PROJECT SUMMARY
The “Consolidating Systems and Services for the Management of Orphans and Vulnerable Children in Cameroon” (CoSMO) project is funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development “(USAlD) for five (05) years up to 33 million US dollars. The CoSMO will cover at least 68 health districts in the ten (10) regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
CoSMO will address the challenges of sustainable OVC care by building the capacity of the Government of the Republic of Cameroon (GRC), civil society, communities and households to deliver quality care and support children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient implementing partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country where the HIV burden is high. high or in which there is a high load of OEV.

TERMS OF REFERENCE Job
Summary
The MEAL Director will be a key staff for the CoSMO project and will be responsible for leading the management and implementation of the program monitoring and evaluation framework and information system to track the achievement of program objectives and results. PEPFAR. He/she will lead the development of holistic approaches to collaboration, learning and adaptation, including promoting the collection, analysis and use of quality data to assess progress, identify areas to improve and plan the improvement and/or adaptation of the program. He/she will ensure the establishment of a robust and adequate monitoring and evaluation data system to improve the collection, management and analysis of program data, to track and report on progress towards achieving PEPFAR’s MER goals. The MEAL Director will guide reporting processes among technical staff and consolidate program reporting, promote learning and knowledge sharing of best practices and lessons learned. He/she will support all technical staff in MEAL functions and manage the MEAL team.

Lead the development, management and periodic review of MEAL systems at the project level, including MEAL documents and donor deliverables such as performance monitoring plans, performance indicator reference sheets, indicator performance tracking tables, data collection instruments, detailed implementation plans that are appropriate to the scope and context of the OVC program.
Provide management, guidance and technical oversight to NCPC for the development and use of ICT4 MEAL systems, processes and tools for data collection, analysis, visualization and reporting.
Analyze and evaluate project performance data, in coordination with program management, including the use of differential and inferential statistics (quantitative data), content and trend analysis (qualitative data).

and the use of project performance data with project staff, partner teams to inform decision making and identify lessons learned. Ensure the quality of monitoring data through regular data quality assessments. Assist in the preparation of trend analysis reports and the dissemination of results.
Lead technical, budget management, monitoring, reporting and capacity building activities related to MEAL throughout the project cycle – start-up, implementation and close-out – in accordance with PEPFAR MEAL requirements. Ensure both compliance with verifiable requirements and the implementation of best practices.
Effectively manage talent, oversee and lead a team of approximately 17 MEAL staff centrally and in the field. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, assist in the project staff recruitment process and perform direct reporting performance management.
Build capacity of program staff and partners on MEAL. Optimize the participation and capacity development of partners in the implementation of MEAL systems.

 

 

Promote learning with project staff and partner teams – identify opportunities for learning, research and publications on OVC and MEAL policy implementation. Proactively identify issues and concerns and use participatory processes to overcome barriers to implementation, encouraging reflection on key questions, assumptions and themes to identify and address learning gaps. Promote the application of learning to improve program quality and strengthen agency influence with external stakeholders. Facilitate the dissemination of promising practices and lessons learned to contribute to NCPC’s knowledge management program.
Ensure that learning properly accompanies project activities throughout its cycle.
Co-lead the design and implementation of a feedback and response mechanism (FRM). Coordinate the deployment and implementation of the
FRM and other accountability activities for the project(s). Support

active research and response to feedback from all members of targeted beneficiaries, communities and other stakeholders.
Represent the CoSMO project on MEAL with USAlD, PEPFAR implementing partners, the UN, relevant local partners, and local and community actors concerned with OVC.
Coordinate the activities necessary to ensure the financial, material and human resources MEAL for a quality implementation of the project.
Provide directive support to donor reporting requirements (including quarterly, semi-annual and annual technical reports) in a timely manner, in coordination with the Deputy Chief of Party.
MINIMUM QUALIFICATIONS
Education and Experience
Master’s degree in public health, epidemiology, statistics, social sciences or any related MEAL technical field.
Minimum of seven (07) years of professional experience in technical or management positions in the field of MEAL, including three (03) years as senior MEAL executive (director, advisor, senior manager). Recent experience in pediatric HIV, OVC and PEPFAR adolescent programs will be an advantage.
Ability and experience in designing, setting up and managing monitoring and evaluation systems, ensuring data quality and managing performance-based and data-intensive programs ( preferably funded by PEPFAR).
Knowledge and practical experience in using mapping and other tools (computer software) to target program interventions and resources.

 

 

Proven ability to effectively coach, guide and build capacity of peers, direct reports and partner staff.
Experience working with stakeholders at different levels and building community partnerships.
Ability to contribute to the development of technical proposals would be a

plus.
