diocese) and primarily in a Caritas, CODAS-Caritas, Justice and Peace, etc. would be an asset.
MINIMUM QUALIFICATIONS
Education and Experience
• At least a Master’s degree in human resources management.
• At least 3 years’ experience in human resources management Experience in USAID/PEPFAR projects would be an asset
Competences
Good knowledge of the Cameroonian legal system in terms of labor
Good knowledge of Microsoft Excel
• Good knowledge of Payroll elements
Good ability to work independently with minimal supervision
