Recruitment notice: Logistician at Premium Urgence International

Overall objective:

The Logistician ensures the proper functioning of the logistics of his base organized around efficient support logistics and a supply chain that includes the last mile. It contributes to the implementation of good practices, tools and procedures necessary for the smooth running of activities.

 

 




 

Responsibilities and fields of action

–         Supply chain : He/She actively contributes to the implementation and coordination of the supply strategy for his/her base. He/She ensures that the administrative and operational components of the supply chain are in place and functional at his level. He/She is, on his/her basis, the guarantor of compliance with procedures, policies, processes in connection with the purchasing, transport and warehousing functions. He/she ensures that close links are forged with the coordination in order to avoid delays, losses, breaks in the headquarters-coordination-field supply chain.

–         Support logistics : He/She ensures that the teams are provided with the means, resources and tools they need to carry out their activities. He/She actively contributes to the sizing of its base in terms of buildings (work and living spaces), materials, equipment, services allowing its proper functioning.

 

 

 

–         Security : He/She ensures on his base the deployment of the means and frameworks necessary for the application of the rules in connection with communications, movements and the management of buildings.

–         Team management : He/She participates in the HR sizing of his team and the validation of their job profiles. He/She directly manages the employees who report to him hierarchically in accordance with HR policies and procedures from recruitment to performance evaluations.

–         Operation of the bases : He/She supports all the teams in the context of redeployment / installation / rehabilitation / closure of the base.

–         Coordination : He/She centralizes and disseminates logistical information within the Base. He/She consolidates internal reporting and communicates it to the coordination team on time.

Specific objectives and associated activities

1-      MANAGE THE SUPPLY CHAIN

–        Respect the framework as well as the global monitoring process of the supply chain which are in place and those which particularly concern its base.

 

 

 

–        Supervise all procurement processes directly involving its base, ensure compliance with internal policies, rules, procedures and tools as well as donor requirements.

–        Ensure that a local supply chain infrastructure is in place and maintained (taking into account procurement, transport and warehousing operations) and that an efficient pipeline is established to at the last mile, final place of delivery of the required goods, works and services.

–        Actively contribute to ensuring that the principles of competition are respected for supply, works and services contracts and that they are correctly managed, contracted and delivered, delivered at the right time and place.

–        Participate in the identification and referencing of suppliers, contractors, service providers. He/She ensures the consolidation and updating of data concerning them (price catalog, database).

–        Propose the modes of transport adapted to the needs, ensure the suitable packaging of the transported goods and the respect of the deadlines.

–        Check that storage is well managed (compliance with rules and guiding principles) and ensure that the appropriate documents are used, updated and shared with stakeholders (eg monitoring the status of project stocks).

–        Coordinate with the supply coordination team for all purchases made in the capital and/or internationally.

2-      DEPLOY ADAPTED SUPPORT LOGISTICS

–        Puts in place the technical and human resources relating to the management of the buildings, the energy management, IT and the means of communications of the base. He/She is force of proposal as for the evolutions to be considered in terms of technical and human needs for the good functioning of his base.

–        Set up tools for steering and monitoring activities (fleet and fleet management). He/She pays particular attention to cost management. He/She analyzes the reporting on a monthly basis and proposes the necessary corrective actions if necessary.

–        Actively participates in the choices and technical validations that are operated on the base in connection with the equipment, the means of transport as well as the service providers necessary for the proper functioning of its base.

–        Deploys and enforces operating procedures and good practices relating to the use of equipment, premises and means of transport. He implements and follows the principles, directives of the coordination in connection with the tools, IT solutions necessary for the proper functioning of his base.

3-           IMPLEMENTATION OF ACTIONS RELATED TO THE SAFETY OF PEOPLE, GOODS AND PLACES

–        Is a source of proposals as to the logistical means (material and human) to be put in place to ensure the security of the bases and the teams in the field.

–        Sets up and enforces the devices, standard operating procedures, rules with regard to the management of buildings, communications but also the movement of people and goods.

–        Is involved in the analysis of the context and the security conditions on its base through the prism of the hearts of

–        trades and logistics activities. He alerts and issues recommendations to the Field Coordinator if necessary.

–        Communicates on a regular basis with guards, drivers, radio operators on incidents, risks and attitudes to be observed (regular meetings).

–        Participates in the assessments of security conditions in the defined areas, according to the operational development prospects envisaged.

4-      STRATEGY AND MANAGEMENT OF BASIC LOGISTICS TEAMS

–        Develops and validates the action plan of the logistics department of its base, taking into account the needs of the teams, and aimed at the smooth running of activities and the proper functioning of the base.

–        Animates work meetings, arbitrates any conflicts, defines the priorities and activity schedules of his department.

–        Participates in the HR dimensioning of his department, in the recruitment, evaluation of the team as well as in the direct management of the latter. He/She ensures that the members of his/her team carry out their tasks and responsibilities.

–        Identifies staff training needs.

–        Contributes to capacity building as well as logistical training of staff enabling teams to implement and monitor their activities, in compliance with processes, procedures and tools.

5-      ENSURE REPORTING, THE CIRCULATION OF INFORMATION RELATED TO LOGISTIC ISSUES

–        Shares the data and logistical information produced by the base with the teams concerned.

–        Is associated, when necessary, with project proposals, final reports and audits related to the areas and activities covered by the logistics of its base.

–        Participates in the financial and administrative management in its field of activity. He/She ensures that the budget lines allocated to the logistics department of his base are respected and shares his monthly cash requirements.

–        He/She participates in the drafting of project documents by providing technical support (costing, estimation of needs and contributes to the supply plans of his/her base.

Required profile:

Hold a Bacc+2 or any other equivalent diploma in logistics Bioforce training appreciated (é).

Ø   Professional Experience  :

–        Experience of at least two (02) years in logistics in the humanitarian sector.

–        Management experience

–        Experience in a similar position

Ø   Mandatory knowledge and skills

–        Good knowledge of the supply chain (purchasing, transport, storage) or in logistics support (facilities management)

–        Experience in management and organizational skills

–        Writing reports

–        French

–        Office package (Office 365)

Ø   Knowledge and skills appreciated

–        Technical experience in another logistics field

–        Negotiation skills

–        Staff training and capacity building

–        English

–        Other local language

Terms

Ø  Position based in Maroua or Kousseri (Far North region)

Ø  Fixed Term Contract.

Ø  Salary defined according to the PUI salary grid.

Ø   Starting position in OCTOBER 2023.
