CONTEXT
CARE is present in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our goal is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices.
In Cameroon since 1978, CARE has been implementing actions around 3 strategic axes: Gender Justice, Health and Climate and Economic Justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes and improving services and access to sexual and reproductive health.
In addition to the central coordination in Yaoundé, CARE Cameroon operations are implemented on the ground through 05 local offices, including 3 specifically for the global fund program (Garoua, Douala and Yaoundé) and 2 for other programs (Maroua and Batouri).
As part of its activities, CARE seeks:
* Position : Field Coordinator
* Pole : Operations
* Contract form : Fixed-term contract of two (02) years, possibly renewable – Contract under Cameroonian law
* Working hours : 40 hours per week (Full time)
* Reporting to : Country Director
* Location of the position : Maroua – non-relocated position
Assignment :
Under the supervision of the Country Director, the Far North Field Coordinator plays an operational leadership role in the implementation and coordination of activities from the Maroua base. He/she ensures the planning and management of resources (human, material and financial) to ensure the efficiency and effectiveness of the response proposed by Care Cameroon to the needs of the target populations. As a result, he/she is also responsible for the management of security, financial and legal risks as well as local representation with the various external stakeholders.
MAIN RESPONSIBILITIES
RESPONSIBILITY 1 : Internal Coordination and Team Leadership
* Activity 1.1: Transmit skills, experiences and short and medium term visions to the grassroots teams in line with the CARE Cameroon programming framework;
* Activity 1.2: Ensure good collaboration between base teams around CARE’s major operational and strategic objectives;
* Activity 1.3: Assert constructive leadership that encourages management teams to achieve ambitious objectives based on the PAI;
* Activity 1.4: Efficiently and inclusively manage diversity among staff present at the Maroua base;
* Activity 1.5: Ensure management and prevention mechanisms for crises and internal conflicts within teams;
* Activity 1.6: Be the guarantor based on the application and strict compliance with the Care code of conduct and policies on fraud, abuse and violence
RESPONSIBILITY 2 : Safety and security
* Activities 2.1: Ensure compliance with the implementation and strict adherence to the procedures provided for in the security plan for all CARE staff based in the EN and in CI standard;
* Activities 2.2: Ensure the implementation and operationality of security measures and devices set out in the security management plan in force within the mission;
* Activities 2.3: Ensure that all CARE base staff or visitors understand individual and collective responsibilities for safety and security;
* Activities 2.4: Ensure, in close collaboration with the Security/Logistics Manager, the immediate management of security incidents that may occur on his base and immediately notify the National Director.
* Activities 2.5: Maintain contact with UN officials, other NGOs and local authorities as well as internally with the Security/Logistics Manager for the purposes of analysis and control of the security context
* Activities 2.6: Update, in conjunction with the Security/Logistics Manager, the security plan as often as necessary
* Activities 2.7: Validate movement plans, based on the analysis and evolution of the context in conjunction with the base logistician and security/logistics manager
RESPONSIBILITY 3 : Efficient operation and security of the base support services
* Activities 3.1: Ensure that support functions (Logistics, supplies, finance, accounting, human resources, administration) are constantly in compliance with the internal procedures of Care, donors and the laws of the country
* Activities 3.2: Ensure that support functions (Logistics, supplies, finance, accounting, human resources, administration) are operational and meet project needs
* Activities 3.3: Ensure that internal control functions within the base are known and respected by all for the different processes
* Activities 3.4: Ensure that the recommendations of internal audits and the associated action plans are correctly understood and implemented within each department concerned;
* Activities 3.5: Ensure the proper functioning of bank accounts and ensure that security measures for cash management are known, adapted and respected;
* Activities 3.6: Identify and maintain functional, in conjunction with the logistics and security manager, the necessary premises (offices, storage and possibly residences) according to the needs of the projects;
* Activities 3.7: Ensure, in supervision of Logistics, that the material resources of the base (vehicles, Office Automation, Communication, energy, etc.) are sufficient, suitable and maintained, correctly used;
* Activities 3.8: Guarantee, under the supervision of the Accountant/Finance Officer of the base, cash management without disruptions and responding to the commitments and activities of the projects;
* Activities 3.8: Follow up with the human resources manager the recruitment process for base personnel and ensure their integration and inductions.
RESPONSIBILITY 4 : Coordination and external representation in the Far North region: partners, local authorities, humanitarian coordination
* Activities 4.1: Build and maintain relationships with the various stakeholders necessary for the deployment of CARE’s operational strategy in the region;
* Activities 4.2: Constantly ensure the good reputation, acceptance and relationship of Care with communities, partners and authorities;
* Activities 4.2: Ensure CARE’s active participation in humanitarian coordination meetings in Maroua, and inform the Coordination of the main points discussed during these meetings;
* Activities 4.3: Establish and maintain the institutional mapping of relevant actors in the EN in line with local humanitarian coordination matrices;
* Activities 4.4: Maintaining high transparency requirements in all transactions with partners, local authorities, Humanitarian Coordination;
* Activities 4.5: Facilitate and prepare on-site field visits by donors and all other visits (headquarters and coordination).
RESPONSIBILITY 5 : Supervision and operational implementation and development of base projects
* Activities 6.1: Ensure needs analysis and better understanding of the context in relation to the strategic framework and areas of expertise of the mission;
* Activities 6.2: Facilitate and participate in initial assessments and exploratory missions in the region in conjunction with technical coordination teams;
* Activities 6.3: Actively participate in the development of narratives and budget for new members of the base;
* Activities 6.4: Supervise the quality implementation of base projects as hierarchical manager of project managers and in close relations with technical managers/capital programs;
* Activities 6.5: Ensure the capital return by project managers of reporting elements for base projects in compliance with established deadlines and guidelines;
* Activities 6.6: Request and facilitate possible and required technical support for skills strengthening and quality implementation of projects;
* Activities 6.7: Build, develop and maintain partnership relationships necessary for the implementation of projects;
* Activities 6.8: Ensure, in conjunction with program coordination, that all projects have the necessary management tools for implementation, monitoring, evaluation, and capitalization from the outset.
SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION
KNOW
* Diploma: At least a BAC 5 in Social Sciences, Health, Economics, Logistics or Administrative Management or any equivalent diploma
* Experience: Have at least 3 years of professional experience in a similar position and in complex operational environments.
KNOW-HOW (Is capable of: …)

* Writing and synthesis skills
* Ability to manage and control financial risks
* Ability to analyze and manage security risks
* Excellent internal and external communication skills
* Ability to manage multi-sector and multicultural teams

* Basic knowledge of the main donors (EU, AFD, USAID, ECHO, etc.)
* Strict personal respect and transmission/reminder to others of codes of conduct
* Fluency in French essential
* Knowledge of English desired
