CONTEXT

CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.

 

 




 

In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.

As part of its missions, CARE Cameroon is currently implementing several projects in the Far North Region aligned with its 2023-2027 multi-year strategy, namely economic and climate justice as well as Sexual and Reproductive Health, including the Green City project . funded by the European Union. To provide technical support on the construction of works and infrastructures, CARE Cameroon is looking for an Infrastructure Manager

Position  : One (01) in charge of Infrastructures

Division:  Program

Contract form:  CDD of one (01) year (Trial period included)

Working time: 40 hours per week (Full time)

Reporting line:  Project Consortium Coordinator   

Position location:  Maroua (position not relocated)

 

 

 

Assignment :

Having to play the role of HIMO-CFW engineer, the Infrastructure Manager is responsible for:

  • Ensure the technical supervision of the construction of works and infrastructures carried out under the project (HIMO/CFW sites and waste sorting and processing units);
  • Together with the municipalities, ensure the targeting of the sites for the construction of the works;
  • Assist in the technical design of the works to be carried out;
  • Provide coaching and support for CTD and CSO partners;
  • Coordinate, monitor and steer the actions of contracting companies by mutual agreement with the urban community, the district municipalities of Maroua and the state sectors;
  • Implement and follow health and safety rules on construction sites;
  • Accompany the technical feasibility study and assist in the design of CADs for waste sorting and processing units, production of Garlaka soap;
  • Participate in the administrative and logistical aspects of the management of construction sites and waste sorting and processing units.

 

 

 

FUNCTION 1 : OPERATIONAL MONITORING OF WORKS AND INFRASTRUCTURES

 

  • Ensure the management and monitoring of technical documents made available to contracting companies;
  • Assist in the technical editing of CAD files
  • Ensure the follow-up of project management with companies for construction sites;
  • Provide technical assistance to the Consortium Coordinator to achieve the rapid completion of the work;
  • Ensure the compliant follow-up of the specifications during the execution of the work as well as the respect of deadlines;
  • Ensure that production tools are set up and used by technicians;
  • Support ALDEPA and the governance manager to present to the beneficiary communities the work to be carried out in their locality;
  • Be attentive to beneficiaries in order to collect needs, complaints, major events that may have consequences on CARE’s activities;
  • Provide technical assistance to ALDEPA for the implementation jointly with the urban community and the district municipalities of Maroua as well as the works management committees;
  • Accompany the SERA manager to set up a monitoring of activities in connection with the project indicators;
  • Guarantee a sense of neutrality and confidentiality vis-à-vis the partners throughout the project;
  • Support feasibility studies / environmental notices.

 

FUNCTION 2 : TECHNICAL SUPERVISION OF PARTNERS

 

  • Train partners on the methodology and approach for implementing activities in connection with HIMO-CFW;
  • Train the communities on the control and monitoring of the implementation of the works;
  • Ensure the training of trainers from partners (ALDEPA, Municipalities) for the establishment of works management committees;
  • Support the district municipalities of Maroua and contracting companies in the identification, recruitment and training of workers (HIMO and CFW);
  • Coordinate, monitor and guide the work of contracting companies;
  • Anticipate the difficulties related to the conduct of the work and propose the resolution of the problems;
  • Assist the National Infrastructure and WASH Manager in the preparation and organization of training related to infrastructure and sanitation monitoring activities and waste management units;
  • Accompany partners in the preparation and organization of technical pre-acceptance, provisional acceptance and final acceptance of the works carried out;
  • In collaboration with the national WASH and infrastructure manager and the expert consultant, support the development of standard plans for infrastructure built using local materials.

 

 

FUNCTION 3 : SECURITY AND REPORTING

 

  • Check, carry out the delimitation of the sites of the works and analyze the potential risks;
  • Ensure the application of the security and protection measures taken;
  • Ensure that the companies have authorizations adapted to the works;
  • Ensure that companies provide personnel with the necessary protection and safety equipment, individual and collective tools;
  • Regularly check that no staff present on the work sites shows any sign of failure;
  • Ensure the proper management of waste and scrap from the site;
  • Ensure the proper execution of the work and the removal of all tools and natural boundaries;
  • Report any information on the security context or any event having a possible consequence on CARE’s activities and the security of the teams;
  • Facilitate communication between daily workers (HIMO and CFW), CARE and contracting companies;
  • Carry out the reporting of the daily evolution of the construction sites in progress;
  • Write activity monitoring reports on a weekly/monthly basis and participate in work meetings.

 

 

FUNCTION 4 : ADMINISTRATION AND LOGISTICS

 

  • In the case of recruitment of daily staff, respect the procedures and directives expressed by the project consortium coordinator and by the administrative department;
  • Plan, organize and participate in the logistical and administrative organization of field interventions, in close collaboration with the administrative and logistics departments;
  • Control the quality and quantity of equipment/materials delivered to the activity sites;
  • Ensure the reception and storage of equipment/materials and tools necessary for the conduct of the work.

 

QUALIFICATIONS AND SKILLS

Qualifications:

 

  • Bac+3 in Civil Engineering, Rural Engineering, Environmental Engineering or related field;
  • Minimum 5 years of experience in monitoring construction works;
  • Experience in capacity building of community and municipal actors;
  • Experience in development projects;
  • Experience in ecological construction using local materials would be an asset;
  • Professional experience in the city of Maroua would be an asset;

 

SKILLS :

 

  • Expertise in the construction and rehabilitation of works;
  • Leadership, management and technical coaching skills;
  • Strong ability to take initiatives and decisions;
  • Perfect command of the Office suite (Word, Excel, PowerPoint, Outlook, Teams, Sharepoint, MS project);
  • Ability to work independently and benefit from good work organization and planning skills;
  • Good knowledge of CAD and CAD tools.

 

Skills and abilities.

 

  • Have a good capacity for analysis and anticipation;
  • Be able to mitigate problems and propose reasoned and quick technical solutions when needed;
  • Be able to train and support partners;
  • Ability to work independently and creatively;
  • Strong ability to work in an intercultural context and under pressure;
  • Be flexible and available according to the tasks assigned to him and the priority needs.
