BACKGROUND
International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides emergency assistance, rehabilitation and post-conflict reconstruction to victims of natural disasters, oppression and violent conflict in 42 country. The IRC is committed to bold leadership, innovation and creative partnerships. COUNTRY CONTEXT:
The IRC began its operations in Cameroon in 2016 to respond to the growing concerns of populations affected by violence linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends throughout the Far North, notably in Mayo Sava, Mayo Tsanaga and Logone & Chari, delivering rescue programs to increase access to water and improve practices hygiene in vulnerable displaced and host communities, cash programs to enable poor families to meet basic needs and improve food security, and protection programs, including to address the specific needs of women and girls. Following the worsening crisis in the North West and South West regions of Cameroon, the IRC expanded its operations to the South West region in August 2018, providing vital humanitarian assistance to displaced populations in the interior of the country. IRC field offices are located in Maroua and Kousseri in the Far North, Buea in the South West, as well as a representative office in Yaoundé.
IRC Cameroon is committed in its Strategic Action Plan 100 to continuing to provide essential humanitarian services, with a focus on security in communities and ensuring that affected populations can meet their health needs. grassroots, while strengthening the resilience of beneficiaries, particularly women and girls.
POSITION OVERVIEW: Reporting directly to the MEAL coordinator, you will strengthen MEAL efforts, approaches and systems to optimize means and opportunities for monitoring, evaluation, accountability and learning in the region (Far North or SWNW ) and in the Economic Recovery and Development (ERD), Protection and Empowerment of Women (PAF), Protection and Rule of Law (PRoL), Environmental Health (EH), Education and Child Protection sectors of the IRC mission in Cameroon. You will also provide support for the overall ambitions of IRC’s Strategy100, in particular the “Data” ambition and the country’s strategic action plan. You will supervise the MEAL officer functions of projects or technical areas [1] within the Cameroon MEAL team for the region of assignment.
RESPONSIBILITIES:
Management and partnership
Manage all technical aspects and actions of MEAL concerning the sectors of intervention of IRC in Cameroon; meet program needs; promote the application of norms and standards in terms of data quality, analyzes and reports. Ensure accountability and responsibility towards clients, partners and donors;
Support the design and implementation of MEAL systems and approaches, consistent with IRC standards and practices, that meet project and program needs, enable accountability to our clients, partners and donors, and promote learning in programs;
Represent IRC at technical meetings, forums and other events and build partnerships within IRC and other areas of expertise;
Promote access and use of data by IRC leaders and partners for shared learning and decision-making based on MEAL data; for this, there should be a learning data bank that is updated and shared periodically (monthly) in order to promote learning management;
Harmonization MEAL teams inside and outside IRC to provide support for the harmonization of MEAL systems and approaches, sharing capabilities and experiences.
Technical supervision
Lead the MEAL system and processes for the program (all sectors of intervention of the IRC in Cameroon in its region of competence) in accordance with the country strategy and the overall MEAL strategy throughout the project cycle, from the design and implementation phases to the closing and learning capitalization phases, this includes:
Engaging in the design, methodology and conduct of surveys using simple first and second degree statistical methods ( including the cluster sampling method) such as baseline surveys and endline surveys, as well as commissioning external evaluations in coordination with program colleagues, the coordinating MEAL and partners;
Advocate for, and provide support for, the expansion of technologies (CommCare and Power BI) that encourage standardization of mobile data and online dashboards to improve the speed and quality of collection, analysis , as well as data visualization;
Adhere to and participate in the IRC’s efforts to meet its internal and external accountability commitments through the implementation of robust accountability, feedback and client response mechanisms [2].
Human Resources
Coordinate, lead, supervise and support a dynamic team of small to medium sized MEAL employees; promote timely, quality achievements, as well as an inclusive and respectful team climate;
Guarantee the setting of the objectives of your supervisees and their evaluations in a timely manner as set by the human resources SOPs;
Promote staff growth and development within IRC and partner teams in the MEAL domain: lead and develop high-quality technical training and learning materials for partners, colleagues and junior staff;
Participate in the recruitment and integration of MEAL officers/agents and assistants and (if applicable) external consultants.
Primary Working Relationships:
The position reports directly to the MEAL Coordinator or a partnership between the MEAL Coordinator and the Program Coordinator.
The position directly supervises MEAL officers/agents and assistants, as well as other internal and/or external personnel.
Other internal and/or external contacts:
Internal: collaborate with MEAL staff, technical coordinators/program managers for the entire country program, responsible for partnerships or focal points, HR officers, the compliance coordinator and the Field Coordinator (Field Coordinator)
External: collaborate with clients, supervise external consultants in partnership with technical coordinators (if applicable).

MEAL Managers have:
A Master 2 university degree in a relevant field (such as statistics and data management, social sciences, public health, development economics or a related field) – a diploma technical and additional relevant professional experience in data collection, analysis, processing and reporting may be substituted for studies.
A minimum of 3 years of professional experience in functions related to monitoring, evaluation, taking responsibility and learning in projects.
Technical skills in establishing quality MEAL processes and creating logical frameworks and data analyzes that provide learnings and lead to action.
Proficiency and proven experience using mobile data collection software such as Kobo, CommCare, ODK Collect is essential, as is proficiency in Microsoft Excel, SPSS, STATA or other similar software. Knowledge of Tableau, PowerBI or GIS software and tools are additional assets;
Demonstrated skills in analysis, systematic and systems thinking, and problem solving.
A verified ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods, as well as presentation and reporting skills are important assets.
Demonstrated ability to lead, supervise and empower a small to medium-sized professional team.
Self-starter with excellent organizational and planning skills, including prioritizing and multitasking with attention to detail and deadlines;
A strong understanding of accountability and a proven ability to implement feedback and accountability systems for clients is a definite advantage.
Willingness and ability to travel and work in the field (30%).
Language: know how to read, speak and write English and French. Knowledge of a local language in the areas where IRC operates is an asset.
