TRAFFIC is the leading non-governmental organization working globally on the trade in
wild animals and plants in the context of biodiversity conservation and
sustainable development. TRAFFIC International is a registered charity and limited liability company
UK. TRAFFIC’s head office, based in Cambridge, UK, provides global leadership, coordination
, cross-regional and corporate functions. TRAFFIC’s local engagement is managed by
program offices operating under the auspices of the UK charity, with staff based
in a central office and in other strategic locations, including in Central Africa. Program offices
operate in a geographic area of responsibility focused on one or more countries where TRAFFIC aims
to contribute to the achievement of priority program results.
Since December 2020, TRAFFIC has received funding from the Norwegian Agency for Cooperation in
(NORAD) to implement a five-year project entitled: “Leveraging legality along China’s
timber supply to reduce deforestation”. The countries concerned by the project are Cameroon (CM), China (CN), the
Republic of Congo (CG) and Vietnam (VN). The aim is to leverage the important role played by China and
Vietnam in the timber supply chain of Congo Basin source countries to reduce
unsustainable logging operations and illegal timber trade. TRAFFIC’s work in target countries
will include forest governance, legality, traceability and timber trade, sector engagement
private sector, and training for members of the forest industry and enforcement agencies. A priority activity
of the project is the updating of the national legality frameworks in Cameroon and the Republic of Congo, in the
context or beyond the signing of their FLEGT VPAs with the EU. Verification of these national
legality frameworks requires established and operational traceability systems.
In Cameroon in particular, the Computerized Forest Information Management System (SIGIF) makes it possible to
follow the timber from the cut to the port of embarkation. He had to switch manual practices to
digital, for better traceability of Cameroonian wood. Passed from the first to the second generation in
its development, the said system has been operational since April 01, 2021, the official launch date.
It is therefore in the context of a better knowledge of the system by the various stakeholders in order to
strengthen the efficiency of its use, that the Ministry of Forests and Wildlife (MINFOF) has decided to produce
the Standard Manual of Procedures Operational aspects of SIGIF II, which are the subject of the said consultation.
1 OBJECTIVE OF THE SERVICE:
The Individual Consultant or Cabinet – SIGIF II Standard Operational Procedures Manual, in support of the
forest governance process initiated by MINFOF and the implementation of the NORAD project of TRAFFIC
in Cameroon, will develop a standard manual of SIGIF II operational procedures and

will contribute to its validation through a process of stakeholder consultations. He/She will work under
the supervision of the Director of the TRAFFIC Program Office – Central Africa and the Director of Forests (through
him the SIGIF II technical pool).
2 TASKS AND EXPECTED RESULTS
Tasks:
– Propose a draft content of the SIGIF II standard operational procedures manual (To be
discussed during the MINFOF/TRAFFIC & Consultant technical meeting);
– carry out an exhaustive literature review on the subject;
– develop the first draft of the SIGIF II standard operating procedures manual;
– submit the draft manual to MINFOF for compliance;
– support the process of finalizing the standard manual of SIGIF II operational procedures
with the consultation of stakeholders;
– write the consolidated document for publication.
Expected results:
– the literature review carried out;
– the draft procedure document submitted to MINFOF;
– the consultation of the stakeholders coupled with the examination and validation of the document made;
– publication of the actual document.
3 STEPS OF THE SERVICE
– Technical meeting MINFOF, TRAFFIC and Consultant/Cabinet selected to finalize the methodology for
carrying out the service;
– Review of the literature, collection of information and drafting of the document;
– Submission of the draft document for the internal pre-validation of MINFOF;
– Presentation and validation of the document to and by the stakeholders;
– Submission of the final version.
4 REQUIREMENTS
– A university degree in forest sciences or any other equivalent degree (master’s or doctorate);
– at least 10 years of experience and expertise in the forest governance sector;
– knowledge of the timber trade, the timber supply chain, the different actors and
issues of timber legality and traceability, preferably with a
national or international non-governmental organization (NGO), an intergovernmental organization (IGO) or
an industrial company in the timber sector;
– Solid knowledge of the Cameroonian forestry law in force and its various implementing texts
and more specifically those applicable to the said service;
– Good knowledge of the history of SIGIF in Cameroon is an asset;
– Strong skills in multi-stakeholder consultation, organization of meetings;
– Strong research, analytical and practical skills, and the ability to write simple
and explanatory writing;
– Good spirit of synthesis;
– Fluency in spoken and written French is essential, fluency in English being an advantage.
