RECRUITMENT OF AN INDIVIDUAL CONSULTANT TO LEAD
THE PROCESS OF CAPITALIZING ONE HEALTH GOOD PRACTICES
WITHIN MEMBER ORGANIZATIONS OF THE
ONE HEALTH CSO NETWORK OF CAMEROON (ROOHCAM)
PROJECT TO CAPITALIZE GOOD PRACTICES OF COMMUNITY INTERVENTIONS
FUNDING: GIZ-PPOH / DURATION: 4 MONTHS / AREA: CAMEROUNI- CONTEXT AND JUSTICATION
On December 31, 2019, China announced the discovery in the city of Wuhan of a new
type of coronavirus (SARS CoV2). The evolution of the epidemic through its spread to other
countries led, on January 30, 2020, the Emergency Committee of the International Health Regulations of
the World Health Organization (WHO) to declare a COVID epidemic. -19 “
Public Health Emergency of International Concern (PHEIC)”.
The spread of the disease in
different regions of the world prompted the WHO on March 11, 2020 to declare it a
COVID-19 pandemic.
The first case of COVID-19 was confirmed in Cameroon on March 5, 2020, and since then there has been
an increase in the number of cases, and the occurrence of
community transmission of the disease. The recommendations for countries with the
weakest health systems were to prepare for the importation of the disease, by strengthening
active surveillance to ensure early detection and adequate management of
imported cases. Cameroon has developed a response plan, revised in April 2020, which is structured around
4 axes which are; epidemiological surveillance, case management,
social regulation, governance and coordination.
WHO emphasizes that it is essential to involve affected communities from the start in
all response measures to build trust, ensure relevance and effectiveness,
and to avoid indirect or unforeseen harm and ensure frequent sharing information.
To this end, the Government of Cameroon was keen to involve civil society in the response. Through
the One Health platform, coordinated by the national program for the prevention and
control of emerging and re-emerging zoonoses, a synergy of action has been implemented
to bring together, structure and organize civil society. In order to build capacity for the
One Health approach and provide it with the tools to have a significant and measurable impact
on responses to public health emergencies in general and on
zoonotic diseases and health security in particular.
A network of multi-sectoral Civil Society Organizations (CSOs) with areas
of activity related to human, animal and environmental health was created and called the
One Health Cameroon CSO Network (ROOHCAM). It is represented in 7 regions of the country (the
Center, the Littoral, the East, the South, the West, the Far North, and the North West). Its objective is
to have a lasting and measurable impact on human, animal and environmental health in
Cameroon. To date, ROOHCAM is a stakeholder in the One Health Platform and participates
in quarterly coordination meetings. Through its more than 30 member organizations,
ROOHCAM has actively participated in monitoring, awareness, prevention and
community-based surveillance on several health problems.
This is with a view to identifying these different community interventions circumscribed between
zoonoses (rabies, avian flu, others), food safety (of animal origin,
fisheries, market gardening), and antimicrobial resistance; to analyze them in order to retain
relevant, high-impact interventions centered on the One Health approach; to document them
and draw lessons in order to capitalize on these different interventions to serve as a means of sharing
experiences with other community stakeholders that this activity is implemented. These
well-documented interventions will also be capitalized by the
Cameroonian Government, donors, international organizations in general and the
One Health platform in particular to improve Cameroon’s scores within the framework of the
next joint external evaluation (JEE) carried out by WHO on the implementation of the international health regulations (IHR), particularly in its section (or technical area) relating to
community engagement.
The targeted groups for the dissemination of these interventions are the key ministries which are
at the operational level of One Health in Cameroon, international organizations which
intervene in the health sectors as well as political decision-makers in order to ensure
advocacy on financing speaking in this regard. which concerns the One Health concept.
These interventions will also be presented at
international or regional conferences with a view to sharing good experiences and lessons learned
from interventions in which the One Health approach has been applied to promote
multisectoral collaboration.
II- OBJECTIVES OF THE MISSION
The objective of this activity is to analyze the main lessons to be learned from the response
of ROOHCAM member civil society organizations to various health problems
mainly (zoonoses, food safety, antimicrobial resistance).

shareable knowledge to other sectors.
Specific Objectives
Inventory and analyze the experiences of ROOHCAM member organizations in
relation to the approach;
Categorize experiences and lessons learned according to One Health themes;
Identify with the ROOHCAM project team, at least 04 intervention approaches having
used the One Health approach, promising and replicable by One Health theme (
Human, Animal and Environmental Health) based on the tool proposed capitalization;
Identify at least one experience that focuses on a “gender” approach;
Produce a capitalization document based on the approaches selected and validated
jointly with the project team;
NB the selected consultant must propose a detailed methodology and the tools to be used
for data collection.
III. DURATION OF THE MISSION
The mission is planned for a duration of four (4) months.
The Consultant will propose a detailed timetable of all the activities and
tasks to be carried out.
The start and end dates of the consultation will be specified in the contract based on
this duration.
IV. PROFILE OF THE CONSULTANT
Expert in Communication for Development (C4D), community health,
social sciences or any other equivalent diploma
Proof of experience of at least 3 years in the implementation of
community interventions focused on the One Health approach and health security in Cameroon and
in particular with civil society; Have good experience in the development and production of guides and documentaries
;
Knowledge of national health security directives and the One Heath approach and
the functioning of national institutions/organizations in this area;
Very good writing and animation skills in French and/or English
Being able to work under pressure
Having good interpersonal skills
Having good analytical skills
Being an academician could be an advantage
V. COMPOSITION OF THE APPLICATION FILE

a curriculum vitae highlighting the candidate’s skills and professional experience
;
Capacities and number of years of experience supported in particular by the list of missions
carried out recently and having a similarity with this consultation;
Presentation of products or certificates for similar work would be an
asset;
a certified copy of the diploma or its equivalent;
The technical proposal consisting of a brief presentation (5 pages maximum) on the
understanding of the mission, the methodology, the work plan and a financial proposal
for carrying out the work;
The consultation execution timeline (notably the deadlines for the development and
submission of the various deliverables);

Only technical offers having obtained an average of 70/100 will have their financial offer
evaluated.

All documents relating to the work of the consultant will become the property of the consultant.
ROOHCAM and GIZ. The consultant will be required to respect the ban on any
sharing or disclosure of data or information obtained during his/her mission without
express authorization from ROOHCAM. A clause on respect for the rights applied to
intellectual property will be duly accepted and signed by both parties when signing the Contract.
