CONDITIONAL CALL FOR APPLICATIONS FOR THE RECRUITMENT OF KEY PERSONNEL WITHIN THE PERSPECTIVE OF THE IMPLEMENTATION OF THE COMMUNITY HEALTH EQUITY TROUGHT SYSTEMS STRENGTHENING (CHESS) PROJECT

The Institute for Research, Socio-economic Development and Communication (IRESCO) is a apolitical and non-profit organization whose mission is to contribute to improving the quality of life of African populations through the promotion and implementation of viable development initiatives, based on research evidence. To effectively accomplish its mission, IRESCO relies on qualified personnel, recruited through a highly competitive and fair selection process. Its headquarters is located in the Mendong-Yaoundé district in Cameroon and it has regional representations at the different sites where its projects are implemented.

 




 

In anticipation of the implementation of a Community System Strengthening project in Cameroon, IRESCO is launching a call for applications for the following position:

Position: SENIOR STRATEGIC INFORMATION COORDINATOR

Place of assignment: Office headquarters of the IRESCO located in Mendong-Yaoundé with the possibility of assignment to another region of the country according to needs.

Type of contract: Fixed-term contract with possibility of transfer to a permanent contract, depending on the candidate’s performance.

NB: This call for applications is conditional on obtaining funding for this project from IRESCO.

 

Profile sought

The Senior Strategic Information Coordinator must hold at least a bachelor’s degree or higher in biostatistics, statistics, data science or a related field and five (5) years of experience in a senior level in monitoring and evaluation functions for health projects, including at least three years of experience in the public health field.

Job description:

Under the authority of the Deputy Program Director, the Senior Strategic Information Coordinator will design and supervise all activities related to strategic information. He will have the following tasks:

Lead the design, establishment and implementation of the project’s monitoring, evaluation and learning (MEL) plan;
Develop the project performance monitoring plan and provide quarterly and annual updates;

Supervise the collection, auditing and reporting on Community Lead Monitoring and verification of community monitoring data;
Develop and implement scalable data quality monitoring measures and systems to improve programmatic data quality;
Direct and coordinate the research and evaluation activities carried out by the program;
Ensure data and analytics are used to make programmatic decisions;
Also lead the implementation of all digital planning activities, including data security. This may include overseeing the development of digital software applications for data collection and reporting within and outside the program implementation team.
Design and implement digitalization plans and actions for the project;
Provide the necessary data that can affect the achievement of results to program stakeholders;
Institutional link

 

Senior Strategic Information Coordinator will be under the supervision of the Program Director and will manage the program’s Strategic Information activities.

Required skills and competencies

Be willing to undertake regular field missions;
Be able to work under pressure and in a team;
Excellent experience managing work teams both in the field and subordinates in a unit.
Ability to write technical and programmatic documents such as training manuals and study reports;
Understand public health approaches in the context of Cameroon;
Have a good knowledge of the health system in Cameroon;
ICT skills:

General mastery of IT tools (Spreadsheets, Word processing)
Mastery of Power point presentations………………………….
Mastery of electronic data collection;
Have a good command of quantitative (SPSS, Stata, R) and qualitative (AtlasTi, MaxQDA, Nvivo, Nudist) data analysis software;
Mastery of mapping software will be an asset
Having knowledge of conducting operational research;
Have at least 3 technical references in the coordination of sociodemographic studies, particularly in the training and supervision of field staff; Support the Program Director in the establishment and management of an effective program monitoring and evaluation system and the development and production of data collection tools;
Establish a culture of using existing data to make programmatic decisions;
Train stakeholders in the information chain on maintaining and filling out collection tools and quality assurance procedures for the program;
Participate in supervising data collection from information sources;
Regularly ensure the quality (completeness, integrity, reliability, validity, precision, compliance with deadlines, etc.) of the data collected by cross-referencing information; Supervise routine data entry;
Manage the project activity database;
Produce summaries of quantitative and qualitative information for the preparation of periodic program activity reports;
Contribute to feedback to all players in the information system;
Systematically and in real time develop dashboards for current interventions;
Additional skills and competencies desired

Demonstrate sensitivity and adaptability to cultural and gender diversity;

Have a practical and in-depth knowledge of interdisciplinary development issues;

Working languages

​​Written and oral mastery of English and French is essential.
