PROFILE OF THE POSITION
OF INFORMATION SYSTEMS MANAGER
International position based in Yaoundé (Cameroon), 4-year contract
renewable once\

 




 

MISSIONS
Under the responsibility of the Permanent Secretary, the Information Systems Manager
ensures, in particular:
– the coordination and supervision of
OHADA information and technology systems;
– the centralization of new information and communication technologies
(ICT) policies of OHADA Institutions;

 

 

– transparency and traceability of information flows;
– optimization of all organizational processes by providing
integrated, secure and scalable solutions.
The Information Systems Manager has the following main responsibilities:
In Information System strategy
• define and implement an Information System development strategy
perfectly aligned with the strategy and objectives of the Organization.
In governance
• set up a strong Information System team with the technical
and functional skills necessary to manage the development of the IS;
• supervising business teams equipped and motivated to develop the use of the
Information System;

 

• ensure the implementation of an Information System governance structure
clearly defining the roles and responsibilities as well as the management and control of the
Information System;
• steer the implementation of formalized,
applied and controlled Information System management procedures.
In resource management
• ensure effective organizational, administrative and financial management
allowing the deployment of assets, resources and activities of the
Information System.
In the management of services & supply and solutions
• set up an application portfolio covering all the functionalities of
the Organization’s processes on an integrated platform;
• establish a strong capacity to provide applications that meet the needs in terms of
collaboration with the business teams with a minimum of financial and human effort.
In infrastructure management
• manage a modular, stable, scalable and secure IT infrastructure to
ensure the basis of the performance of the Information System.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
The candidate must:
– hold a diploma of at least BAC+5 level in computer systems,
computer engineering or any other equivalent discipline;
– have a minimum of ten (10) years’ experience in the management of
computer systems within a public or private administration or an
international organization;
– have good managerial skills;
– have a good ability to work in a multicultural professional environment;
– have a high sense of responsibility and listening;
– have a sense of confidentiality, communication, initiative,
autonomy and organization;
– have a good knowledge of French and one of the three other working languages
​​of the Organization, namely: English, Spanish and Portuguese.
ELIGIBILITY
Applicants must meet the following conditions:
– be aged 55 or less on 1 January 2023;
– be a national of one of the 17 States Parties to the OHADA Treaty, namely: Benin,
Burkina Faso, Cameroon, Central African Republic, Comoros, Congo, Côte
d’Ivoire, Gabon, Guinea, Guinea-Bissau, Equatorial Guinea, Mali, Niger
, the Democratic Republic of Congo, Senegal, Chad and Togo.
