JOB DESCRIPTION
As part of the implementation of its activities in the Department of Logone and Chari, NRC Cameroon is recruiting an ICLA Officer for its field office in Kousseri RESPONSIBILITIES
The
ICLA Officer (Information, Counseling and Legal Assistance) is in charge of the day-to-day implementation of the project so that operations comply with NRC standards and procedures.
General Responsibilities
Ensures adherence to NRC policies, manuals and guidelines;
Implements the portfolio of projects delegated to it in accordance with the action plan;
Writes reports on the progress of projects at the request of the supervisor or management;
Ensures the correct archiving of documents;
Ensures projects target beneficiaries with greatest need and assesses new and better ways to deliver assistance;
Ensures the capacity building of project staff and the transfer of key skills;
Manages and supervises ICLA assistants in line with project indicators and staff Terms of Reference.
Specific responsibilities
Participates in the implementation of tools for identifying needs and monitoring and evaluating projects;
Contributes to the operational planning of activities and monitors their implementation;
Designs training modules for local authorities;
Strengthens the capacities of ICLA teams and relevant partners and beneficiaries (Administrative authorities, customary authorities, humanitarian partners; …..);
Promotes synergy with the other core competencies of NRC in order to develop integrated approaches for a holistic response to the needs of beneficiary populations;
Identifies relevant advocacy topics related to land issues and legal identity;
On delegation from the PDM or the ICLA Coordinator, he/she participates in meetings, working groups, seminars and training workshops (internal or external) and takes the opportunity to contribute to capacity building for all NRC staff and partner teams.
QUALIFICATIONS
Professional skills
Professional competencies are the abilities, knowledge and experiences that are essential to ensure good performance.
General professional skills:
3 years professional experience as a Project Officer in a humanitarian context, including team management, coordination of activities
Previous professional experience in complex and unstable contexts.
Demonstrated results on the responsibilities of the position.
English an asset.
Context-specific skills, knowledge and experience:
Hold a university degree (Bac + 3) in law or its equivalent;
Proven knowledge of the areas of civil status, rural and urban land management, collaborative conflict management;
Good knowledge/experience in conducting qualitative/quantitative assessments and data analysis.
Have experience working in complex and volatile contexts;
Have a good knowledge of the local languages of our areas of intervention;
Master the computer tool (Windows, Word, Excel, PowerPoint) .

We offer:
– Duration of contract: CDD of 10 months (Renewable depending on the availability of funds)
– Place of work: Kousseri with 50% travel on the field
– Salary/Benefits: in accordance with NRC Cameroon salary grid
– Desired start date: March 2023
