CONTEXT
CARE is present in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our goal is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices.
In Cameroon, since 1978, CARE has been implementing actions around 3 strategic axes: Gender Justice, Health and Climate and Economic Justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes and improving services and access to sexual and reproductive health.
CARE Cameroon develops and co-develops major multi-year projects including NGO consortia and local partnerships.
It is in this dynamic that CARE seeks:
* Position : A Program Director
* Pole : Programs
* Contract form : Fixed-term contract for two (02) years, possibly renewable – Contract under Cameroonian law
* Working hours : 40 hours per week (Full time)
* Reporting to : Country Director
* Job location : Yaoundé – non-relocated position
Assignment :
Reporting to the Country Director, the Program Director plays a programmatic and technical leadership role within the organization and its external ecosystem. He/she ensures the updating and implementation of CARE Cameroon’s programmatic strategy in order to contribute to the achievement of CARE International’s sectoral and cross-cutting objectives with regard to its priority impact group: women and young people. He/she participates in the mobilization of resources and expertise and ensures the development and quality of programs.
MAIN RESPONSIBILITIES
RESPONSIBILITY 1 : Coordinate the development, updating and implementation of the programmatic strategy in line with the needs, vulnerabilities and aspirations of the poorest populations in Cameroon, based on the added value demonstrated by the country team
* Activity 1.1: Ensure the consistency of CARE Cameroon’s strategy with the evolution of the local context (needs, donors, national priorities/programming) and Care’s approaches
* Activity 1.2: Provide technical leadership in the production of Terms of Reference and implementation of diagnostic actions, studies, needs assessments, evaluation of current or past actions
* Activity 1.3: Coordinate internally (mission and headquarters) the updating and review of the consistency of the programmatic and strategic approach
* Activity 1.4: Coordinate the preparation, development and updating of emergency response preparedness plans
* Activity 1.5: Coordinate internally the development of project proposals by mobilizing all the departments involved/concerned (headquarters and mission)
* Activity 1.6: Build and maintain technical relationships within the international Care network with a view to harmonizing approaches, capturing expertise and aligning opportunities
RESPONSIBILITY 2 : Define, secure and coordinate key technical functions mobilized on the Country Office programs and initiatives
* Activities 2.1: Define, strengthen and optimize the technical organization charts necessary for the implementation of the mission strategy and operations
* Activities 2.2: Define, strengthen and operationalize internal coordination frameworks/spaces promoting effective monitoring of programs and relations with support functions
* Activities 2.3: Provide ongoing coaching to key technical management staff to support their technical and managerial skills in support of their development. Identify external opportunities to strengthen skills and expertise
* Activities 2.4: Actively contribute to organizational thinking to aim for transformational, systemic and scaling effects
RESPONSIBILITY 3 : Guarantee the principles of technical accountability towards direct beneficiaries, participants and technical and financial partners
* Activities 3.1: Monitor and ensure that project implementation and amendments comply with contractual commitments
* Activities 3.2: Ensure the optimization of the use of resources allocated to programs in collaboration with operations managers and support managers
* Activities 3.3: Plan and coordinate periodic reporting activities (internal and external) of programs
* Activities 3.4: Integration of CARE International’s cross-cutting and non-harm approaches into each initiative, including Protection from Sexual Exploitation and Abuse (PSEA), and Child Protection (CP)
* Activities 3.5: Ensure the implementation and operationality of complaints mechanisms for all ongoing projects within the mission
RESPONSIBILITY 4 : Ensure the quality of implementation and knowledge management (MEAL)
* Activities 3.1: Ensure systematic and multidimensional integration and operationalization of M&E at the project and program level
* Activities 3.2: Provide oversight of intelligence for CARE International’s impact and presence data systems
* Activities 3.3: Guarantee the implementation and promotion of capitalization processes (internal and external)
* Activities 3.4: Ensure the standardization of methods and approaches, validated internally and internationally in the development and implementation of projects and programs
* Activities 3.5: Establish optimal and functional processes for learning and exchanging practices, particularly within the CARE network
RESPONSIBILITY 5 : Represent CARE technically externally
* Activities 3.1: Ensure the construction and consolidation of technical links with donors, and the Region, HQ, the Care International network
* Activities 3.2: Identify, in conjunction with the partnership manager and the country director, partnerships at all levels that can support the programmatic strategy
* Activities 3.3: Coordinate and ensure effective technical representation of CARE Cameroon within international consortia
* Activities 3.4: Ensure the integration and regular and effective presence of CARE Cameroon in the sectoral mechanisms of humanitarian and development coordination affecting the priority sectors of the Country Office
SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION
KNOW
* Diploma : At least a BAC 5 in Social Sciences, Health, Economics, or any equivalent diploma
* Experience :
– Minimum five (05) years of experience in a similar position and in complex operational environments
– Have at least one proven technical specialty in the following areas: gender, protection, climate resilience, sexual and reproductive health, food and nutritional security, social engineering, social economy, etc.
