CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A JUNIOR TECHNICAL ADVISOR  IN MONITORING-EVALUATION  IN THE PROJECT “PROJECT TO SUPPORT HOST COMMUNITIES AND REFUGEES IN EASTERN CAMEROON AND AID TO VOLUNTARY RETURN OF COMMUNITIES IN THE CENTRAL AFRICAN REPUBLIC” (PROCAR) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH BASED IN BATOURI.

 

 

 

 

The political crises and violent conflicts in the Central African Republic (CAR) are causing major population displacements towards the regions of East, Adamaoua and North Cameroon, resulting in a difficult socio-economic situation. To deal with this, particularly with regard to the East Cameroon region, a project to support host communities and refugees in eastern Cameroon, and to assist the voluntary return of communities in the Republic Central African Republic will be implemented. Resulting from the cooperation between the Governments of Cameroon and Germany, the project will have a duration of three years and six months, and will be implemented by the  Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)  GmbH in partnership with MINDDEVEL. For the current phase, the project will operate in the East Cameroon region and is structured around four (04) axes, namely: (1) Cash for work, (2) Strengthening of cooperatives and economic participation, (3) Social cohesion and psycho-social awareness and (4) Information and legal advice on returning to CAR.

 




 

This project, whose coordination is based in Yaoundé, has a branch in the Eastern Region. As part of the implementation of its activities, PROCAR is looking for a Junior Technical Advisor in Monitoring and Evaluation for its office in Batouri.

 

Description of tasks

 

Under the supervision of the Project Manager, the Junior Technical Advisor will be mainly responsible for:

 

  • Develop, implement and restructure the monitoring and evaluation system, according to GIZ standards, in cooperation with the project manager;
  • Ensure the establishment in a decentralized manner and the proper functioning of the monitoring and evaluation system that is effective and participatory;
  • Supervise project monitoring and update information on project progress, documents and regular reports on the results of activities;
  • Develop and populate the program database (and ensure filing in accordance with GIZ rules);
  • Monitor the results, indicators and effects of GIZ;
  • Set up a database of beneficiaries of project activities;
  • Prepare progress reports (quarterly report, annual report and evaluations);
  • Assist/support the manager in the strategic and operational planning of activities;
  • Design, prepare, implement and monitor activities in close collaboration with the project manager;
  • Prepare an overview of project activities, timelines, etc. and presents it regularly during team meetings;
  • Support the preparation of terms of reference as well as the selection and supervision of external parties (e.g. consultants) in the implementation of project/programme activities, including performance evaluation;
  • Supervise, review and validate all reports of activities carried out by consultants/trainers;
  • Develop and ensure good relations with the beneficiaries and partners of the action, local authorities and representatives of civil society;
  • Organize meetings of the Project Steering Committee;
  • Write operational reports and other required documents;
  • Prepare and implement qualitative research projects (development of survey tools, field tests, training of experts, organizational preparation in the field, data collection and evaluation);
  • Ensure the role of communication focal point of the project;
  • Assume other activities and tasks as instructed by his superior.

 

 

 

REQUIRED PROFILE

Qualifications required

  • Bac+4 diploma in Project Management, Social Sciences, Statistics or other related fields;
  • At least 03 years of professional experience in a similar position;
  • Good working knowledge of the use of information and communication technologies (related software as well as telephone, fax, e-mail, Internet) as well as computer applications (such as MS Office);
  • Good management, organization and synthesis skills;
  • Acquisition of qualifications required in the field of attributions. Appropriate training measures are chosen in consultation with the responsible executive
  • Very good knowledge of French and English, proficiency in the Gbaya or Fulfulde language will be an asset;
  • Be able to work under pressure and within a multicultural team

 

Contract start date  : April 15, 2023

Contract period  : April 15, 2023 to April 14, 2025

Duty station  :  Batouri

Internal job classification: Band 3T,  under the hierarchical supervision of the Project Manager
