ABOUT THE CENC
The National Episcopal Conference of Cameroon (CENC) is the seat of the Catholic Church in Cameroon, where the promotion of human dignity is at the center of the concerns of the Sustainable Development Goals. The CENC works to ensure the dignity of the human being, the common good, the subsidiarity and the solidarity of all humans. The development work of the CENC in Cameroon is accomplished through access to quality education, health, the promotion of the commitment of the faithful to the reduction of inequalities and the empowerment of vulnerable groups.
SUMMARY OF THE CoSMO PROJECT
The 5-year, approximately US$33 million CoSMO (Consolidating Systems and Services for the Management of Orphans and Vulnerable Children) project is funded by the President’s Emergency Plan for AIDS Relief ( PEPFAR) through the United States Agency for International Development (USAID). It will cover at least 68 health districts in the 10 regions of Cameroon. The program will be implemented by a consortium of local organizations led by the National Episcopal Conference of Cameroon (CENC) from January 1, 2023.
The OVC (Orphans and Vulnerable Children) program addresses the challenges of the sustainable care of OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities and households to provide care and quality support to children infected and affected by HIV in Cameroon. Under the leadership of CENC, sub-recipient partners, the Government of Cameroon and other stakeholders will work collaboratively to reach approximately 65,000 OVC and their families in health districts across the country where the HIV burden is high. high. Job Summary
Under the supervision of the MEAL Manager, the MEAL Officer will assist in the implementation of project Monitoring, Evaluation, Accountability and Learning (MERA) activities at the zonal level, working directly with sub-recipients and members. of the community, coordinating various MEAL activities and events related to the project supporting the work of the Episcopal Conference

Roles and Responsibilities
Support the coordination and monitoring (including digital data collection) of MEAL activities in the field, ensuring that implementation timelines are adhered to in accordance with the detailed activity plan.
Monitor and report on MEAL-related activities at sub-recipients. Compile data provided by the sub-recipient in accordance with project requirements and contribute to the preparation of quality reports.
Coordinate communication and facilitate sharing of MEAL-related information between the project team, sub-recipient and project beneficiaries at the community level.
Promote the use of the Information and Management System (GIS) of the project at the zonal level. Verify sub-recipient data through the project Management Information System (MIS) to ensure defined data quality standards are met within specified reporting periods.
Oversee the implementation of Data Quality Audit (DQA) activities in accordance with USAID/PEPFAR DQA standards, as well as NCPC policies and procedures at the implementing partners and partners. ensure that identified deficiencies have been addressed in a timely manner.
In coordination with the project team, support MEAL-related capacity building events for sub-recipients. Build capacity through mentorship, supportive supervision and training on data management and use, including use of project data collection tools, interpretation and analysis of performance indicators key, quality reports to meet project requirements.
Actively participate in regular joint supervision visits to implementing partners and ensure timely implementation of action plans.
Assist in the deployment and implementation of the project’s Complaints and Feedback Mechanism (MPRF). Support active research and response to feedback from all members of targeted communities and other stakeholders as defined by the MPRF.
Liaise with and mobilize various community stakeholders to ensure the full involvement of community leaders, community representatives and local government representatives in the overall implementation and improvement of project MEAL activities.
Coordinate regular data review meetings including MEAL technical teams to assess project performance against set objectives and key activities.
Ensure that standard procedures for filing beneficiary files are followed at the level of implementing partners.
Contribute to project learning by asking thoughtful questions, reflecting and sharing with project coordination information gathered from community members and partners.
MINIMUM QUALIFICATIONS
Education and experience
Master’s degree in statistics, biostatistics, demography, public health, epidemiology, information systems management or any other relevant field.
At least 4 years of practical experience in Monitoring, Evaluation, Accountability and Learning (MERA) with an international NGO and preferably in the health sector.
Advanced knowledge of using MS Excel for data analysis and visualization. The level of knowledge will be tested.
Proficiency in data management/analysis software such as SPSS,
Epidata/info, Access, Stata, R, Python or other similar software.
Proficiency in PowerBi or Tableau or similar software
Good knowledge of using Microsoft Office 365.
Knowledge of case management and longitudinal analysis. The following attributes would be a plus
Experience in HIV/AIDS projects/programs
Knowledge of PEPFAR MER data requirements.

Under the leadership of NECC, subrecipients’ partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.

zonal level, by working directly with sub recipient and community members, coordinating various MEAL-related project activities and events in support of National Episcopal Conference of Cameroon (NECC) work to serve the poor and vulnerable children. Your service and community relations skills ensure that the sub recipient and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact. You will work closely with sub recipient, Zonal program team and the central MEAL team to ensure high quality data that enables the tracking of services provided to Orphans and Vulnerable Children (OVC) in the Centre, Littoral, West and North-West region of Cameroon .
Duties and res onsibilities
Support the coordination and monitoring (including digital data collection) of MEAL-related project activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to MEAL-related systems for quality project implementation are strengthened.
Monitor and report on MEAL-related activities at sub recipient. Compile data provided by sub recipient as per project requirements and contribute to the preparation of quality reports.
Coordinate communication and facilitate MEAL-related information sharing among the project team, sub recipient, and project beneficiaries at the community level to assist sub recipient in strengthening the community interest, involvement and support networks.
Champion the utilization of Project MEAL Management Information System (MIS) at the zonal level. Verify sub recipient data through project Management Information System to ensure set data quality standards are adhered to within specified reporting periods.
Oversee implementation of Data Quality Audit (DQA) activities as per USAID/PEPFAR DQA standards, as well as NECC Policies and Procedures at implementing partners level and ensure identified gaps have been action in a timely fashion.

Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project MEAL activities.
Coordinate regular data review meetings, including technical and MEAL teams to assess project performance against set targets and key activities.
Ensure standard beneficiary filing procedures are adhered to at the implementing partners level.
