CONTEXT
CARE is present in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our goal is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices.
In Cameroon, since 1978, CARE has been implementing actions around 3 strategic axes: Gender Justice, Health and Climate and Economic Justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes and improving services and access to sexual and reproductive health.
CARE Cameroon develops and co-develops major multi-year projects including NGO consortia and local partnerships.
It is in this dynamic that CARE seeks:
* Position : Safety and Security Manager
* Pole : Logistics and Security
* Contract form : Fixed-term contract for one (01) year, possibly renewable – Contract under Cameroonian law
* Working hours : 40 hours per week (Full time)
* Hierarchical attachment : Director in charge of Support
* Job location : Yaoundé – non-relocated position
Assignment :
Under the supervision of the Deputy National Director in Charge of Support, the National Security Officer is responsible for implementing and monitoring security measures within the CARE Cameroon mission. He/she is responsible for risk assessment, incident management, as well as training and raising awareness of teams on good security practices. He/she works closely with other departments to ensure a coherent response to security risks in unstable contexts.
MAIN RESPONSIBILITIES
RESPONSIBILITY 1 : Risk assessment and analysis
* Conduct regular security risk assessments in the area of operation.
* Develop and update security plans based on threats and changes in the local environment.
* Provide recommendations on travel, accommodation and activities based on risk analysis.
RESPONSIBILITY 2 : Operational security management
* Ensure the implementation of security policies and procedures for the entire mission.
* Manage and monitor field alert, communication and security systems.
* Ensure constant monitoring of the security situation (collaborate with local authorities, security agencies and other NGOs).
* React to security incidents in real time and report them to your hierarchy.
RESPONSIBILITY 3 : Training and awareness
* Train and sensitize local and expatriate staff on security protocols, including emergency and evacuation procedures.
* Organize regular simulations (evacuation exercises, crisis management) to test procedures.
* Set up specific training for drivers, security agents, etc.
RESPONSIBILITY 3 : Crisis management
* Coordinate the response to crisis situations (attacks, kidnappings, natural disasters, etc.).
* Act as a focal point for security crisis management with external partners (United Nations, NGOs, government).
* Prepare and distribute reports after each major incident.
RESPONSIBILITY 3 : Communication, representation and coordination
* Maintain relationships with local stakeholders: authorities, other NGOs, security agencies, etc.
* Collaborate with program coordinators to minimize security risks during interventions;
* Ensure smooth communication with headquarters and the Country Director on security issues.
* Contribute to the Mission’s reports in its area of expertise;
* Analyze data to anticipate future needs
* Use the security information reporting platform
* Prepare reports and make recommendations as needed on security issues;
* Perform any other tasks assigned by the hierarchical superior.
SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION
KNOW
* Diploma: Have at least BAC+3/4 in Organizational Security, or any equivalent diploma
* Experience: At least 3-4 years of experience in a similar position with an international NGO
