A Monitoring and Evaluation Specialist (M/F)
1. Objective
Under the supervision of the Project Manager, the Monitoring/Evaluation Specialist:
Will be the main contact person for all activities related to the monitoring and evaluation of the ISAHC project . The Monitoring and Evaluation Specialist will coordinate monitoring of program indicators, measure performance against key performance indicators, and track project performance trends. He/she will support the development and implementation of electronic data management systems to track supply chain and logistics indicators.
II. Responsibilities
The Monitoring and Evaluation Specialist will work closely with internal and external stakeholders and will coordinate and support all arrangements for data collection and reporting on project progress, in line with the results framework. of the project.

Collaborate with the Health Districts and the DRSPL, for the monitoring of the submission of reports from Health Facilities in the Dhis and in any other tool validated by the MINSANTE
Collaborate with stakeholders, including PEPFAR clinical partners, to monitor the timely submission of orders from sites and take the necessary actions in the event of constraints in collaboration with the Project Manager. Provide the necessary data for order validation meetings in collaboration with the regional PF GAS
Collaborate with the central level to be up to date with quantification hypotheses and national directives and ensure effective dissemination in the Region in collaboration with the GTR HIV and PF GAS.
Provide the regional task force with the assumptions and data needed to validate orders
Calculate all the indicators planned for the project and monitor the level of performance achievement
Ensure the preparation of the Monitoring and Evaluation progress report
Collaborate with the project manager for the production of a management information bulletin logistics in the Region
Accompany the Region in the production of articles/abstracts on the results of the project Serve as a point of contact for the implementation of the e-LMIS
Ensure the planning of the support supervision visits in the health establishments and coordinate the review and maintenance of supervision tools
Provide regular feedback to health facilities through a tool designed for this purpose Update and digitize the existing RDQA tool to host it on the web.
Organize a joint meeting to update the existing AQRD tool and standard operating procedures and select the establishments to be supervised.
Coordinate joint quarterly data quality assessments (RDQAs) between ISAHC and the PEPFAR clinical program.
Develop and deploy a data quality performance scorecard.
Prepare a dashboard for monitoring inventory management indicators and distribute this dashboard to the various stakeholders.
Maintain appropriate technology to improve supply chain processes and functions in the Littoral Region,
Strengthen the use of data collection tools and standard operating procedures for case management (CM).
Promote data-driven decision-making
Engage project participants and key stakeholders in the Complaints Feedback Response Mechanism (FCRM)
Conduct baseline, mid-term and final evaluation to measure outcomes project achievements.
Develop and deploy a data protection and backup guide.
Conduct capacity assessment, develop capacity framework and training program for MEAL staff.
Establish and institutionalize quality assurance (QA) and quality improvement (QA) systems.
Develop and monitor the Environmental Mitigation and Monitoring
Plan (EMMP).
Supervise the M&E assistant.
Required Profile •
Hold a Master’s degree in science, statistics or a related field
Have a professional experience of at least 3 years in the design of monitoring and evaluation system, performance measurement, selection of indicators, data management and / or data analysis in the sector of the public health Have a mastery of database software packages and specific experience in the field of public health
Be able to communicate effectively in French and English.
Possess interpersonal skills
Experience in conducting trainings and facilitating M+E activities.
Excellent data analysis and interpretation skills. He/she must be able to write clearly and concisely, and have strong quantitative skills (managing, analyzing and interpreting data).
Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment.
Able to respond quickly to requests for information
He/she must demonstrate strong interpersonal and self-motivated skills and sensitivity to the local environment, as well as the ability to work with minimal supervision.
Perfect command of the following software applications: Word, Excel and Power Point,
Be able to work under pressure
Have proven experience in the fight against HIV/AIDS.
