Recruitment notice: JUNIOR CONTRACT EXPERT
DESCRIPTION OF THE OFFER
CALL FOR INTERNAL APPLICATIONS FOR THE RECRUITMENT OF A JUNIOR CONTRACTING EXPERT (M/F) FOR THE GIZ REGIONAL OFFICE OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH (GIZ/BRY) IN YAOUNDE.
A. General context
GIZ is a globally active international cooperation service provider. The GIZ Regional Office in Yaoundé (BRY) covers five countries in the region. GIZ ensures compliance with legal obligations by applying labor law regulations and seeks to improve working conditions and organization. In order to strengthen our Purchasing, contracts and events team, the GIZ Regional Office in Yaoundé (GIZ/BRY) is looking for a Junior Contracts Expert in Yaoundé.
B- Area of responsibility and attributions
The position holder is responsible for:
- Management of contract request files.
- Information and support to implementing partners and projects/programs in the service provider contracting processes.
- CONTRACT
- Ensure the processing of files relating to contract requests;
- Ensure the publication of calls for competition and carry out administrative and financial evaluations of offers submitted by GIZ service providers and/or partners;
- Ensure the processing of contractualization request files and the development of contracts in COSOFT;
- Monitor compliance of contract execution with GIZ rules and procedures;
- Participate in collaboration with the Team Leader in negotiating the terms of Contracts;
- Provide advice and guidance to GIZ projects/programs in the application of service provider contracting procedures and rules;
- Identify and submit to the hierarchy the needs for capacity building of projects/programs in terms of application and compliance with GIZ standards/procedures and rules in the area of contractualization;
- Assist the Team Leader in updating procurement procedures and rules and participate in the dissemination of good practices.
- Administrative services
- Ensure the classification and archiving of all files relating to contracts;
- Ensure follow-up of contracts.
- Other attributions
- Assume all other activities and tasks on instructions from your supervisor;
- Ensure replacement within other service divisions if necessary (Purchasing and events);
- Conduct supplier compliance assessments and ensure regular updating of data;
- Optimize public procurement by implementing tools for services;
- Provide legal advice for the protection of the interests of GIZ;
- Introduce new employees to contract procedures and rules;
- Implement monitoring tools for activities related to its responsibilities;
- Work closely with the financial department to easily close payment files.
REQUIRED PROFILE
C- Qualifications, skills and experience required
1. Qualification:
- Minimum BAC + 3 in law or Bachelor’s degree in management sciences/end of studies diploma in business management, recognized professional business studies certificate or any other recognized equivalent diploma;
- Knowledge of the Cameroonian Public Procurement Code;
- Knowledge of Business Law
- Knowledge of International Relations would be an asset.
2. Professional experience:
- At least 3 years of professional experience in a similar position.
3. Other knowledge/skills:
- Excellent knowledge of the service provider contracting process;
- Very good practical knowledge of the use of information and communication technologies (corresponding software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office,)
- Good legal knowledge;
- Very good knowledge of French and good knowledge of English or vice versa;
- Knowledge of German would be an asset;
- Acquisition of qualifications required in the area of responsibility;
- Mastery of public procurement processes;
- Excellent analytical skills;
- Of great moral integrity and assurance in the context of negotiations with partners,
- Strong organizational skills.
Duty station: Yaoundé
Desired start date: October 1 , 2023
Duration of contract: CDD two (02) years, renewable
Deadline for admissibility of application files: September 9, 2023
Internal classification: Band 3A, under the supervision of the ACEL team leader of the BRY
