Introduction

 




 

Nascent Solutions, Inc., (Nascent) is seeking to recruit an Education and Literacy Lead to
provide lead and oversee the design and implementation of the core literacy interventions of the
FY2023 United Stated Department Agriculture (USDA) McGovern-Dole Food for Education and
Child Nutrition program in Cameroon. the incumbent, brings international development and
expertise in managing USG programs. A successful candidate will lead and oversee the
development and implementation of an inclusive and gender-sensitive literacy and Education
interventions. The Education Lead will ensure compliance with donor requirements and effective
implementation and coordination of all program education activities.
The principal objectives of the McGovern-Dole Program are to improve 1) food security, reduce
the incidence of hunger, and improve literacy and primary education, particularly with respect to
girls; and 2) maternal, infant, and child nutrition programs for pregnant women, nursing mothers,
infants, and children who are five years of age or younger.
Duties and Responsibilities

 

 




 

 

• Provides technical input on education activities, which may include: the revision and
development of literacy curriculum, materials, training manuals; support teacher
professional development, school management committees, headteachers and school
administrators.
• Safeguard the technical and operational completeness of activities, and in cooperation
with the team and partners, ensure the design and rollout of education activities.
• Provide technical methodologies to accomplish program objectives that ensure the
promotion of learning and the wellbeing of children.
• Work in partnership with partners, donor and stakeholders to ensure the adoption and
sustainability of efficiency program strategies.
• Provide technical and program guidance and oversight in the design and day-to-day
operations and implementation.
• Contribute to the collection of requisite data to support monitoring and evaluation
initiatives for the education program activities.
• Document and prepare quality, precise and timely reports, as required.
• Support the implementation of education and literacy program activities including
designing annual workplans, coordination with Ministry of Basic Education (MoE), local
partners and donor agencies.

 

 

 

• Liaise with various teams (administrators, teachers, grade-level) to facilitate analysis of
data provided by diagnostics, common assessments, and formative assessments.
• Supervise field support staff.
• Serve as a communication conduit for portfolio-related status, actions, decisions, risks
and issues, and schedules for strategic initiatives.
Required Qualifications
• Bachelor’s degree in education, literacy or related field
• Minimum of five years of knowledge with progressively increasing responsibility for the
design, management, and implementation of comprehensive education programming in
developing countries encompassing multiple stakeholders and implementing partners.
• At least three years of experience providing technical leadership on large-scale USDA
funded projects and designing and implementing education programming, preferably in
West Africa.
• Firsthand experience facilitating large-scale teacher training, focused on literacy
instruction.
• Expertise in inclusive, gender-sensitive education strategies and pedagogy.
• Ability to collaborate and liaise with senior officials, other implementing partners, relevant
education sector stakeholders, and senior members of the donor community.
• Demonstrated track record overseeing a project team comprised of technical experts
from diverse backgrounds and nurturing team work. Prior supervisory experience.
• Ability to increase support from staff across teams and build up the capability of others.
• Outstanding interpersonal skills and proven ability to lead.
• Excellent written and oral communication skills.
• Ability and commitment to be particularly adaptable and accommodative in challenging
operating environments.
• In country and/or regional experience desired
Language Requirements
The candidate must be proficient in written and spoken French and English.
