Introduction

1. Context

Under the leadership of the regional office in Dakar and closely linked to interventions in the neighboring Central African Republic (CAR), DRC began its operations in Cameroon in 2017 by responding to the humanitarian needs of CAR refugees and vulnerable Cameroonians in the region. ‘Adamaoua. Currently, DRC operates a main office in Meiganga and two secondary offices in Djohong (Adamaoua region) and Garoua-Boulai (Eastern region). In early 2019, DRC also initiated operations in the South West region to provide assistance meeting people’s basic needs for food, shelter and protection in rural and hard-to-reach areas. In 2023, DRC is launching an intervention in the Logone-et-Chari department, in the Far North, with the priority of seeking solutions to the root causes of intercommunity conflicts through programming on peacebuilding and resilience. DRC works with different local partners in Cameroon and is gradually increasing its financial support to Cameroonian civil society organizations.

 

 

2. Objet

Under the direct supervision of the Project Manager based in Kousseri, the MEAL Officer is responsible for providing technical support and monitoring of the monitoring and evaluation activities implemented within the framework of the project as well as supporting the partner in its planning, implementation and monitoring of monitoring and evaluation activities. The MEAL Officer will be responsible for technically supporting planning activities, development of project monitoring tools, beneficiary selection processes, activity monitoring, feedback mechanisms and complaint management and evaluation. .

3. Responsibilities

Under the direct supervision of the Project Manager and with the technical supervision of the MEAL Specialist, the MEAL Officer will have the main responsibilities and tasks:

Monitoring and evaluation

  • Contribute to the development and updating of logical frameworks and MEAL plans for projects.
  • Collaborate with programs and partner to ensure routine data collection according to the MEAL department work plan;
  • Carry out monitoring visits to program activities and discuss with intervention communities on aspects related to accountability issues;
  • Carry out quantitative and qualitative data collection activities in the field;
  • Support the design and piloting of monitoring tools to be used during activities and assistance;
  • During monitoring activities, ensure that beneficiaries are treated with respect, confidentiality and informed consent;
  • Support the updating of data collection tools on the Kobo Toolbox platform;
  • Develop and update databases for monitoring program activities;
  • Contribute to the organization of data collection (ToRs, digitalization of questionnaires, planning of surveys, training and supervision of investigators, etc.);
  • Carry out verification and processing of evaluation data.
  • Analyze data in collaboration with programs and partners and support the writing of reports.

 

 

Accountability

  • Develop and implement the feedback mechanism of DRC and its community partner following the fundamental humanitarian standard of quality and accountability (CHS) and based on existing DRC SOPs;
  • Raise awareness among DRC intervention communities and its partner on the use of the feedback management mechanism;
  • Train the partner team and the DRC program team on the feedback mechanism;
  • Manage the telephone line for complaints and feedback if necessary;
  • Report problems and conflicts that could arise during monitoring descents;
  • Provide feedback to users of the feedback mechanism;
  • Analyze the compiled data and design the feedback dashboard.

Reports and information

  • Submit monthly reports on monthly achievements and identified challenges;
  • Produce draft evaluation reports after data analysis;
  • Write periodic monitoring reports to ensure that programs have accurate and useful data to inform project development;
  • Support the Project Manager in updating the Project Monitoring Tool;
  • Participate in program evaluation.

Technical support to the partner

  • Provide technical support to partner staff for all MEAL activities (including identification of capacity gaps and capacity building opportunities).
  • Support the Project Manager to provide technical support and technical supervision to the partner’s staff during the implementation of the project’s MEAL activities.
  • Organize training on MEAL to strengthen the capacities of partner teams.

4. Required Qualifications

  • Key experiences
  • Bac +3 minimum in a relevant field (statistics, development research or social sciences, preferably with particular attention to monitoring and evaluation);
  • Training in quantitative methodologies, including database management;
  • Minimum two (02) years of relevant experience particularly in national or international NGOs in a similar position;
  • Experience in MEAL or statistics applied to the human and social sciences, in the humanitarian field is a plus;
  • Strong analytical skills and an understanding of a range of monitoring, evaluation and assessment methods to promote evidence-based learning;
  • Demonstrated ability and understanding to design, commission and manage evaluation methodologies and techniques such as focus group discussions, key informant interviews, observations, to name a few;
  • Excellent command of Office packages (Excel spreadsheet, Word word processing software, PowerPoint presentation software, etc.), and other data processing and analysis software such as SPSS, R, as well as very good command the use of the Kobo Collect and ODK platforms;
  • Knowledge of Power BI and mapping software such as QGIS would be an undeniable asset;
  • Be flexible and able to work under pressure;
  • Demonstrate very good writing, organizational and initiative skills;
  • Enjoy meticulous work and have a concern for quality.
  • Good oral and written communication skills;
  • Advanced command of French;
  • Knowledge of at least one of the local languages ​​of the DRC intervention area and/or English preferred.

5. General regulations

  • The employee must follow DRC’s security, confidentiality and ethical guidelines, including the Code of Conduct and Humanitarian Accountability Framework
  • The employee must not carry out any other paid activity during the duration of the DRC contract without prior authorization
  • The employee must not engage in any activity that could harm DRC or the implementation of any project during the term of the DRC contract
  • The employee must not grant media interviews or post photos related to DRC programs or share other materials without receiving prior authorization.
  • The employee must return all equipment loaned by DRC to perform the work after the end of the contract period or upon request by DRC.
