JOB DESCRIPTION
As part of the implementation of its activities in the Far North Region, NRC is recruiting one (01) MAE Officer, based in Maroua. The role holder will oversee the overall design and implementation of monitoring and evaluation (M&E) systems and procedures and ensure that all aspects of the M&E system are adhered to RESPONSIBILITIES General Responsibilities Adhere to policies,

 




 

guidance
and

procedures of the NRC.
Support and contribute to the development and implementation of monitoring and evaluation systems, including standard operating procedures, guidance and monitoring and evaluation tools.
Participate in program design and proposal discussions, including theory of change development, logical framework design and Monitoring and Evaluation (M&E) budgeting.

Specific Responsibilities

Support program staff in the planning and execution of Monitoring and Evaluation (M&E), including methodology and development of data collection tools as well as data management, analysis and use .
Support the implementation, dissemination and use of evaluations and monitoring data in program development, adjustment or revision.
Ensure the preparation of investigation reports on time, in coordination with the M&E Coordinator.
In collaboration with the Data Officer, prepare the monthly progress of the indicators.
In collaboration with the Data Officer, create and monitor the project monitoring tool.
Under the supervision of the Area Manager, facilitate periodic project review meetings.
Monitor the updating of performance indicators in GORS in collaboration with the program teams.
Monitor the updating of data on CORE in collaboration with the program teams.
Contribute to organizational learning by supporting specific analyses, lessons learned and reporting.
Capacity building and training of program and M&E support staff in technical and conceptual areas of M&E.
Support the implementation and monitoring of the complaints and feedback mechanism in collaboration with the CFM Assistant.
Supervise and supervise the M&E Assistant in the execution of M&E plans.
Contribute to the design of M&E structure and staff resources, including working with program staff to identify and plan for M&E needs.

 

 

Perform any other tasks assigned by the immediate supervisor.
QUALIFICATIONS
1. Professional Competencies

These are the skills, knowledge and experience that are important for effective performance.

Generic professional skills:

Have a minimum BAC + 3 in Monitoring Evaluation, Economics, Statistics, Sociology, and related disciplines.
Proven practical experience in planning and executing monitoring-evaluation with at least 2 years of experience in a humanitarian and/or development program, preferably with an International NGO.
Experience in data collection, analysis, management and reporting.
Experience in monitoring multi-sector projects including WASH, shelter, education, food security and livelihoods, civil documentation and housing, land and property.
Experience managing data from different core competencies in a relief program is essential.
Proven ability to use MS Office software (particularly Word, Powerpoint and Excel) is essential.
Experience using GIS tools, data collection platforms (KoboCollect), data visualization software (e.g. Power BI) is a plus.
Prior experience working in complex and volatile contexts.
Documented results related to position responsibilities.
Good knowledge of the French language and knowledge of English would be an asset.
Experience in writing reports.

Excellent written and oral communication skills.

We offer:

12-month fixed-term contract (with possibility of extension depending on availability of funds)
Salary/Benefits: According to the NRC Cameroon salary scale
Location of work: Maroua with 40% field travel
Health insurance: 90%
