THE KEY PROGRAM
This mandate is part of the Voluntary Cooperation Program Skills, Leadership, Education(CLÉ Program), an initiative implemented by a consortium made up of the Paul Gérin-Lajoie Foundation, Éducation internationale and the Fédération des cégeps. Funded by Global Affairs Canada (GAC), the KEY Program started in 2020 and will run until 2027 in six countries (Benin, Cameroon, Guinea, Rwanda, Senegal and Togo). The program aims to increase the economic and social well-being of the most marginalized and vulnerable populations – especially girls and women – by improving the quality of basic, secondary and vocational education. and technical (TVET). To do this, the CLÉ Program intends to build the capacities of some forty partners in the implementation of quality educational initiatives and services that are more inclusive,

DESCRIPTION OF THE MANDATE
A mandate for a volunteer cooperating person in monitoring-evaluation, accountability and learning (SERA) is to be filled in Cameroon (Yaoundé).

To this end, the CLÉ Program has adopted a strategy in SERA enabling it to support the implementation of its activities, provide proof of the changes to which it contributes and contribute to accountability, learning and sharing. of knowledge within the various organizations that make it up. Mandates for voluntary cooperating persons are therefore to be filled in the 6 countries of the CLÉ Program in order to ensure the operational follow-up of this strategy in SERA.

This proposal for terms of reference aims to provide technical support to the teams of the various country offices in order to enable them to ensure effective planning of the capacity building activities carried out with program partners by basing it on organizational evaluation processes. detailed and documented. It also aims to support the efforts of these teams to measure the impacts of the program’s activities with regard to the expected results.

 



 

The SERA advisor will carry out his mandate under the supervision of the representative of the country office to which he will be assigned, in addition to being in contact with the members of the consortium’s program team.

Depending on the needs and without being limited to what is mentioned, the voluntary cooperating person will have to assume the following responsibilities:

Support the team of volunteer cooperators from the country office and the headquarters team in order to:
• Ensure the planning, follow-up and analysis of the organizational diagnoses to be carried out with the various partners of the program;
• Operationalize the data collection methodology for monitoring program activities;
• Monitor program results in relation to the indicators defined in the performance measurement framework;
• Ensure the management of documents and work tools produced as part of the program’s activities in order to ensure successful sharing and integration of the learning achieved;
• To participate in the capitalization of good practices and organizational learning related to the program;
• Plan and monitor capacity building plans with partners;
• Write documents for communicating the results and contribute to the accountability and transparency of the program with the various partner organizations;

• Provide ad hoc support to program partner organizations in their SERA practices;

. Contribute to Canada’s international development efforts by participating in public outreach and engagement activities.

• ADVANTAGES
• Hold a degree in project management, organizational development, program evaluation, social sciences or other relevant field;
• Have proven experience in setting up monitoring and evaluation systems and more specifically in designing tools for collecting, processing and storing data in Excel and/or another web system (questionnaires, forms, guides, etc.) .);
• Demonstrate very good knowledge of results-based management (RBM) and participatory and/or gender-sensitive methodologies in project planning, monitoring and evaluation;

 



 

• Have a good knowledge of Global Affairs Canada’s reporting requirements, particularly in relation to Canada’s Feminist International Assistance Policy;
• Have good analytical and synthesis skills;
• Demonstrate good intercultural communication skills;
• Have an excellent command of French and English (an asset), both written and spoken;
• Demonstrate a good ability to collaborate with multiple partners, including government departments;
• Have experience in the field of pedagogy (an asset).
