Recruitment Notice: Monitoring and Evaluation Officer needed at NRC

JOB DESCRIPTION
In order to ensure the continuity of its humanitarian activities in Cameroon and more particularly in the East and Adamoua regions, the Norwegian Refugee Council is recruiting a Monitoring and Evaluation Officer based in Batouri.

RESPONSIBILITIES
Specific Responsibilities

Support program staff in the planning and execution of M&E, including the methodology and development of data collection tools as well as the management, analysis and use of data.
Support the implementation, dissemination and use of assessments and monitoring data in program development, adjustment or revision.

 




 

Ensure the timely preparation of investigation reports, in coordination with the M&E Coordinator.
In collaboration with the Data Officer, prepare the progress of the indicators on a monthly basis.
In collaboration with the Data Officer, create and monitor the project monitoring tool.
Under the supervision of the Field Office Coordinator, facilitate periodic project review meetings.
Monitor performance indicators for programs.
Follow up on data updates in collaboration with the program teams.
Contribute to organizational learning by supporting specific analyses, lessons learned and reports.
Capacity building and training of program and M&E support staff in technical and conceptual areas of M&E.
Ensure the implementation and monitoring of the complaints and feedback mechanism in collaboration with the CFM Assistant.
Develop, on a monthly basis, a report of complaints and feedback.
Capture and archive the most significant changes initiated by the project (testimonials and case studies).
Manage the databases of the various projects in the area of ​​intervention; Support Project Implementing Partners in the development of a Monitoring, Evaluation and Learning Plan in their respective sites.
Oversee all Monitoring and Evaluation activities as described in the Monitoring, Evaluation and Learning Plan.
Support Business Implementing Partners in the development of data security and privacy protocol in their respective sites.
Perform monthly and quarterly data quality assessment (DQA) according to the standard model previously defined and approved, with project implementation partners and Program teams.
Ensure compliance with the deadlines for the various reports produced by local partners relating to monitoring and evaluation activities.

 

 

 

Analyze data monthly and make recommendations to supervisors for program performance guidance/improvement and decision making.
QUALIFICATIONS
Generic professional skills

Proven practical experience in planning and carrying out monitoring and evaluation with at least 3 years of experience in a humanitarian and/or development program, preferably with an International NGO Experience
in data collection, analysis, data management and reporting
Experience in monitoring multi-sectoral projects including WASH, shelter, education, food security and livelihoods, civil documentation and housing land and property
Experience in managing data from various core skills in a relief program is essential
Proven ability to use MS Office software (especially Word, Powerpoint and Excel) is essential.
Experience using GIS tools, data collection platforms (Kobo/ODK), data visualization software (e.g. Power BI, Google Data Studio) is a plus Previous experience working in complex
contexts and volatile
Fluency in English is an asset.
Experience in report writing.
Context/ Skills, specific knowledge

 

 

Knowledge of the customs, habits, context and local language of the Eastern and Adamaoua Regions
Ability to work under pressure, independently and with limited supervision
Highest standards of ethics and integrity
Good analytical skills, with an ability to translate analysis into recommendations for practical action, including the development of concept notes and proposals.
Excellent teamwork and interpersonal skills.
Sensitivity to gender and inclusion
Excellent written and oral communication skills
Diplomacy and tact, to be able to liaise, negotiate and plan with relevant officials, staff from other agencies, local artisans and community representatives
We offer:

06-month work contract renewable depending on the availability of funds
Workplace: Batouri with 40% travel to the field.
Salary/Benefits: Grade 5 step 1 of the NRC Cameroon salary grid
Desired start date: September 2023
