The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE CoSMO PROJECT
The CoSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is a 5-year, approximately US$33 million project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (CRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country with high HIV burden. Summary
As the CoSMO Project Livelihood Senior Officer, you will work closely with the Deputy Chief of Party-Program Quality to provide technical guidance and support to CoSMO Project Implementing Partners and Sub-Grantees in the area of stability for OVC and their families, ensuring
effective supervision of all livelihood interventions based on clear needs assessments and implementation of affected household case plans. You will also provide guidance to achieve UNAIDS 95-95-95 targets in support of NCPC’s work serving HIV-infected and affected OVC and their caregivers. You will support the delivery of these household livelihoods and economy strengthening services in line with the family-centered and strengths-based case management approach, and you will ensure that project participants receive quality direct services and are guided according to their needs in order to achieve resilience in the area of stability.
In coordination with the Care and Treatment Advisor, Prevention Manager, MEAL & Data Managers, Policy and Advocacy Advisor, and Zonal teams, ensure quality implementation of all PEPFAR-eligible livelihoods interventions in the CoSMO project targeting parents /caregivers and adolescents. Interventions include, but are not limited to, savings and loan methodology, cash transfer, short-term emergency grants, business and market assessment, start-up finance, and financial education.
Support the scaling up of the community model for engaging community structures to improve access to revenue mobilization for vulnerable households.
Work closely with area teams and partners to oversee the implementation of standard operating procedures to achieve effective referral to livelihood and household economy strengthening interventions, such as grants short-term emergency.
Support area teams and partners in the implementation of livelihoods services based on the needs of project participants and households, as identified during individual assessments and household assessments and documented in action plans.
Support central and area teams and sub-recipient implementing partners in their efforts to collect, analyze and use project data related to livelihoods, in accordance with specified mechanisms and tools. Support the MEAL team of the COSMO project and partners in the preparation of reports according to the established schedule.
Strengthen zonal teams to plan and conduct livelihoods training, mentoring and coaching. Monitor capacity building and technical support activities to ensure effective impact.
MINIMUM QUALIFICATIONS
Education and experience
• A bachelor’s degree in economics, public health, project management or in the field of social work is required. A master’s degree in project management, in public health economics would be a plus.
• Minimum of 5 years of professional experience in project management and support.
• Prior knowledge or experience in social services, microfinance, HIV, and/or WASH and nutrition.
• Experience implementing and/or monitoring PEPFAR programs.
• Experience in facilitation, participatory action planning and/or community engagement.
• Experience in the use of MS Windows and MS Office software (Excel, Word, PowerPoint).

The OVC program addresses the challenges of sustainable care and support to OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to provide quality care and support to HIV-infected and affected children in Cameroon. Under the leadership of NECC, subrecipients’ partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.

MINIMUM QUALIFICATIONS
• Bachelor’s degree in Economics, Public Health, project management, or in the field of Social Work is required. A Master’s degree in Project Management, Public Health Economics would be a plus.
• Minimum of 5 years of work experience in project management and support.
