Job Description
The incumbent will oversee the overall design and implementation of monitoring and evaluation (M&E) systems and procedures and ensure that all aspects of the M&E system are adhered to. The Monitoring and Evaluation Officer will report to the Area Manager
Responsibilities
1- General Responsibilities
Adhere to NRC policies, guidelines and procedures
Support and contribute to the development and implementation of monitoring and evaluation systems, including standard operating procedures, guidance, and monitoring and evaluation tools.
Participate in program design and proposal discussions, including theory of change development, logframe design, and M&E budgeting.
2- Specific Responsibilities
Support program staff in the planning and execution of M&E, including the methodology and development of data collection tools as well as the management, analysis and use of data.
Support the implementation, dissemination and use of assessments and monitoring data in program development, adjustment or revision.
Ensure the timely preparation of investigation reports, in coordination with the M&E Cordinator.
In collaboration with the Data Officer, prepare the progress of the indicators on a monthly basis.
In collaboration with the Data officer, create and monitor the project monitoring tool.
Under the supervision of the Area Manager, facilitate periodic project review meetings.
Track performance indicators in GORS for programs.
Contribute to organizational learning by supporting specific analyses, lessons learned and reports.
Capacity building and training of program and M&E support staff in technical and conceptual areas of M&E.
Ensure the implementation and monitoring of the complaint management and feedback mechanism.
Develop, on a monthly basis, a report of complaints and feedback.
Supervise and mentor M&E support staff in the execution of M&E plans.
Contribute to the design of the M&E structure and staffing resources, including working with program staff to identify and plan for M&E needs.
Perform any other task assigned by the immediate supervisor.
Qualifications
3- Competencies
Competencies are important for the employee and the organization to achieve the desired results. They are relevant to all staff and are divided into two categories:
Generic professional skills:
Proven practical experience in the planning and execution of monitoring and evaluation with at least 3 years of experience in a humanitarian and/or development program, preferably with an International NGO.
Minimum Bac+3 in a field of social sciences, Computer Science, Statistics or equivalent
Experience in the collection, analysis, management and development of data reports.
Experience in monitoring multi-sectoral projects including WASH, shelter, education, food security and livelihoods, civil documentation and land and property housing.
Experience in managing data from different core competencies in a relief program is essential.
Proven ability to use MS Office software (especially Word, Powerpoint and Excel) is essential.
Experience using GIS tools, data collection platforms (Kobo/ODK), data visualization software (e.g. Power BI, Google Data Studio) is a plus.
Documented results related to job responsibilities.
A good knowledge of English is an asset
Experience in writing reports

We offer a 12-month renewable CDD depending on the availability of funds
Post office based in Maroua with 40% field travel
